Responses to Questions for RFP 140P5522R0001

1. We request permission to make another site visit so we can show our electrical sub the project. Please advise.

ANSWER: There will not be a 2nd formal site visit for this project.

2. We also respectfully request an extension the bid date of at least 3 to 5 days. Please advise.

ANSWER: Offer due date is extended to March 24, 2022. Ensure to acknowledge amendment 001 and 002 with proposal.

3. Please provide the “ AS Built” Drawings” for the original construction project.

ANSWER: See Attachment 002a – Revised drawings

4. Will the Park Service allow one qualified site manager (3 hats) Safety, QC and

Superintendent?

ANSWER: Yes, one Qualified project manager is acceptable.

5. For Section II - Past Performance, will the Park Service allow CPAR Evaluations to be submitted instead of Questionnaire forms provided in solicitation? During COVID we have found it difficult to contact some of our previous clients to have them complete questionnaires.

ANSWER: CPAR Evaluations do not need to be submitted as those will automatically be reviewed with each offer. Recent and relevant past performance is required from references.

6. M101 general note 1 indicates to perform full hydronic testing and balancing for chilled, condenser, hot (assumed heating) and domestic hot water systems upon completion of piping work. However, the scope of work document section 4.0 Note 11 indicates to test and balance all newly installed HVAC water systems equipment. Please clarify. NOTE: The chilled and heating water systems are shown diagrammatically on M601 but neither the

AHUs nor the cooling tower locations are shown on the floor plans. The domestic hot water system is not represented on any of the drawings.

7. If the contractor is test and balance all the systems as indicated on the drawings, how are the contractors to bid testing and balancing for systems that are not included in the drawings?

ANSWER: See Attachment 001 – Statement of Work. Newly installed equipment shall be tested and balanced.

8. What are the requirements for “a complete T&B report” indicated in the scope of work document section 4.0 note 11?

ANSWER: See Attachment A--Appendix 1 - Test and Balancing

9. What insulation thickness is required for new pipe on each of the piping systems in the scope of work?

ANSWER: See Attachment 002a – Revised Drawings General notes (3) M101

10. The scope of work document section 4.0 Note 1., indicates to install (2) hot water pumps, Taco model FI1509. Where are these pumps located on the drawings? This model number does not match any pump listed in the pump schedule on M501 and the drawings only show to install one heating water pump which is provided by the owner (in addition to rebuilding other pumps).

ANSWER: See Statement of Work, Section 5, pg 3. These items are government furnished and will be provided to contractor upon award to be installed.

11. Scope of work document section 4.0 note 2: these TAS line starters are not shown on the drawings. Please provide their locations.

ANSWER: See Mechanical Plans M101 and M501-Revised Drawings-Attachment

12. Section 2.0 in the scope of work document indicates to install three new pressure regulating valves. Section 4.0 note 3 indicates these new PRVs are for the condenser, hot and chilled water systems. However, the drawings only indicate to install one at the makeup water for the heating water system and indicate the condenser and chilled water system PRVs are to remain existing. Please clarify.

13. This also affects the quantities of items listed in the scope of work document section 4.0, note

4. The quantities listed in this note also appear to conflict with detail 9/M501. If only one

PRV and RPZ is required, please clarify only the following is required: (1) strainer, (4) isolation valves and (1) pressure gauge on the makeup water line per detail 9/M501.

ANSWER: See Mechanical Plans M601 PRVs=3 EACH RPZs= 2 EACH-Revised

14. 1/M101 note 8 indicates to remove a PRV & RPZ at one location but 2/M101 note 7 indicates the new PRV and RPZ at a different location. Please clarify note 7 on 2/M101 should be the same location at note 8 on 1/M101.

15. Scope of work section 4.0, note 3 indicates PRVs are not to exceed 20 PSI. Please provide the upstream water pressure for the pressure reducing valve.

ANSWER: 15 PSI

16. Scope of work section 2.0 and 4.0, note 4 indicates to install “pressure relief valves with new pressure regulating valves”. Pressure relief valves are not shown on the drawings, particularly detail 9/M501. Please clarify.

