About this file
This document is a lease specification for the rental of temporary low pressure air compressors (LPACs) and associated equipment. The Navy seeks to lease seven LPAC systems with capacities ranging from 400 to 1,600 SCFM to provide breathing air, pneumatic tool air, and vacuum blast recovery air at drydock locations in Groton, CT and San Diego, CA from August 2020 through August 2021.
The specification provides detailed requirements for each compressor system, including flow rates, pressures, motor specifications, and noise levels. It outlines equivalents for brands such as Ingersoll Rand, Kobelco, and Atlas Copco. Ancillary equipment like air dryers, tanks, hoses, and technical support are also specified. Bidders must submit equipment data sheets and starting/load amperages with their responses. The solicitation number is N3904020R0148 and responses are due by June 30, 2020.

STATEMENT (STMT):
1. EXCESS ELBOWS & HOSE ASSEMBLIES: After the Project finishes installing all TLPA piping system(s), the Vendor is encouraged to pick-up all excess elbows and practically all excess hose assemblies so long as the Project can recall a portion of that excess at no additional expense. Practically all is interpreted to mean that if the remainder of hose assemblies of a particular size is greater than one-hundred feet (>100'), then one-hundred feet (100') of hose assemblies of each size (TLPA: 3"Ø SPUD) shall remain on-site in case of hose failure or for rerouting.
2. TECHNICIANS: The Temporary Systems Zone Manager [TSZM] or other Supervisor / Manager as designated by the Project shall effectuate (via telephone and/or E-mail) a request for technical assistance and will log the type and duration followed by a copy of the communiqué to both the COR and the Contracting Office. As corroboration, the Vendor shall do the same. Both Parties shall follow-up via E-mail with their respective rationale as to whether the need for technical assistance is due to the fault of the Vendor. If practical, the Temporary Systems Zone Manager [TSZM] should pre-schedule non-emergent requests for assistance with the Vendor's Service Manager [VSM].
3. TELEPHONE & TOOLS: When a Service Technician / Trainer is deployed to / on the job-site within the confines of the Controlled Industrial Area (CIA) for whatever the type of assistance requested, at least one Service Technician shall be in possession of a non-camera equipped cellular telephone (e.g. TracFone®) and that phone number shall be conveyed to both the Project's Temporary Systems Zone Manager [TSZM] and the Temporary Systems Design Engineer [TSDE]. Service Technician(s) are expected to have immediate access to the tools, pipe fittings, hardware, gaskets, rigid ducts, Service Manuals, and whatever is necessary to perform the function for which their presence is required.
4. LOCATION: Refer to Section F PROJECT LOCATION COMMENTS for Security and Commercial Delivery information.

B LEASE SPECIFICATION — TLPAC Alternatives (Not Applicable)
C LEASE SPECIFICATION — TLPAC REMARKS (as enumerated)
L1 100% OIL-FREE AIR COMPRESSOR (CPRSR): Although filtration could be included for safety reasons, the compressor design shall be multiple stages (i.e. two stages or more) and incorporate sealing technology to prevent oil from entering the air side of the compressor, such as the compression chamber, such that essentially no oil (a.k.a. 100% Oil-Free) would come into contact with the compressed air (i.e. Oil Content ≤0.003 mg/m3).
The compressor shall not be a "wet-ended" or "oil-flooded" type in which an oil separator and/or oil filtration is the primary method for removal of most of the oil from the air usually after compression. The compressed air discharged from these types of compressors is Not 100% Oil-Free in that there exists some residual oil, albeit minute (typically Class 2 of ≤0.1 mg/m3 if low ambient temperature plus clean filters to Class 3 of ≤1.0 mg/m3 if high ambient temperature and/or saturated filters). Not only is residual oil incompatible for Breathing [B] air, but residual oil is also incompatible to support Vacuum Blast Recovery [V] machines in that even the most minute amount of oil sprayed on newly blasted near white metal has a deleterious effect for the adherence of coatings.
Residual oil is not even compatible for a compressor isolated to support pneumatic Tooling [T] alone in that the same air hoses are used for all three types of air systems and there is no intent to create a special program to differentiate air hoses by the type of LPA system. Thus, this specification is for the lease of "100% Oil-Free Air Compressors" and not merely for "100% Oil-Free Air". Ideally, the compressor manufacturer (e.g. Kobelco or Ingersoll-Rand or Atlas-Copco) receives certification from an independent association (e.g. TÜV: Technischer Überwachungs-Verein) as to its air purity (i.e. ISO 8573-1 Class 0 / www.ClassZero.com) and a copy of the certification is submitted along with the EDS to Contracting and to the Temporary Systems Design Engineer [TSDE]. The compressor shall have the following words boldly stenciled on its housing: "100% OIL–FREE AIR CPRSR".
