1.0 Introduction and Overview

This Statement of Work (SOW) is for District Project Coordinator (DPC) and Project analyst

(PA) in support of the Federal Aviation Administration’s portion of the Bipartisan Infrastructure

Law (BIL) and reimbursable programs (including those arising from Airport Improvement

Program (AIP) appropriations and other directly funded reimbursable projects).

1.1 Background

The Implementation Services Team (AJW-213) is responsible for centralized management and is the single accountable office for the planning, integration, coordination, and implementation of various components. The AJW-213 team Manager is responsible for establishing the necessary infrastructure to ensure timely and efficient program execution. The Implementation Services

Team of the Federal Aviation Administration (AJW-213) plays an important role in implementing and executing programs and projects to safely establish, replace, modernize and sustain the National Airspace System (NAS).

1.2 Scope of Work

The Contractor must provide a DPC & PA to support the AJW-213 PMO and Boston District

Manager in development, transition, and implementation activities.

The DPC must perform duties to provide program management, program/financial management, independent cost analysis and support services to ATO for the Boston service area to include professional services for project coordination, resource management, business management, communications, operations and integration, and management analysis.

The Project analyst must perform duties to support the DPC in meeting all tasks from District manager with program management administration support to include data analysis involving project planning, resource and financial analysis. The Scheduler assists with DPC responsibilities to include working with Program implementation Manager in the preparation of Baseline Scope

Agreements.

The DPC with support from PA and Scheduler will work closely with Tech Services NAS

Program Managers (NPMs) and PRG Portfolio Management and Integration (PMI) teams to effectively identify, coordinate and integrate activities within the District.

1.3 Objectives

1.3.1 Technical Work Areas

Types of work that may be performed under this Statement of Work (SOW) are described below.

In performing all work under the Contract, the DPC and the PA must adhere to all Occupational

Safety and Health Administration (OSHA) requirements, all FAA occupational safety programs and requirements as set forth in the List of Applicable Documents, all taxation laws, and all applicable federal, state and local government codes, statutes, laws and regulations (including the obtaining of any required permits). Requirements may include but not be limited to project coordination and oversight activities related to new construction or installation, restoration, service life extension, demolition/removal, and refurbishment. The Contractor will be responsible for the scope of work contained in this contract and/or authorized/executed modifications thereto. Projects may originate from within the FAA, such as from the Corporate

Work Plan (CWP), or from reimbursable agreements between the FAA and other entities that involve protection of US national airspace, national defense or the FAA National Airspace

System (NAS).

1.3.2 Program Management Support

The DPC & PA must provide expertise in cross-programmatic planning and coordination of implementation activities as well as operational activities. The DPC & PA must provide resources to work closely with and enhance the current project support entities within Planning and

Requirements Groups (PRG), Engineering Services (ES), Technical Services (TS), System

Support Centers (SSCs) and the Districts. The DPC resources are expected to serve the entire

District and its Air Traffic Services Community and will serve as the joint liaison between the

District Office/SSC (ATS and AJW), Engineering Services, PRG, Headquarters program offices, local Airport District Office personnel, and local commercial airport entities.

1.3.3 Management Analysis

The integrated coordination of activities within the Districts is absolutely critical. This requires a formal integrated program/project coordination presence within the geographical field locations at the District level. The DPC will be a trusted third-party agent, who provides expertise in cross-management planning and coordination of implementation activities as well as operational activities throughout the District. DPC with support from PA will work closely with and enhance the current project support entities within Planning and Requirements Groups (PRG), Engineering Services (ES), Technical Services (TS), System Support Centers (SSCs) and the

Districts. The DPC with Support from PA will serve the entire District and its Air Traffic

Services Community. The DPC will be a NAS Program and Operations Subject Matter Expert

(SME) and will serve as the joint liaison between the District Office/SSC (ATS and AJW), Engineering Services, PRG, Headquarters program offices, local Airport District Office personnel, and local commercial airport entities. The DPC and the PA will be active advocates for the coordination, integration and planning of all projects and programs within the district.

The DPC and PA will use the FAA project management system and tools (e.g., Corporate Work

Plan [CWP]) to identify, coordinate and track implementation activities at the district level.

The DPC and PA require strong analytical and critical thinking capabilities with demonstrated ability to compile, assess and analyze large volumes of data from multiple sources (including operational data, project data, and administrative data sources, etc.) to identify key coordination and integration requirements. The DPC will work closely with Tech Services NAS Program

Managers (NPMs) and PRG Portfolio Management and Integration (PMI) teams to effectively identify, coordinate and integrate activities within the District. The DPC will need to reside in or near the District boundaries to facilitate the integration of work activities within the community of responsibility. The DPC must provide management services that ensure the quality, timeliness, and cost efficiency of all technical efforts provided under this Contract.

1.4 Tasks

The contractor must be cognizant of all the tasks dimensions that each labor category will perform in order meet the Government's expectations.

