STATEMENT OF WORK
FOR
DIVERSITY SEMINAR SERIES
FOR UNITED STATES AIR FORCE BAND
JOINT BASE ANACOSTIA-BOLLING, WASHINGTON, DC
SECTION I
1.0 GENERAL
1.1 Introduction. This is a non-personnel services contract to provide Diversity and Inclusion training.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2 Description of Services. The United States Air Force Band’s Office of Diversity and Inclusion constructs initiatives to cultivate a workplace environment of Diversity, Inclusion, Equity and Belonging (DEIB). Additionally, it audits processes and practices to ensure that the unit is equitable representing and reaching public audiences.
1.3 Scope. The Contractor will develop and administer a comprehensive training program focused on areas of Diversity, Equity, Inclusion, and Belonging (DEIB) as it relates to the musical mission of The United States Air Force Band.
1.4 Background. In order to attract and retain the most highly qualified and diverse musicians in The United States Air Force Band, our unit needs to ensure that our workplace and members promote a culture of inclusivity and belonging. Developing our unit’s culture of inclusivity will ensure our priorities align with those of our senior USAF leaders to increase diversity and retention in our ranks and enhance mission effectiveness. The makeup of enlisted members of the band is vastly different from the rest of the Air Force, as most members enter our enlisted ranks fully trained, already possessing advanced college degrees. While there are resources available to us from the USAF, there is a need for highly specific training that accounts for our experiences and backgrounds as music professionals, and takes into account challenges that the rest of the music industry is also facing.
1.5 Qualifications. Contractor must show evidence of the following:
1.5.1 Successful development and implementation and execution of a comprehensive DEIB training program catered to a professional arts organization through initial research and information collection.
1.5.2 The contractor must have experience administering and facilitating an arts-specific DEIB related training program for musicians and groups exceeding 50 participants.
1.5.3. Provide a detailed explanation of qualifications, as related to tasks (Section 2) and exhibit awareness of the unique challenges in the music industry as they are paramount to constructing a comprehensive targeted program for The United States Air Force Band members.
1.5.4 Contractor must also show extensive work and experience working in areas relating to DEIB in the arts.
SECTION II
2.0 TASK DESCRIPTIONS
2.1 Research and Collection. The Contractor will develop a method of research and information collection to determine specific content needs for The USAF Band regarding Diversity, Inclusion, Equity, and Belonging. This information will be used to create a series of targeted Diversity Masterclass trainings. It is critical that that this training program be directly catered to The USAF Band’s specific needs, therefore a comprehensive information collection process and evaluation of results must be completed by the contractor and must provide a report of findings to the USAF Band.
2.2 Small Group Training. The Contractor will develop a Masterclass Training Program (4 session minimum) with the majority of sessions targeted towards a smaller group of approximately 30 individuals, to include members of the The USAF Band Office of Diversity and Inclusion, all Chief Master Sergeants and Commissioned Officers in The United States Air Force Band. The content of this program and training sessions should be a direct result of information collected (Section 2.1). All training must be within the context of specific challenges present in arts and music, both internally through creating a more inclusive workspace and externally by how we reach and effectively communicate with the most diverse audiences. All trainings and coordination will take place online via Zoom.
2.3 Large Group Training. The Contractor will develop and facilitate at least one Diversity Masterclass to be provided to all 170+ members of The USAF Band. This course could serve as a culmination of the findings and trainings with smaller 30 person group, or be on a specific relevant topic, as long as its content is supported by findings conducted as described in Section 2.1. This course could be broken up and facilitated separately to smaller groups, as long as all 170+ musicians receive the same training.
2.4 The Contractor will also create and facilitate team engagement in between training sessions. This could be in the form of check-ins, small group assignments, and projects. These team engagement activities are to continue working on DEIB goals. Anything the Contractor suggests to make this training program more comprehensive should be clearly described.
SECTION III
3.0 DELIVERABLES
The Contractor shall provide deliverable(s) in a format mutually agreed upon by the Government and the Contractor.
The following enumerated deliverables are not expected to change. Due Date intervals are not expected to change but actual dates may need to be revised depending on actual contract start date.

SECTION IV
4.0 GENERAL INFORMATION
4.1 Quality Control.
4.1.1 Quality Assurance. The Government shall rely on the Contractors’ existing quality assurance system as the method to ensure that the requirements of the contract and performance thresholds are met;
however, the Government reserves the right to monitor and evaluate the quality of services provided and compliance with the contract terms and conditions at any time.
4.1.2 Quality Control Plan (QCP). The Contractor shall develop and maintain an effective quality control program to ensure services are performed IAW this PWS, applicable laws and regulations, and best commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services (A service output that does not meet the standard of performance specified in the contract for that service) with special emphasis placed on those services listed in this PWS. The Contractor’s quality control program is the means by which it assures itself that the work complies with the requirement of the contract.
4.2 The Contractor shall comply with DoD 5400.07, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding material.
4.3 Privacy Act. Work on this contract may require that personnel have access to information protected by the Privacy Act. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations when handling such information.
4.4 Records. All records created and received by the Contractor in the performance of this contract shall be maintained and readily accessible. Records shall remain the property of the Government.
4.5 Safety Concerns. The Contractor is solely responsible for compliance with OSHA standards for the protection of their employees. The Government is not responsible for ensuring that Contractors comply with “personal” safety requirements that do not present the potential to damage Government resources.
4.6 Project Policy. The Contractor shall comply with all industry standards. All work shall be done in accordance with all federal, local, and state laws and regulations.
4.7 Inherently Governmental Functions. The Contractor shall not perform inherently governmental functions as defined in the Federal Acquisition Regulation (FAR) Subpart 7.5 in relation to this PWS.
4.8 Ethics. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD 5500.7-R, Joint Ethics Regulation.