L2 UTILITY: The utility for the compressor motor(s) (i.e. ELECTRIC-driven or DIESEL-driven) as well its rotation speed (i.e. LS: Low Speed or HS: High Speed) shall be as indicated in TABLE L1: TLPAC REQUIREMENTS in the column titled: PERFORMANCE CAPACITY. If the compressor is ELECTRIC-driven, both the starting and loaded (START-LOAD) amperages shall be provided as part of the Bidder's submittal package. The starting amperage is approximately three times the loaded amperage. The Vendor is to double check its published values with the manufacturer if that is not the case. Knowing the accurate values in advance is critical for the development of an Electrical Distribution Plan (EDP) for the Project. Because of limited power and/or circuit breakers at off-site deployed locations, the starting and loaded (START-LOAD) amperages shall be at or less than the values indicated in TABLE L1 in the column titled: REMARK / NOTE / COMMENT unless early communication to the [TSDE] allows for a redesign of the EDP, if practical, and an exemption is formally communicated to all Bidders by the Contracting Office (i.e. change issued in the Technical Requirements of the specification).
NOTE
As shaded-highlighted in yellow, TABLE L[ii]: TLPAC PHYSICAL AND PERFORMANCE DATA is missing some important and critical performance details such as: (a) Noise Intensity (dB[A]), (b) Compressor Shaft Horse Power (Hp), and (c) Electrical Starting Amperage (START in Amps). For the applicable compressor under its auspices, the Bidder shall make every effort to provide those missing details and to verify the existing data in the table.
L3 EQUIVALENT (EQUAL) COMPRESSORS: Besides being a "100% Oil-Free Compressor" as defined by REMARK L1, the compressor shall be a two-stage rotary screw air-cooled compression design typical of those manufactured by Ingersoll-Rand to include the Sierra® brand or the H (Higher pressure) series as manufactured by Kobelco or the Oil Free Compressor Electric (OFCE) Drive as manufactured by Aggreko in Scotland, UK or the ZT / PTSE Series as labelled by Atlas-Copco.
C LEASE SPECIFICATION — TLPAC REMARKS (as enumerated)
L4 COMPRESSOR SYSTEM: Each compressor lease ITEM is an integrated system that includes several components downstream of the compressor machine. The components of a packaged system shall be mutually compatible to each other. The Contractor shall provide the matériel and labor (no more than six man-hours) to install the interconnecting air lines & fittings between machinery components downstream of the Low Pressure Air Compressor (LPAC) in the following order: [a] Compressor, [b] built-in Aftercooler, [c] Air Dryer, and [d] Air Tank (a.k.a. Receiver or Holding Tank) terminating in three inch (3") spud male (M) connector(s).
[a] COMPRESSOR [CPRSR]: Compressors will operate in the immediate proximity of the work environment either on the Pier or in the floating drydock where there is an inherent echo chamber affect. Hence, noise intensity when operating at full speed must not exceed 85 dB[A] (threshold for hearing protection) and preferably, less than 80 dB[A]. Because of limited laydown space, whether on the Pier or floating drydock, the compressor length shall not exceed twenty feet (≤20'). In consideration of forklift capacity, the weight shall not exceed ten tons (≤10 ton).
The compressors will be exposed to the outdoors with no protective canopy (see TS ¶H1: GENERIC REQUIREMENTS).
[b] AFTERCOOLER [AFTCLR]: Because of limited available footprint, a separate (independent) aftercooler is PROHIBITED. Instead, all compressors shall incorporate both an intercooler and an aftercooler such that the Cold Temperature Difference (CTD: temperature differential between the lower ambient and higher compressed air temperatures) is no greater than 25ºF during hot weather (90ºF ambient). Where further cooling is required such as Breathing Air, a Refrigerant Air Dryer (RAD) vice a Desiccant Air Dryer (DAD) shall be used.
[c] AIR DRYER [DRYER]: An air dryer is the first separate machinery component downstream of the compressor.
