STATEMENT OF WORK

Development of a nationwide list/directory of qualified appraisers for livestock and poultry appraisal mailto:charlotte.ham@usda.gov https://www.ipp.gov/ https://www.ipp.gov/vendors/enrollment-vendors.htm https://www.ipp.gov/vendors/enrollment-vendors.htm

A. Background Information

USDA APHIS Veterinary Services (VS) is in the process of revising its approach to valuing livestock and poultry for purposes of indemnity as part of VS animal health programs. This process includes developing standards for independent third-party appraisals. These standards include who can be considered qualified to conduct such appraisals.

This is a statement of work to expand on a previously-created nationwide list/directory of qualified appraisers. The existing list was created and vetted by an American Society of Farm Managers and Rural Appraisers (ASFMRA) member by polling ASFMRA members, members of other agricultural organizations, as well as other members of the Appraisal Foundation, of which ASFMRA is a sponsoring organization. Candidates for inclusion in the list/directory of qualified appraisers were interviewed and screened by the ASFMRA member.

B. Scope of Services

The deliverable product will be an expanded nationwide list/directory of qualified appraisers for livestock and poultry appraisal. The list will include contact information and state of residence of the qualified appraisers as well as species and states serviced by the appraiser. The deliverable will be provided as an .xlsx and .pdf file. Ongoing maintenance of the list is not included in this proposal.

This work needs to be done in close contact and cooperation with ASFMRA for the following reasons.

On June 25th, 2020, APHIS Veterinary Services contacted the Appraisal Foundation in Washington, DC to identify individuals that could assist the agency with livestock and poultry appraisal standards as well as with identifying qualified, independent, private individuals on a national level who could conduct such livestock and poultry appraisals.

The Appraisal Standards Board of the Appraisal Foundation is responsible for the development of the Uniform Standards of Professional Appraisal Practice (USPAP) that were first adopted by the U.S.

Congress in 1989. In addition, the Appraisal Qualification Board of the Appraisal Foundation has established voluntary Personal Property Appraiser Qualification Criteria.

The Appraisal Foundation identified ASFMRA as the most appropriate of their sponsoring organizations to deal specifically with livestock and poultry appraisal rather than general, non-farm and non-rural real estate and property appraisals. Livestock and poultry appraisal is a specialized field.

C. Period of Performance The services specified in the Purchase Order will begin at the time of the awarding of the Purchase Order and be completed by May 31st, 2023.

D. Tasks and Requirements The following tasks will be performed to complete the contractual requirements:

• Identify and poll all ASFMRA members (accredited and non-accredited), other than those who have already been polled for the previous contract, across all 50 states to determine qualified livestock and poultry appraisers. This task will involve email and phone correspondence with multiple state chapters and the national association.

• Identify and poll the main livestock and poultry agricultural associations and organizations to determine additional qualified livestock and poultry appraisers by species. A sample list of livestock associations includes but is not limited to: North American Deer Farmers Association, National Livestock Producers Association, Livestock Exporters Association, American Dairy Goat Association.

• Identify and poll livestock and poultry breed associations and organizations to determine additional qualified livestock and poultry appraisers by species. A sample list of livestock and poultry associations includes but is not limited to: American Angus Association, American Emu Association, National Bison Association, American Poultry Association, National Wild Turkey Federation.

• Identify and poll other members of the Appraisal Foundation, of which ASFMRA is a sponsoring organization, for additional members who have met the Appraisal Foundation’s Personal Property Appraiser Qualification Criteria or similar certification.

• Research and verify potential appraisers’ certifications and licenses within each state of operation and identify their business structure.

• Generate a written list, including contact information, of qualified appraisers, beyond those identified through the previous contract, by state of residence and service area and species who would be potentially available to conduct appraisals of livestock and poultry. Contact information to include mailing address, physical address (if PO Box is used as mailing address), city of operation, state of operation, telephone numbers (office and or cell), and valid email address. Qualifications will be differentiated by designations or qualified experience.

E. Place of Performance The requested services can be performed remotely.

F. Deliverables

The deliverables are due May 31st, 2023 and can be delivered by email to Charlotte Ham, Agricultural Economist, USDA APHIS VS S&P CEAH, Charlotte.Ham@usda.gov.

The deliverable product will be an expanded nationwide list/directory of qualified appraisers for livestock and poultry appraisal, as described above.