Each labor category will perform the following core tasks in support of BIL funded projects for the Boston District:

District Project Coordinator

Core Function Details

Serve as FAA/Airspace District point of contact on project implementation and coordination related issues

Serve as the primary FAA point of contact for the District, SSCs, TSOGs, PRG, AT Management and ES on project related issues

Assist with project coordination and communication efforts

Serve as liaison for District with the local airport authorities and FAA Airport District Offices (ADOs)

Participate in high-visibility or key FAA Stakeholder meetings in support of the District

Help all stakeholders speak with ‘One FAA Voice’

Provide an operational overview to all Stakeholders on all

District implementation activities.

Facilitate/Coordinate operational and project implementation efforts at the District Level to maximize efficiency and resource utilization

Maintain an integrated/coordinated FAA Airspace District

Project plan including program/project implementation activities, operational activities, airport activities and plans, etc.

Coordinate project milestones, constraints, solutions, status of active and future high-visibility projects at the

District level

Compile, assess and analyze large data sets from various sources to identify coordination requirements, impacts, solutions and recommendations

Participate in or lead efforts to align FAA resources at the

District Level to maximize efficiencies

Minimize project implementation impacts on NAS operations

Improve coordination and information sharing among all

FAA stakeholders including, but not limited to, PRG

(PMI, PIMs, Planners, Requirements, Resource Planners, EOSH) ES (Lead Engineers, PIPOCs), TSOG

(NPMs/NIM’s, Ops Engineers), and SSCM/SSC

Coordinators

Anticipate and plan for contingencies for project issues during design, construction and implementation that may adversely affect NAS operations.

Actively explore District initiated ideas and suggestions that improve NAS and Airspace safety and efficiency

Support development of Operational Risk Management

(ORM) documentation and plans

Strengthen relationship of all

FAA participants and stakeholders within the Airspace

Districts

Ensure effective communication among stakeholders

Establish a trustworthy relationship with district personnel and stakeholders

Solicit customer feedback for improvements

Participate in FAA stakeholder functions/meetings such as: quarterly, weekly, monthly, key stakeholder, key projects

Project Analyst

Core Functions Details

Assist the PIM in developing and maintaining an executable work plan utilizing data driven decision making processes.

Establish a work plan project list

Tailor generic schedules

Resource load schedules

PRG – Reimbursable Agreements

Provide FAA Agreement Coordination support for the Reimbursable Agreements (RA)

Program.

Provide assistance with the development, tracking, close-out, communication, and coordination of Service Area Reimbursable Agreements between the FAA customer and various stakeholders

Provide subject matter expertise with the development of draft Reimbursable Agreements as assigned

Provide expertise to conduct research, evaluations and studies, and present recommendations/ solutions relating to financial program planning requirements

Analyze processes and provide support to improve efficiency, accuracy, timely documentation, and continual improvements to the process

Create draft RA package and submit for approval via FAA Reimbursable Toolset: includes drafting RAs, reviewing project details form, and posting information to the RA toolset.

Use FAA Reimbursable Toolset and other methods to develop and track RAs from initiation through closeout.

Coordinate with required stakeholders to obtain final executed agreement from the Contracting

Officer(CO) and upload to FAA Reimbursable Toolset.

Assist with general program support of National Airspace System (NAS) Planning &

Integration (NPI) with the Reimbursable Agreement (RA) Program.

Program Analyst: Performs multiple, varying and complex assignments; Identifies, plans and organizes available resources to accomplish projects. Makes optimal use of resources to complete activities within established schedules; and Develops and recommends approaches to address current and anticipated problems and issues.

Conducts efficient, organized data gathering and data analysis, must be able to prepare and coordinate changes.

Communications: Must accomplish clear and concise general communications, tactfully coordinate information regarding training quota with a variety of field organizations throughout the region, as well as the training providers at the FAA Academy and training vendors in the public and private sectors.

Computer Applications: Capable of applying MS Word, Excel, and PowerPoint applications and other analytical tools. Knowledge of Primavera.

Project management: Overall knowledge of Project Management process and project schedules.

1.5 End Results/Deliverables

AJW-213 requires the DPC to provide final report 30 days prior to end of base year and each option year awarded with breakout of all work completed aligning to each task.

1.5.2 Transmittal/Delivery/Accessibility

The DPC must upload each deliverable to the BIL sharepoint, an e-mail attachment to

Contracting Officer Representative and any others as requested.

1.5.3 Other Considerations

In addition to the above deliverables, the DPC and PA must provide the necessary data to support the analyses provided as part of each task. The contractor must develop and prepare executive level data and briefings, documentation for program and budget reviews.

1.5.4 Progress/Compliance

The AJW-213 requires the DPC to provide status reports, attend meetings, quarterly program reviews in order to monitor progress and ensure compliance. The District manager will have list of agreed upon tasks and activities to be completed and report on by DPC and PA.