For an LPAC dedicated to Breathing [ B ], the (air) dryer shall be a refrigerant type vice a desiccant type. Hence for the TLPA-B service, a desiccant type dryer is PROHIBITED on the LPAC [B-RAD]–M SYSTEM (ID: L01). A Refrigerant Air Dryer (RAD) is not as readily available as a Desiccant Air Dryer (DAD) especially for larger capacity units. For LPAC(s) designated to service pneumatic Tool [ T ] air only or have Multiple [ M ] uses in which a portion may include Vacuum Blast Recovery [ V ], the dryer can be either type. Hence, the LPAC [M-DAD]–N/L SYSTEM (ID: L02 & L04 & L05) for the TLPA-M service will most likely have a desiccant dryer. A flowrate calculation demonstrated sufficient capacity for the LPAC(s) designated exclusively to Vacuum Blast Recovery [ V ] air.
Hence, the LPAC [V-DAD]–L SYSTEM (ID: L03 & L05 & L05) for the TLPA-V service will most likely include a desiccant dryer. Because of limited three phase electrical power, Refrigerant Air Dryers (RADs) shall equal, but not exceed more than one-third above the capacity of the delivered LPAC. The RAD shall cool at least fifteen degrees Fahrenheit based on an ambient of ninety degrees Fahrenheit (ΔT≥15ºF @ 90ºF). Desiccant Air Dryers (DADs) shall have at least two dew point temperature settings of –40ºF and –100ºF. Desiccant Air Dryer(s) use Low Pressure Air (LPA) from the compressor for its primary power and 120 volt single phase power for its control.
The desiccant dryer shall consume no more than 18% of the LPA input volume for purging to a –40ºF setting and no more than 20% LPA input volume for purging to a –100ºF setting. Because pneumatic type desiccant dryers operate on LPA, the flowrate "CFM" rating for the dryer shall be equal to or "slightly greater" than the rating of the compressor actually delivered and not oversized. Slightly greater for the desiccant dryer is interpreted to be no more than one-quarter above the airflow for the compressor that is actually delivered. Based on this "slightly greater" bandwidth for the air dryer, at least three-quarters of the compressor's rating would be available as the net discharge airflow: 1 – [(1+¼) × 0.20] = 0.75. Because of limited laydown space whether on the Pier or inside the floating drydock, the separate Air Dryer (Desiccant or Refrigerant) shall not exceed ten feet in length (L ≤10').
NOTE
Even though a Desiccant Air Dryer (DAD) is far superior to a Refrigerant Air Dryer (RAD) in driving out residual moisture from compressed air, the Compressed Air Outlet (CAO) temperature from a DAD is significantly higher. Also a Desiccant Air Dryer requires two types of utilities, namely a significant proportion of Low Pressure Air (LPA) bleed from its compressor (up to 20%) as well as electrical power, albeit single phase. A Refrigerant Air Dryer requires only electrical power for its utility, albeit three phase. A RAD is required whenever the Compressed Air Outlet (CAO) temperature must remain fairly cool (≤100ºF) and/or the air must have some residual moisture such as what is needed by the human lung for breathing. Thus, the dryer must be a refrigerant type for the Temporary Low Pressure Air system dedicated to Breathing [ B ] air services (TLPA–B).
[d] Air Tank [TANK]: The air tank size is based on providing about thirty seconds (~30") of reserve air as an accumulator for surges as computed below. For the Breathing [ B ] 400 scfm compressor, the tank capacity shall be approximately 250 gallons. For pneumatic Tooling [ T ] and/or Vacuum Blast Recovery [ V ] air systems' 800 or 1,500 scfm compressors, respectively, the tank capacity shall be approximately 500 or 1,000 gallons, correspondingly. All tanks shall be ASME rated to 150 psig minimum.
250 gal [tk] ÷ 400 std-atm – ft3 / min [cprsr] × 60 sec / min ÷ 7.48 gal / ft3 × 90 psig [brthg min set] ÷ 14.7 psia / std-atm = 30.7 sec 500 gal [tk] ÷ 800 std-atm – ft3 / min [cprsr] × 60 sec / min ÷ 7.48 gal / ft3 × 105 psig [tool min set] ÷ 14.7 psia / std-atm = 35.8 sec
1000 gal [tk] ÷ 1500 std-atm – ft3 / min [cprsr] × 60 sec / min ÷ 7.48 gal / ft3 × 105 psig [tool min set] ÷ 14.7 psia / std-atm = 38.2 sec
D LEASE SPECIFICATION — TLPAC SYSTEM SPECIFIC DETAILS
LIFTING & HANDLING (L&H) COMPRESSOR EXCEPTIONS: The Large (–L) capacity (LPAC [V/M-DAD]–L) compressor SYSTEMS ( [CPRSR] / [AFTCLR] / [DRYER] / [TANK] ) will be deployed onto the Pier and not inside the floating Drydock.
