NIST Requirements Document Direct Current Comparator Thermometry Bridge System

I. Background The Thermodynamic Metrology group maintains and disseminates temperature. World class precision resistance ratio measurements are required to maintain the calibration capabilities provided by the Standard Platinum Resistance Thermometer Calibration Laboratory (SPRTCL). The SPRTCL provides critical national and international stakeholders with SI traceability to the kelvin. Government, military, pharmaceutical, aerospace, and high-level industrial calibration laboratories depend on the low uncertainties and direct SI traceability provided by the SPRTCL.

The laboratory’s primary measurement system is not performing at the level of precision we require and must be replaced. The new bridge must operate via direct current comparison and be easily integrated into existing measurement service infrastructure and automation software.

II. Scope The group requires one new resistance ratio temperature measurement system to replace existing system. The replacement system must be rack mountable and support remote commands that will allow it to be easily integrated into existing measurement service infrastructure and LabVIEW-based, custom designed and NIST-maintained automation software.

III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Contract Line Item (CLIN) 0001 - The Contractor shall provide the following one (1) direct current comparator (DCC) thermometry resistance ratio bridge system that meet the following minimum specifications:

1. Ratio Accuracy: 0.02 ppm for ratios from 0.2:1 to 3.5:1

2. Resolution: 10 ppb for ratios from 0.2:1 to 3.5:1

3. Linearity: 0.005 ppm from 0.2:1 to 3.5:1

4. Ports shall be connectorized with a standard connector interface (LEMO

EGG.1B.204.CYP) – LEMO connectors are used throughout the lab with various equipment that are connected together. The additional uncertainty and increased noise potential that is added when using external adapters offer a less desirable approach, as such Stronger consideration will be given to a product that has the connectorization integrated into the system, as opposed to an external adaptor.

5. Must provide front panel display of real-time data output

6. Must provide option for front panel operation

7. Must provide both manual and remote control and data collection via GPIB interfacing

8. Must provide common accessible command set, programmable via NIST LabVIEW code

9. Must include a 19-channel minimum multiplexer system (may consist of more than one unit) to support automated measurements of SPRTs across 19 different laboratory workstations, without manual switching.

10. Environmental operating conditions: System must deliver minimum technical specifications outlined in this document over the temperature and humidity range:

15 °C to 27 °C, 10% - 65% RH

11. The standard instrumentation rack mount shall utilize 110 VAC power

IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 6 months ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 221, Room B105 Gaithersburg, MD 20899-8363

V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST personnel will verify equipment operation meets technical standards post installation, at a level that meets or improves on current calibration uncertainties, as outlined in NIST SP250-81. This will be accomplished by evaluation via Automated Resistance Bridge Calibrator, resistor complements checks, and bridge repeatability testing.

The Government will test, inspect, and accept the equipment onsite within 20 business days of the receipt of the direct current comparator thermometry bridge system. A visual inspection of the direct current comparator thermometry bridge system will be performed by the NIST TPOC to identify surface defects or any form of indication that the direct current comparator thermometry bridge system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the direct current comparator thermometry bridge system due to defects and/or nonconformance.

VI. Installation The system shall be installed by the Contractor and meet contract specifications no later than 6 weeks after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, (Gaithersburg, MD- Building 221.)

VII. Warranty The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4

VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates inspection will occur upon:
