STATEMENT OF WORK
for
CONFLICT MANAGEMENT CERTIFICATION COURSES
INTRODUCTION
The purpose of this Statement of Work (SOW) is to obtain certification courses for the Federal Mediation and Conciliation Service’s (FMCS) Conflict Management Professional Program (CMPP). FMCS intends to award a single purchase order for the requirements under this SOW. The selected awardee shall provide high quality, interactive, and professional courses that allow FMCS employees to be certified to teach the material to other FMCS employees.
BACKGROUND
FMCS is a small, independent federal agency established in 1947 to promote collective bargaining, to provide workplace dispute resolution and training programs, and to ensure sound and stable labor-management relationships. FMCS employs a small cadre of experienced labor negotiators and dispute resolution experts to mediate workplace disputes and provide relationship development training. FMCS also provides a critical service to the labor-management community by maintaining a roster of highly qualified, independent labor arbitrators, who the parties may jointly select from lists provided by FMCS to arbitrate their contractual disputes.
Currently, FMCS is creating one of the most important mediator development initiatives in its history. FMCS mediators have long focused on transactional disputes (strikes, grievances, EEO and employment disputes). However, increasingly conflict management practitioners are being asked to provide more systemic, full-spectrum-oriented services. Clients now regularly ask us “How can you help us change our workplace?” This requires our workforce to draw on a much broader skillset. Our mediators now must be equipped to provide services that in the past they were not asked, or adequately equipped, to provide. FMCS must adapt, as have many independent practitioners, to these demands. This includes being able to effectively work with, and leaders and leadership teams, master the complexities of change management and its relationship to culture change.
OBJECTIVE
FMCS is seeking to certify 15 mediators in areas of crucial conversations, crucial accountability, and being an influencer so that they can teach the concepts and skills to the remaining FMCS mediators, and potentially other FMCS employees.
SCOPE OF WORK
1. Provide training and certification of 15 FMCS mediators in the topic of crucial conversations.
This training should allow for full certification so that the mediators can, in turn, train other FMCS employees in the specified topic area.

PERIOD OF PERFORMANCE
The period of performance for this purchase order will be twelve (12) months with one (1) 12-month Option period. It is expected that the six (6) training classes take place in the initial 12-month period and the Option period be used to order materials for certified FMCS mediators to train other FMCS employees.
PLACE OF PERFORMANCE
It is FMCS’s preference that the trainings be taught virtually.