Therefore, there is a L&H exception for only the Large (–L) capacity units in that an enclosed frame with lifting padeye(s) are not required for overhead crane lift. However, the compressor and its associated heavy components do require a foundation base with multiple slotted pockets (i.e. box beams) for forklift handling. The smaller capacity 250 gallon (–M) and 500 gallon (–N) air tanks, being relatively lightweight and compact, are not required to be enclosed in a steel frame with padeyes. However, the remaining Lifting & Handling requirements pertain in that they do require a foundation base with multiple slotted pockets (i.e. box beams) in that these tanks could be handled by forklift or lifted by crane.
BREATHING AIR COMPRESSOR SYSTEM (LPAC [B-RAD]–M): Being a more critical system as to its Oil-Free status, the Air Tank must be both Clean and Oil-Free. If the Medium (–M) capacity 250 gallon Air Tank has not been controlled as both Clean and Oil-Free or the Contractor has any doubt as to its status, then the Contractor shall flush the tank with very warm to hot water, thoroughly drain the tank, and then dry with compressed air.
OIL-FREE PIPING: All piping (hose assemblies & pipe fittings) to include the interconnection between the compressor components (compressor - dryer - tank) shall be both Clean and Oil-Free. If the piping has not been controlled as both Clean and Oil-Free or the Contractor has any doubt as to its status, then the Contractor shall flush with very warm to hot water, thoroughly drain the piping (hose & fittings), and then dry with compressed air.
PRE-DOCK & POST-DOCK ELECTRICAL CABLES FOR OFF-SITE LOCATIONS (NLON & NBPL): For an off-site deployed location (NLON & NBPL), there will be a separate contract issued for the lease of electrical power and ground cables for the duration that the ship is in drydock to include the short Nesting (NE) period for the prior month. To avoid confusion vis-à-vis electrical cable rental ownership, the Shipyard will provide the three power and one ground cables for the two month post-dock duration for the single <400 FLA compressor (LPAC [M-DAD]–N). The Contractor need not provide such cables.
E LEASE SPECIFICATION — TEMPORARY SYSTEM COMMON NOTES
WATERFRONT ACCESS: Considering the difficulty in obtaining timely access to both the Base and then its Enclave within, it is highly encouraged that the Contractor utilizes RAPIDGate® or equivalent badged drivers for at least the small deliveries whenever it is practical to do so. Also, because of contractual repair reporting requirements which does not allow for an extended Vetting process, the Contractor must have qualified service and repair technician(s) with RAPIDGate® or equivalent badging. Accompanying an on-site service or repair technician shall be a non-camera equipped cellular telephone (e.g. TracFone®) and that telephone number shall be made known to both the Project's Temporary Systems Zone Manager [TSZM] and the Temporary Systems Design-Execution Engineer [TSDE].
DEAD FRONT CONTROL PANEL OR EXTERNAL CONTROLLER: Access to basic machinery controls, such as a Dead Front Control Panel or External Controller, should (shall for refurbished or new machinery) be such that there is no exposure to energized "live" electrical circuits or other components regardless of voltage, to include control circuitry, by "a person on the operating side of the equipment". Such control access would allow non-electrically qualified worker, such as Temporary Services [Pipe] personnel, to exercise control over machinery and not be accompanied by qualified electrical workers. Though work on energized equipment less than 30V [OSHE] or 50V [NFPA] presents minimal risk to personnel, general safety practices to include a Job Safety Brief with an electrical worker's Supervisor must be exercised to protect both sensitive electrical components from damage and personnel from hazards albeit minor. Also, Shipyard qualified electrical technicians do not have advance knowledge of the true voltage of exposed electrical wiring, whether it be control or load circuitry, unless such signage is posted (rarely the case) or the wiring has undergone a voltage check. Access or a key to a Dead Front Control Panel (DFCP) or Low Voltage Control Panel (LVCP) must be provided (e.g. tool to unlock triangular head bolts attached by lanyard at the Control Panel).
