About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the Federal Bureau of Investigation (FBI) to acquire five units of Rothenbuhler remote firing device (RFD) controllers, remotes, and carrying cases. The FBI's Hazardous Devices School Unit requires these brand-name Rothenbuhler RFDs for explosive demonstrations and training courses, as this equipment has unique capabilities that cannot be satisfied by other vendors. The estimated total cost is $29,875. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as Rothenbuhler is the sole responsible source. The FBI will not publicly post this requirement due to national security concerns, and will only solicit quotes from Rothenbuhler and their authorized reseller. The FBI will continuously search the market for viable competitors for future acquisitions of this equipment.

Requisition Number: SHOP-PR-24-002343
Date: 04/16/2024
Estimated Contract Dollar Value: $29,875.00
1. Identification of the agency and contracting activity.
(U) The U.S. Department of Justice, Federal Bureau of Investigation, Critical Incident Response
Group (CIRG), Counter-IED Section (CIEDS), Hazardous Devices School Unit (HDS), has prepared this justification for other than full and open competition for five (5) each of the
Rothenbuhler model 1685 RFD Controllers, RFD Remotes, and Carrying Cases. This is a life cycle replacement requirement.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
(U) The Government is limiting acceptable products to the particular brand-name products and models listed in this request for quote, thereby precluding consideration of a product manufactured by another company. Rothenbuhler Engineering is the manufacturer of these remote firing devices. There is one other known authorized vendor reselling these devices, Blasters Tool & Supply Co.
3. A description of the supplies or services required to meet the agency’s needs.
(U) The requirement is to provide the Hazardous Devices School (HDS) with the following:
five (5) each of the RFD 1685 controller, remote, and carrying case at an estimated total cost of
$29,875.00. The Rothenbuhler remote firing devices are used by HDS during explosive demonstrations and training courses. Bomb squads across the country also use these devices. HDS trains the bomb technicians who use these systems, therefore must have the equipment, knowledge, and capacity to provide adequate training regarding this new technology.
The statutory authority permitting other than full and open competition.
Requisition Number: SHOP-PR-24-002343 Version 1.0 Page 2 of 3
(U) The statutory authority permitting other than full and open competition is 10 USC 2304(c) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One
Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
(U//LES) The bomb technicians need to be at the highest level of readiness to perform the critical mission of render safe of suspicious IEDs. The requirement is the ability for the Remote
Firing Device system to fire up to four (4) system receivers simultaneously at a distance of up to
12 miles. The Remote Firing Device must also have two (2) way communication. The Remote
Firing Device receivers must produce at a minimum, two (2) watts of power for electrical operations and five (5) watts of power for shock tube initiated operations.
A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by
Subpart 5.2 and, if not, which exception under 5.202 applies.
(U) This limited source competition justification will not be publicly posted. This Justification contains law enforcement sensitive information and its disclosure would compromise national security. A solicitation can go out to Rothenbuhler Engineering, the manufacturer, and their authorized reseller Blasters Tool & Supply Co.
(U) The Contracting Officer will not publicize this requirement due to National Security concerns (FAR Part 5.202-1) that outside parties, including potential adversaries, must not know the FBI’s equipment specifications establishing our capabilities and constraints.
The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
(U) The anticipated cost of the proposed acquisition for the Rothenbuhler remote firing devices controller, remote, and carrying case is $5,975 per unit. The anticipated cost of the proposed acquisition for the five (5) RFD components is $29,875.00. This cost to the
Government will be deemed fair and reasonable, based on limited sources competition.
A description of the market research conducted and the results.
(U) LMS personnel contacted known vendors to obtain estimated pricing and availability. At this time, it appears the manufacturer and the authorized reseller are offering these products at the exact price.
Any other facts supporting the use of other than full and open competition.
(U) This is a life cycle replacement of existing Rothenbuhler RFD equipment used by HDS for training.
