36 WG Primary Command Post
1.1.1.1 Performance Work Statement
Telephonic Console Systems
Primary Command Post Andersen AFB, GU
1.0 Introduction
1.1 The objective of this Performance of Work Statement is for the contractor to engineer, furnish, install, and test a Telephonic Console System. Contractor shall provide all personnel, equipment, tools, materials, labor, transportation and supervision necessary to install a telecommunications console. All work shall be accomplished in accordance with product manufacturer’s recommendations and industry standards and meet all municipal, state and federal codes, standards and guidelines. The Contractor will ensure all work will be IAW companies purchase standard to not void the existing maintenance warranty.
2.0 Capabilities Required
2.1. This system will have Communications Consoles which provide 5 console stations integrated into existing Open Scape server.
2.1.1. System will have push to talk handsets and headsets
2.1.2. System will have touch screen monitors.
2.1.3. Air to Ground radio integration with voice recording capabilities for both.
2.2. This System will need to be able to communicate with 1 console positions at Command Post building 23028, 3 positions in Installation Control Center building 21007, and server located in 36
CS’s Network Control Center building 20011.
2.3. System will support integration of UHF, VHF, SATCOM and HF radios.
2.4. System will have a recording system.
2.4.1. System will have capability of recording both phone conversations and radio transmissions.
2.4.2. Recording system will have capability to replay file (recording)
2.4.3. Recordings would be available for a minimum of 1 year.
2.4.4. System will be connected to the Air Force network.
2.4.5. System will have capability of extracting a recorded conversation and burning file to a CD.
2.5. This system will have the following phone capabilities.
2.5.1. Multi-line capability.
2.5.2. Programmable hot keys.
2.5.3. System will allow for mass update of programmable hot keys from server verses having to update each position manually.
2.5.4. Phone patch capability with multiple lines to include radio phone patching capability.
2.5.5. System will need to allow for line sharing allowing any controller to monitor the call or place the call on hold and another controller pick up.
2.5.6. Transfer line to another controller.
2.5.7. Restrict access to the call.
2.5.8. System should allow for monitoring and controlling one conference at a time via display screen and allow for console users to have an individual conference from one position.
2.5.9. System will allow for conferencing of calls.
2.5.10. System will allow for direct transfer of call
2.5.11. System will allow for direct line (hotline or speed dial) to entrance phones.
2.6. System will allow flexibility to expand for future use or ability to tether system to alternate location.
2.7. System requires on-site technical support with a response time of 24 hours or less.
2.8. Additional Capabilities
2.8.1. Any equipment, furniture or equipment racks should be provided by the contractor.
2.8.2. The Contractor shall be responsible for all personnel, equipment, tools, materials, supervision, assembly, transportation, incidentals and all other items and services necessary install telephone communications console system and integrate with all existing equipment to include UHF, HF, and SATCOM.
2.8.3. The equipment components shall be installed in a mounted rack or cabinet located inside the
Radio Equipment room, and shall have a contractor-provided uninterruptable power supply
(UPS).
2.8.4. Equipment installation shall follow red/black guidance from IA office and MIL-HDBK-
232A/revisions and TEMPEST 01-13.
2.8.5. Equipment must be listed on the Unified Capabilities Approved Products List (APL).
3. General Requirements
3.1. The vendor shall manage ordering, shipment, delivery, and installation of speakers, cables, and incidentals, to final acceptance of this telephone communications console install effort by the designated
Government Acceptor.
3.2. The vendor is responsible for coordinating all transportation of all new products, loading, unloading, storage and all necessary movement from factory to final onsite set up.
3.3. Work shall comply with applicable building standards and codes, specifically: National Electrical
Code (National Fire Protection Association (NFPA 70) and National Life Safety Code (NFPA 101).
4.0 Installation:
4.1. System touch screens will be installed in Emergency Actions Console at building 23028 and
Emergency Action Console at building 21007. The contractor shall be responsible for integrating radio equipment into the solution.
4.2. Contactors are responsible for disassembling old telephone communication equipment and providing equipment to the site POC.
4.3. Contractors are responsible for disposing of any materials used during installation process.
Contractors will coordinate with site POC’s for any storage of replacement equipment prior to completion of project.
4.4. Contractors will inform POC’s of any delay in install outside the proposed timeline of completion.
4.5. On-Site Warranty Coverage:
4.5.1 The Contractor shall have an individual available to be reached at the help desk number by base personnel to report service outages or system malfunctions. The response POC shall respond via phone to the outage service call within 24 hours. The response POC individual shall help base personnel troubleshoot the reason for the outage and determine if a malfunction is in the contractor-maintained system/equipment.
4.5.2. If the contractor determines the malfunction is not in the contractor-maintained system/equipment, the contractor shall immediately notify the Base. The Contractor shall be responsible for the cost of service calls of outside telephone console vendor(s) when a system/equipment malfunction is later determined to be in the contractor-maintained system/equipment.
4.5.3. If the contractor determines the malfunction is in the contractor-maintained system/equipment, the Contractor shall determine the scope of the problem, advise base personnel, and provide an estimated restoration time within seventy-two (72) hours of being notified of an outage/degradation/malfunction.
4.6. Turn-Key Operation, Testing, Turn Over
4.6.1. The Contractor shall verify system is 100 percent operational. The Contractor will coordinate with the Government Acceptor and run the Inspection/Acceptance Checklist. Contractor will receive an approved checklist before the Contractor may submit a final invoice in the Wide Area Workflow system
(WAWF) (https://wawf.eb.mil/). Contractor will attach an electronic copy of the signed
Inspection/Acceptance Checklist to the invoice submission.
4.6.2. All documentation (Owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to and reviewed with the Government
Acceptor upon completion of the installation.

4.6.3. Special assembly tools (security hardware wrench, spare parts provided with the furnishings, etc.)
shall be provided to the Government Acceptor prior to final Government acceptance of products and services.
4.7. Warranty:
The contractor shall warranty the products of its manufacturer to be free from defective material and items such as workmanship, equipment replacement, labor, shipping and handling, phone support, break-fix support for hardware and software, wiring microphones/speakers, diagnostics to determine issues and solutions, programming, mitigation, and remote/on-site services, to restore the Telephone Communication
Console back to the original operational level as required. The contractor shall provide one (1) year warranty after the final system acceptance date, to include all field trips, telephone support, and shipping costs.
4.8. Configuration Management:
The Contractor shall perform configuration management of all equipment associated with the system.
The configuration management information shall include, but not be limited to, a list of all components installed by system serial number (hardware), all passwords and if applicable software/IOS.
4.9. Training:
Upon completion of the installation process, the Contractor shall provide User Training to the designated
Site Staff in accordance with the customer requirements. A minimum of two (2), training session (up to 6 hours each) is required. User Training shall include step-by-step instructions on the utilization of all features of the system as well as Basic System Troubleshooting. The contractors shall provide administrator training to the designated personnel minimum of one (1) training session (up to 8 hours).
Training will need to include step by step instructions on but not limited to maintaining the system, making updates to the system, troubleshooting. Any applicable training material shall be provided to the
Government in both paper and soft copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes. The period of performance is a base period of
30 days including installation, training, and testing & acceptance.