RIGGING CAUTION: A strap fell during a machine lift. Apparently, the strap was dislodged from an area visually inaccessible in the Pre-Lift inspection. Hence, all spaces or voids in which loose matériel may be purposely placed or inadvertently dropped with the potential of dislodging and then falling during movement or rigging shall have a means of capturing that matériel such as screens, netting, or false floors. For voids in which means to capture the matériel is impractical, an observation port shall be provided so that an inspector may visually survey the space or void without the use of a ladder, fall protection equipment, or special tooling.
UTILITY MARKING: The Inlet(s) and Outlet(s) for Process or Compressed Air (PAI/CAI & PAO/CAO) for air-handlers or compressors, chilled water coils, and other utility line(s) must be clearly marked as to its utility and direction of flow (AIR: Suction [SUCT] & Discharge [DISCH]│CHW: Supply [SPLY] & Return [RTN]│LPA: Inlet [IN] & Outlet [OUT]).
EQUIPMENT DATA SHEET (EDS): An Equipment Data Sheet (EDS) is required for each machine type and size. Vendor is to provide additional details if not in the EDS for a particular machine: (1) Electrical Power: [a] Full Load Amperage (FLA), [b] Starting Draw Amperage (SDA), [c] recommended Circuit Breaker (CB); (2) Blowers: either [a] Fan Curve (PREFERRED) or [b] Motor-Wheel Data: {i} size (Hp), {ii} revolutions (rpm – LS or HS), {iii} airflow (cfm @ External-Total Static Pressure in inches of Water Gauge); and (3) Characteristics: [a] MANUFACTURER / TYPE (Make & Model), [b] PERFORMANCE DATA {i} Capacity or Rating, {ii} Operating Pressure (minimum / maximum or range), {iii} Main Drive Motor (shaft power in Hp); [c] PHYSICAL PROPERTIES: {i} footprint (length × width) and {ii} weight (gross-shipping-wet in lbs); and [d] NOISE INTENSITY: noise level (at full speed in dB[A]). The aforementioned details is essential for developing an Electrical Distribution Plan (EDP), Temporary Chilled Water (TCHW) or Ventilation (TVENT) Drawing(s), and/or other technical products. This data may not necessarily be the exact same details as the submissions previously provided to Contracting when acting as a Bidder in order to evaluate whether the proposed machinery might be viable in meeting the Technical Requirements (TRs) of the specification. Rather, this deliverable to the Temporary Systems Design Engineer [TSDE] as a Contract requirement after Award for the exact, precise, and complete information of the actual machinery due to ARRIVE or on-site akin to As-Built vice Construction drawings.
MACHINERY QUALITY CHECKLIST (MQC): A Quality Checklist unique for each type of machine shall be developed by the Vendor; abided by in the performance of an operational check to include the functional testing of each machine prior to shipment; and completed copies demonstrating execution of the operational check shall both accompany each machine and must be electronically sent to the Temporary Systems Design-Execution Engineer [TSDE].
MACHINERY & EQUIPMENT CLIN TAGS / LABELS: Itemized (CLIN) machinery and significant equipment, such as manifolds or assemblies excluding ancillary hardware (fittings-adapters-elbows-power cables) and multiple (Group or Lot) ducting (flexible tubes & rigid ducts) and fluid / pneumatic hose, require tagging or labeling as exemplified below:
Boat No. │Alphanumeric ID │Alphanumeric ITEM │Contract Line Item No. (CLIN): SSN XX│ID: L01│ITEM: C1│CLIN: 0001
VENDOR IDENTIFICATION (ID) OF ITEMIZED & ANCILLARY EQUIPMENT: The Vendor shall uniquely tag and indelibly mark all itemized and ancillary equipment / hardware (e.g. manifolds, hose, piping, adapters, ducting, cables, etc.) so as to differentiate them from that owned by either the Shipyard or other Vendors.
E LEASE SPECIFICATION — TEMPORARY SYSTEM COMMON NOTES
FULFILMENT OF ALL TECHNICAL REQUIREMENTS (TRS) AS DETAILED IN THE TECHNICAL SPECIFICATION (TS) LEST WAIVED:
The FULFILMENT DOCTRINE states – All leased products, whether it be machinery - equipment - ancillary component associated w/ machinery - etc., must fulfill and be in compliance with all Technical Requirements (TRs) as detailed in the Technical Specification (TS) unless specifically annotated and highlighted as an exception by the Bidder and then specifically reviewed and waived as an acceptable deviation by the Temporary Systems Design Engineer [TSDE] regardless of a recent technical review of the Vendor's submittal package by the same [TSDE]. Non-compliance by the Vendor risks cancelling the Contract for Cause by the Government with the resultant extra costs being incurred by the Vendor.
