Statement of Work PMIS Project: 243562

Acadian Cultural Center

Replace Hot Water Pumps, Line Starters, Pressure

Regulating Valves and Backflow Preventers

1.0 GENERAL

The Acadian Cultural Center (ACC), part of the Jean Lafitte National Historical Park and Preserve, mission is to interpret the cultural and natural history of the region and to make that history accessible to the local community. Several HVAC related equipment components are in need of replacement at this location.

2.0 SCOPE

The intent of this contract is to install two (2) each hot water pumps (government furnished).

Install two (2) each (government furnished) line starters to include connecting to existing DDCs.

Install three (3) each new pressure regulating valves and associated pressure relief valves. Install two (2) each new backflow preventers on the HVAC water systems. Install (1) each (government furnished) domestic hot water pump. Replace with new (6) each differential pressure switches on chilled water, cooling tower and hot water pump systems, to include connecting to associated existing DDCs. Replace (1) each hot water control valve on AHU-3 with new. Install new VFD controllers to operate all six (6) water circulating pumps, to include programming for proper operation. Rebuild and perform realignment on four (4) each water pumps, to include replacing existing couplings with half-hubs. Grout water pumps to housekeeping pads. Place insulation on all new piping.

3.0 REQUIREMENTS

1. The Contractor shall furnish all supervision, labor, equipment, supplies and materials to accomplish the work of this contract.

2. All contracted work shall comply with all applicable Federal, State and Local safety codes, standards and requirements in the performance of this contract.

3. All work conducted in association with this contract shall meet or exceed industry standards with regards to the use and selection of materials and the methods utilized to accomplish each task.

4. The contractor shall follow all Park policies, procedures and guidance regarding performing work activities on federal lands.

5. The contractor shall obtain any necessary permits for the contracted work that is to be performed.

6. The contractor shall ensure that all electrical power work is conducted by a state licensed electrician.

7. Upon contract award, the contractor shall provide the COR with a proposed schedule for approval that includes dates and times to conduct the work of this contract.

8. The contractor shall warrant workmanship and materials installed for a minimum of one (1) year after the date of final work acceptance.

9. The contractor shall properly dispose of all materials removed for replacement under the work of this contract.

4.0 WORK TO BE PERFORMED

1. The contractor shall install two (2) each Taco model number FI1509 hot water pumps with motors. (government furnished).

2. The contractor shall install two (2) each (government furnished) TAS line starters to include connecting to existing DDCs.

3. The contractor shall install three (3) each new pressure regulating valves and associated pressure relief valves. One (1) on condenser water system, (1) on hot water system, (1) on chill water system. All pressure regulating valves can not exceed 20 PSI. Installation of valves are piped to the existing drains.

4. The contractor shall install a total of three (3) each new strainers, three (3) by-pass lines, nine (9) isolation valves, and six (6) liquid-filled pressure gauges on the make-up water lines.

5. The contractor shall install two (2) each new backflow preventers on the HVAC water systems. One (1) each installed on make-up water line leading to the hot water system.

One (1) each installed on make-up water line leading to chill water / condenser water system.

6. The contractor shall install (1) each (government furnished) domestic hot water pump. The domestic hot water pump is a TACO model number 0013-F3-1.

7. The contractor shall replace with new (6) each differential pressure switches on chilled water, cooling tower and hot water pump systems, to include connecting to associated existing DDCs.

8. The contractor shall replace (1) each hot water control valve on AHU-3 with new and reconnect with existing DDC.

9. The contractor shall install new VFD controllers to operate all six (6) water circulating pumps, to include programming for proper operation.

10. The contractor shall rebuild and perform realignment on two (2) each chill water pumps, Armstrong model 4030, flow-rate 140 GPM, 60 feet of head, 5 HP. Two (2) each condenser water pumps, Armstrong model 4030 flow-rate 180 GPM, 30 feet of head, 5 HP. The contractor will also include replacing existing couplings with half-hub couplings.

Rebuild shall be in accordance with manufacturer’s recommendations. Building HVAC system must remain in operation during the rebuild process.

11. Contractor shall professionally test and balance all newly installed HVAC water systems equipment by certified technicians. A complete testing and balancing report shall be provided to the government.

12. The contractor shall grout water pumps to housekeeping pads in compliance with ASTM C1107/C1107M, factory-mixed and -packaged, dry, hydraulic-cement, non-shrink and nonmetallic grout, suitable for interior and exterior applications. Properties: Non-staining, noncorrosive, and nongaseous. Mix: 5000-psi, 28-day compressive strength.