ANSWER: Yes, the pressure relief valves was missed please add (3) pressure relief valves (1) each for the Chilled water, Condenser water and Hot water system. 20

17. The scope of work document, note 5 indicates to install two backflow preventers in the makeup water for the hot water system and chilled/condenser water systems. However, the drawings indicate the backflow preventer (RPZA) for the chilled & condenser water systems shall remain existing. Please clarify.

18. Scope of work document section 4.0 note 6 indicates to install a government funded domestic hot water pump. The model number provided matches the model number for pump CP-7 in the pump schedule on drawing M501. According 1/M101 note 4, CP-7 is the domestic hot water return (recirculating) pump and is to remain existing. Other drawing notes only have the contractor reconnecting existing pipe to this existing pump where the pipe became disconnected. Please clarify.

19. Scope of work document section 4.0 note 7 indicates 6 differential pressure switches are to be replaced. Note 5 on drawing M601 indicates to verify operation of differential pressure switches and is only pointing to five differential pressure switches on 1/M601. Please clarify the quantity and if these differential pressure switches are to be replaced.

ANSWER: Quantity Six (6) replace all

20. Scope of work document section 4.0 note 8 indicates to replace the hot water control valve on AHU-3. Note 8 on drawing M601 indicates to verify this valve is in working order. Please clarify. Please provide size, type, connection sizes, etc. for this control valve if it should be replaced.

21. Scope of work document section 4.0 note 9 indicates to provide (6) new VFD controllers to operate six pumps. Note 7 on 1/M101 & pictures/notes on M501 indicate VFDs are existing to remain. Please clarify.

ANSWER: This has been removed from the Scope of work. See REVISED Scope of

Work – Attachment 001a

22. 3/M601 indicates what appears to be new control pints for pumps. If the VFDs are to remain existing, are these points existing at the BAS?

ANSWER: This has been removed from the Scope of work. See REVISED Scope of

23. Scope of document section 4.0 note 12 and note 6 on 2/M101 indicate to grout pumps to housekeeping pads. This is normally done when installing pumps. Are the contractors to disconnect the existing pumps, remove the pumps, place a bed of grout and then reinstall the pumps?

ANSWER: After alignment is correct, tighten foundation bolts evenly but not too firmly. Completely fill baseplate with nonshrink, nonmetallic grout while metal blocks and shims or wedges are in place. After grout has cured, fully tighten foundation bolts.

24. According to the photos on the drawing M501, the existing pumps are bolted to the housekeeping pads. Are the existing bolts long enough to account for the thickness of grout required or are new, longer bolts required?

ANSWER: New, longer bolts are required.

25. the pump motor RPM. This would indicate the system operates as constant flow and not variable flow. An analog input from a differential pressure controller would be required to operate the system as variable. Please confirm. This would relate to the testing and balancing requirements for the systems. The only analog input for the BAS listed on the Input/Output summary on drawing M501 is

26. The Inputs/Outputs Summary on drawing M501 indicate to provide motor RPM for domestic hot water recirculating pump CP-7. However, this is a small pump and likely 120V/1PH without a VFD. How does the BAS receive motor RPM for this pump?

ANSWER: Descope pump motor RPM for domestic hot water recirculating pump

27. Note 4 on 2/M101 indicates to reconnect pump CP-7 to existing disconnect switch. How is the BAS to provide start/stop, enable/disable, & status for this pump as indicated on the

Inputs/Outputs Summary on drawing M501 if the pump does not have a VFD that communicates with the BAS?

ANSWER: CP-7 was previously connected to the BAS and only requires reconnecting.

28. On owner furnished pumps, will the owner also provide any controls, sensors, etc. required for connection to BAS?

ANSWER: All pumps were previously connected to the BAS and only requires reconnecting.

29. Is the owner furnished pump a replacement in kind to the pump that was existing? Meaning, will the pipe align with the inlet/outlet connections on the pump, will the existing ancho bolts align with ancho bolt locations on the pump frame, etc.?

ANSWER: Yes