EXAMPLE
Recently a Vendor submitted a manufacturer's (MFR not the lessor) Equipment Data Sheet (EDS) detailing a specific type of machine as both DIESEL-DRIVEN (MFR Standard) and ELECTRIC-DRIVEN (MFR Option). The Technical Requirement (TR) for the machine is that it shall be ELECTRIC-DRIVEN. The Vendor did not state an EXCEPTION to this particular Technical Requirement in its Submittal package. The [TSDE] reviewed the Submittal package and the Technical Evaluation (TE) stated that the Vendor's proposal appears to meet the Technical Requirements of the specification.
The Government ended up cancelling the Contract for Cause after much expense and investment by the Vendor.
FUNCTIONALITY OF MACHINERY & EQUIPMENT: The FUNCTIONALITY DOCTRINE states – All leased products, whether it be machinery - equipment - ancillary component associated w/ machinery - etc., must fully function as intended.
FIT-UP OF MACHINERY & EQUIPMENT: The FIT-UP DOCTRINE states – All leased products, whether it be machinery -equipment - ancillary component accompanying machinery - etc., must fit-up as intended when connected.
F LEASE SPECIFICATION — PROJECT LOCATION COMMENTS
SECURITY: There are two independently secure areas that commercial vehicles must gain access in order to effectuate a drydock delivery. The first is the main Base and the second is a Controlled Industrial Area (CIA) within the Base (PNSY: DD#1 / DD#2 / DD#3) or Enclave (NLON: Pier 15 / NBPL: Pier 5002). Fire Arms must be secured off-base (i.e. w/ local Police). The best method to gain access to the Base is via RAPIDGate® badge program (877.727-4342).
A Sponsor (Shipyard Federal employee) from the Project or some other Point-of-Contact (would be required if the truck driver or repair technician does not have a RAPIDGate® badge. The Project Sponsor can obtain a LOCAL VISITOR REQUEST FORM (Form PTSMH 5521/1 revised 11 OCT 2012) and not the VISITOR REQUEST FORM (revised 22 MAR 2012, which still remains on the Security website) from either the Physical Security Specialist (PNS: Jeffrey S.
Koenig, 207.438-1716│NLON: Robert S. Suplido, 860.694-1790) or the Shipyard's Security Intranet website. The vetting process could take up to several weeks after the Sponsor has submitted a Visitor Request Form After the vetting process has been completed, a one day Temporary Pass to gain access to the main Base will be available at the Main Gate Security Building upon contractor personnel proving U.S. citizenship via a U.S. Passport (can be expired), raised seal Birth Certificate, or DD Form 214. Further access into the CIA / Enclave will require continuous escort.
However, if the individual(s) has RAPIDGate® badge(s), the Project Sponsor can submit a CIA or Enclave Access Request Form to the Physical Security Specialist so that the sponsored badge(s) can be encoded. This would allow both personnel and vehicle access onto the CIA or Enclave without an escort to include the Pier as well as platforms adjacent to the Drydock. Only access to the Drydock would require an escort.
COMMERCIAL DELIVERY: Especially for the delivery (ARRIVAL / RETURN) and to include repair of machinery / equipment, coordination as to the date / time and the telephone number(s) for the trucking Dispatcher & Driver or repair technician must be done minimally one, but, not more than two workdays in advance so that escort services and/or forklift / crane resources can be scheduled. Explicitly, as the Vendor, DO NOT call the Temporary Systems Design Engineer [TSDE] nor the Assistant Temporary Systems Engineer [ATSE] to coordinate the delivery as the truck approaches the gate, or worse, have your sub-Contracted trucking Dispatcher / Driver perform that function for you in lieu of the proper advance coordination with the appropriate Party(ies). Neither the [TSDE] nor the [ATSE] are identified on the Contract to provide such support nor are they authorized to do so. Only as a last resort and as a rare occurrence, communiqué(s)with the [TSDE] / [ATSE] may be necessary and only by the Vendor POC identified in the Contract if all other communiqués have failed. Neither the trucking Dispatcher nor the Driver should be making such telephone calls to the [TSDE] / [ATSE], as is often done on a routine basis, and, especially on the approach to the gate. The Vendor is responsible for: (a) relaying to the shipping Dispatcher the appropriate contacts as provided for in the Contract; (b) confirming with the Dispatcher that the truck Driver is informed of the appropriate contacts and to NOT CALL the [TSDE] / [ATSE]; and (c) this is a measurable criterion as to the quality of the Vendor's performance vis-à-vis compliance to the requirements of the Contract.
