About this file
This document contains questions and answers related to a solicitation from the Federal Mediation and Conciliation Service seeking conflict management certification courses. The FMCS intends to award a firm fixed price purchase order to provide training to certify 15 mediators in crucial conversations, crucial accountability, and being an influencer skills so that they can then train the remaining FMCS mediators, and potentially other employees, with 30 employees to be certified in each of the three topic areas. The training is to be provided virtually by a live instructor utilizing tools such as videos, PowerPoint presentations, and class exercises. While an existing learning management system will not be used, the FMCS prefers the trainings be taught live rather than through a software package.

QUESTIONS AND ANSWERS
1. What learning management system, if any, is in use?
FMCS does not intend on incorporating this training into its existing learning management system. As indicated in the SOW, 30 employees should be certified in each of the three topics and 15 mediators should be trained and certified in a train-the-trainer manner such that they can train the remaining FMCS employees.
2. Will you accept SCORM packages or do you prefer a different delivery format?
FMCS’s preference is that trainings be taught virtually by a live instructor. FMCS is not seeking to install a software package of any kind for the trainings.
3. Do you require hybrid yet online instruction which would consist of an online presentation with a live instructor via video conferencing?
As stated above, it is FMCS’s preference to have all trainings taught virtually by a live instructor. However, FMCS also encourages tools such as videos, PowerPoint presentations, and class exercises to be used in addition to the live instruction to make the training as effective and interactive as possible.