13. The contractor shall place proper insulation on all newly installed piping and heads of pumps.

5.0 GOVERNMENT FURNISHED EQUIPMENT

1. Two (2) each TACO model number FI1509, 208v, 3-phase, 3-hp, open drip-proof, water pumps with motors.

2. Two (2) each TAS model number TAS1-18/J-G13-18 smart-start line starters.

3. One (1) each TACO model number 0013-F3-1 domestic hot water pump.

6.0 LOCATION OF WORK AND HOURS

Below is the physical address of the park unit location where work shall be performed under this contract.

Available Working Hours: Monday-Friday, 09:00 a.m. – 3:30 p.m.

A proposed work schedule shall be developed by the contractor and approved by the Contracting Officer's Representative (COR) prior to work being performed. No work shall be performed during observed Federal Holidays or Mardi Gras.

The ten (10) Federal Holidays observed are:

New Year’s Day - January 1st Martin Luther King's Birthday - 3rd Monday in January Presidents Day - 3rd Monday in February Memorial Day - Last Monday in May Independence Day - July 4th Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veterans Day - November 11th Thanksgiving Day - 4th Thursday in November Christmas Day - December 25th

7.0 SAFETY REQUIREMENTS

1. The contractor shall enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.

2. The contractor and their employees shall comply with all Occupational Safety and Health Administration (OSHA) standards at all times.

3. The Contractor shall ensure that all reasonable precautions are taken to protect the public, government and contractor employees in the areas where work is being performed.

4. The Contractor shall immediately report to the COR any potential hazards found by his employees on the project.

5. The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public during times the Contractor is on the project performing work under this contract

6. The Contractor shall use Job Hazard Analyses (JHA’s) as one of many tools to insure the safe performance of work. Prior to the contractor performing work, the contractor shall prepare a JHA for approval by the COR for each major work task of this contract.

7. Prior to performing work, the Contractor shall conduct a safety meeting and review the approved JHA with those employees who shall be performing the work. The Government may request advanced notification of the time and date of the safety meeting for Contractor employees, so that the COR may attend. A copy of the approved JHA’s shall be available at all times to workers on the job site.

8.0 ACCIDENT REPORTING

1. All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately. Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form CM-22).

2. If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor shall repair the damage or replace the property at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which shall be deducted from the contract payment.

9.0 PHYSICAL SECURITY

1. The contractor shall cooperate with Government personnel in safeguarding Government facilities and property.

2. The contractor shall help to secure all doors or gates given access to after the completion of contracted work activities.

3. The contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, or any other damage that is discovered. Reports shall be made no later than within 24-hours after discovery. Notification must be made via telephone or in person and followed-up in writing.

10.0 ENVIRONMENTAL PROGRAM

1. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection.

2. The Contractor shall conduct all contracted activities in a manner to prevent contamination of Government land and property.

3. The Contractor shall ensure all lubricants, petroleum products, cleaning materials, or any other hazardous substances are not spilled, leaked or disposed of on Government property.

4. The contractor shall dispose of all hazardous substance in accordance with environmental regulations.

5. If spills or contamination occur, the Contractor shall be responsible for cleanup and any associated costs in accordance with Federal, State and Local Law. Such spills shall be reported to the COR immediately.

6. The Contractor shall identify all hazardous waste associated with conducting required work activities and properly label, handle, and dispose of such waste in accordance with applicable regulations.

7. The Contractor shall address hazardous materials and hazardous waste on a Job Hazard Analysis form prior to commencing work contained within this contract.

11.0 IDENTIFICATION OF CONTRACTOR EMPLOYEES

The contractor shall furnish their employees that are performing work under this contract with a uniform shirt and outer garments that include the company's name as identification.

Contractor employees shall wear company identifying clothing at all times when performing work under this contract. Any subcontracted work shall follow the same guidelines, whereby the subcontracted company's employees shall also have company identifiable clothing worn at all times while performing work on NPS property.

12.0 CONDUCT OF CONTRACTOR EMPLOYEES

1. All contractor employees and subcontractors performing work under this contract shall conduct themselves in a professional and safe manner at all times.

2. Continued or egregious unprofessional or unsafe behavior shall be grounds for the permanent removal of the individual from performing work under this contract, as determined by the COR.

3. The CO or the COR may require the Contractor to immediately remove from the work site any employee or subcontractor who is incompetent, endangers persons or property, or whose physical or mental condition would impair their ability to satisfactorily perform the work. Notification to the Contractor shall be promptly made in writing if time and circumstances permit. Otherwise, notification shall be verbal and confirmed in writing as soon as possible.

4. All criminal activity or conduct unbecoming resulting in the dismissal of an employee by the contractor shall be reported to the COR.

5. No such removals of contractor employees as described above shall reduce the contractor's obligation to perform any of the work required under this contract.

6. Contractor personnel shall not smoke inside government buildings, or within 50 feet from an entrance to government buildings. The use of e-cigarettes is also included in this restriction.