G LEASE SPECIFICATION — CONTRACTUAL REQUIREMENTS

It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to each shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. The Government can provide forklift services of machinery to / from the Vendor’s transport during work hours (NLON / NBPL: 6A – 3:30P). Documentation [B/L] shall accompany each delivery.
Machines shall be functionally tested to include performance of the Quality Checklist prior to its delivery.
3. LITERATURE: Although the Bidder shall make known any variances to the Technical Specifications, synopsized literature describing the proposed machinery, i.e. Equipment Data Sheet (EDS), shall be submitted with the bid to Contracting for probable review by the Technical Liaison as to whether the proposal conforms to the requirement.
4. PROPOSAL: As a standard format for comparing potential Vendors, the Contractor shall quote the weekly lease rate for each ITEM type and capacity based on a minimum lease duration of twelve (12) consecutive weeks or as scheduled in the RFP, whichever is less, with the option to extend thereafter. Due consideration for transport fees may be accorded by the Contracting Office to the Vendor if the actual rental period is less than the minimum or scheduled lease duration. The cost of start-up, initial operation, and training shall be included as part of the lease. Daily extensions for each ITEM with its associated ancillary hardware shall be billed at no greater than one-seventh of the stated recurring weekly lease rate. Price comparison is based on the Government's expected lease duration to include anticipated EXTENSIONS and to obtain a similar affect albeit Vendor differences.
5. REPAIR: The Vendor shall formally (i.e. written, E-mail is sufficient) inform the following Points-of-Contact (POCs):
(a) CONTRACT Office and/or SHIPYARD Administrator / COR if above $150K, for documentation purposes and then
(b) PROJECT to coordinate its transport (DELIVERY / RETURN) and/or TECHNICAL / EXECUTION for support. Refer to the Project's SHIPYARD CONTACT LIST in the Contract's Schedule for the POC Names and Telephone Numbers. The Contractor shall display on each machine the name(s) and telephone number(s) for requesting repair. Machinery will be operating around-the-clock under a rigorous deployed off-site performance schedule. Within twelve
(12) hours (half-day) of initial notification of the need for repair, the Vendor shall have an equipped and knowledgeable technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within twenty-four (24) hours (one day) of initial notification or, if the unit(s) cannot be made operational, replaced within forty-eight (48) hours (two days) of initial notification. If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement.
After three days, the Government will no longer pay for the lease of the defective unit, nor accordingly, shall the Vendor bill until such time as the unit has been repaired / replaced. After one week or more, the Contracting Office may impose a Penalty in which the charge is equal to the Vendor's own lease rate on the Bid.
6. RETURN: The Government will dismantle the equipment and provide a temporary storage location convenient for Contractor pick-up. The Government will notify the Contractor as well as the Contracting Office as to when the rental Item has been released and is available for pick-up. The last day of the rental period shall be the next normal workday after the Contractor has been so notified. The Contractor shall be responsible for shipping. The Government can provide forklift services during work hours for placing the equipment onto the vendor’s transport.
7. SERVICE: Except for daily surveillance checks i.e. liquid levels, the Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease. Coordinate maintenance w/ Execution POC particularly shut-downs.
8. START-UP: If requested by the Project, the Vendor shall: (i) start and run the equipment to verify its operability;
(ii) confirm that a set of operating instructions was previously delivered; and/or (iii) instruct designated Shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, & service contacts.
H LEASE SPECIFICATION — GENERIC REQUIREMENTS
1. CONSTRUCTION: Except as noted for a particular machine type, units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed from inclement (NBPL) to extremely harsh (PNSY & NLON) weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–14 to +110°F & 0 to 100% RH). Machines shall meet State and federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components and the American Society of Mechanical Engineers (ASME) for pressurized vessels / components. For emission producing machinery as required by the State, the Contractor shall obtain permits for the duration of the lease and affix them onto the units. Machines shall be modular in design so as to act as a stand-alone unit; compact so as to fit in the tight confines of a drydock; portable so as to be transported by forklift and then lifted by crane; and ruggedly constructed so as to endure a marine industrial environment. Multiple machines of the same type and capacity shall be of similar design and construction. The FUNCTIONALITY DOCTRINE applies in that all leased ITEMs and their associated accessories must work as intended.
