JTF-N SCIF BADGING SYSTEM PWS
1.0 SCOPE/BACKGROUND
RF-A has a requirement for an additional Badging System for the building. The system utilized shall be a LENEL system. The ops building for RF-A currently has controlled access through a sole LENEL system and badging printer. Requesting installation of a LENEL OnGuard compatible access control system because our current access control to RF-A uses LENEL On Guard system. The addition of another LENEL system with badging printer will allow for zero mission loss if the existing LENEL system and badging printer goes down.
2.0 PERFORMANCE REQUIREMENTS
The Contractor shall be a certified and authorized seller/distributor of LENEL software and equipment. The Contractor shall provide the hardware needed to accomplish the work (i.e. wires, connectors, boxes, etc.). Also to be included is battery backup for all the control boxes in the event of a power outage. Vendor shall advise client if the LENEL OnGuard compatible server is working off of the current software version and upgrade if needed. Services shall be provided in accordance with (IAW) this PWS.

2.1.1 Configure and install two (2) servers in racks.
2.1.2 Install one (1) new workstation running Windows 10 with badging printer and badging camera.
2.1.3 Vendor shall provide and update the schematic and reader IDs within the LENEL system in to reflect the new configuration.
2.1.4 Vendor shall also provide system documentation and administrator training on system use and operation.
3.0 PERFORMANCE SCHEDULE AND LOCATION
Performance Schedule.
The period of performance (PoP) shall be begin no earlier than 24 October 2022 and no later than 30 April 2023 after contract awarded.
Work Hours.
Work shall be completed during normal business hours, 0800-1600 Monday-Friday, not including federal holidays/PACAF family days as listed below:
• 11 - 14 November 2022
• 24 - 25 November 2022
• 23 - 26 December 2022
• 30 December 2022 – 02 January 2023
• 16 – 17 January 2023
• 17 – 20 February 2023
Place of Performance / Point of Delivery / Points of Contact (POC).
The principle place(s) of performance shall be:

4.0 OTHER REQUIREMENTS.
Issue Resolution.
The Contractor shall monitor and report all situations that could cause delays in performance or unsuccessful contract performance to the Contracting Officer.
Warranty Information / Technical Documentation.
Warranties. The contractor shall ensure standard original equipment manufacturer (OEM) warranties for items procured are transferrable to the Government and properly captured on an itemized warranty inventory listing to include the following information; manufacturer name, warranty contact telephone numbers that are accessible from the delivery location, length of the standard warranty, and warranty end date.
Technical Data and Documentation. The contractor shall provide all applicable technical data, documentation, directions for use and maintenance manuals. Technical data includes commercial manuals, engineering drawings, parts lists, change notices, system software documentation (to include licensing, terms and conditions), installation instructions, and other technical publications related to the material and equipment delivered under this PWS.
The Contractor shall provide all warranty information and technical documentation in English.
Contractor Furnished Supplies, Equipment, and Services.
Except for those items or services specifically identified in this PWS as Government furnished, the Contractor shall furnish the required supplies and services needed to perform the requirements set for in PWS Section 2.0.
Access to Facilities.
The Contractor will be allowed access to the required facilities subsequent to transition start date.
Access shall not interfere with the work efforts of current Contractor or Government personnel.
RF-A will arrange access to ensure interference does not occur. The Contractor will be able to familiarize supervisors, key personnel and staffs with existing equipment, reporting, work scheduling and procedures.
Contractor Identification.
Each Contractor employee shall, while on duty, wear in plain view on the upper portion of his/her outer garment a metal or plastic identification badge to be furnished by the Contractor, containing the company name and employee name. Contractor employees shall clearly identify themselves as “Contractors” at all times, in all communications and representations, including in the workplace, at meetings, in conversations, telecommunications, mail, electronic mail (e-mail), and faxes, whether with US Government (USG) personnel, other Contractor personnel, or with the public.