Machines shall either be fabricated or completely refurbished and factory tested within twelve (12) years.
2. DOCUMENTATION: Documentation will be located within a water proof case affixed to each machine. Minimally, the documentation shall consist of: (i) Technical Instructions (TIs) such as an Operations & Maintenance Manual, Controls Manual, and/or Electrical Manual with Schematics; (ii) instructions and a diagram on Lifting & Handling the equipment with its padeye(s) Certification; (iii) government Contract Number to include the cover sheet to the rental Contract; (iv) an Equipment Data Sheet (EDS), preferably on a single sheet of paper (can be double-sided), of the quintessential aspects of the rental machine to include a fan curve for machines with built-in air-handlers; (v) simple Operating Instructions, if not in the TIs; (vi) points of contact with telephone numbers for requesting emergency repair regardless of the time or type of day; and (vii) a copy of the Quality Checklist.
3. ELECTRICAL: Electrical components shall conform to a NEMA standard (NEMA 3 or 4) that allows for unsheltered outdoor use of the unit. Unless by exception, each machine shall require only one type/source of electrical power of either 115 VAC5% / single-phase / 60 hertz or 460 VAC5% / three-phase / 60 hertz. The type of electrical power required (voltage & amperage) must be clearly indicated on the outside of the equipment, readily detected, and collocated with all other electrical information. If not included in the synopsized EDS, the Vendor shall provide the Project Technical Liaison with the following details: (i) electrical power type (amperage & voltage);
(ii) type of electrical connectors (for 3Φ, specify whether or not equivalent to Duraline E1016); (iii) breaker type/size or recommended capacity for the electrical source; and (iv) whether the machine is furnished with over-current protection. Three phase powered (i.e. 460V) machines shall have panel-mounted male camlock connectors equivalent to a single Duraline E1016 for each phase if ≤285A (preferred, permits 2/0 cable) or ≤385A (minimum, but restricted to 4/0 cable) or below and equivalent multiple connectors for greater amperages.
4. LIFTING & HANDLING: Unless exempted in advance, machines shall be firmly attached to a single rigid metal (steel if ≥3K#) caged frame (base boxed w/ four vertical corner posts and four horizontal perimeter beams at top) with both multiple slots for forklift handling and preferably, welded lifting padeye(s), which would result in and permit for safe single point lift operation using an overhead crane without special lifting or handling gear. To minimize a rigging delay or postponement, lifting points other than the preferred welded lifting padeye(s) (e.g. holes drilled thru structural members or bolted padeyes / eyelets) will require an advance design review - consultation -analysis by the Shipyard's Rigging Engineer (Code 713). The design safety factor for each lifting padeye or point shall be at least five (5) times the load based on ultimate strength. For equipment with two (2) or three (3) padeyes / points evenly spaced, the machine’s weight can be considered equally distributed. For equipment with four (4) padeyes / points, the loading shall be as if each lift point would support half of the machine’s weight. The strongest preference is for multiple padeyes to be aligned in the plane of the lift (i.e. padeyes point towards the center) and to be located above the machine’s Center of Gravity (CG). If the lift points are located below the CG, then the machine’s CG shall be accurately indicated as to both its elevation and position. The Contractor shall provide certification that each lift point meets the criteria described above by design (5 to 1 ultimate strength & 3 to 1 minimum yield) or by load test (2 to 1 w/ no yield). Such certification to include the Lifting Schematic along with any other lifting data shall be included with the documentation attached to the machine. Refer to L&H NOTES.
NOTICE: The precise weight of each machine to include its caged frame shall be prominently displayed.
5. NOISE: When operating at full speed, noise level must not be over 105 dB[A] (presumes hearing protection of 20 dB[A]) and preferably, less than 85 dB[A] (hearing protection threshold) at six feet from the unit or frame unless a quieter noise level is specified. A hearing protection safety placard shall be posted on each machine generating 85 dB[A] or more at the unit's edge or frame. To equate noise level on acoustically reflective (hard) surface (site), noise intensity (energy) is cut by a quarter, i.e. reduced by 6 dB[A], as distance is doubled. Hence, a noise rating of 91 dB[A] at 3 feet and conversely, a noise level of 79 dB[A] at 12 feet are both equivalent to 85 dB[A] at 6 feet.
6. PROHIBITION: For nuclear shipyards with radiological controls, the colors yellow or magenta on either machinery or associated equipment are strictly prohibited.
File details come from the government source that posted it. Updated .
