The contractor shall provide experienced and qualified professional personnel to provide the services to include, but not limited to the tasks identified below. The timely and accurate performance of these services must be recognized as a vital and mandatory requirement.

Throughout the life of the purchase order, the contractor is encouraged to continuously seek ways to incorporate innovative and emerging technologies that in the most economic and efficient manner improve mission performance.

The contractor shall perform each of the following eleven tasks as defined in this section.

However, the order in which the contractor performs these tasks is at their option and may change from year to year.

The contractor shall be able to identify target noxious weed species in all stages of development and distinguish between those weed species and non-target species.

Reclamation structures, such as dams and dikes, which have been listed for control of woody vegetation, shall be thoroughly examined by the contractor. All woody plants that are located shall be spot treated. The acreages shown for each site are the gross acres to be examined and spot treated. The actual acreage to be treated with herbicide may be significantly less.

The following services shall be performed at each facility listed in this PWS:

All spraying shall avoid all water surfaces. The contractor shall be responsible for damage to non-target vegetation. Several of the treatment areas are near drinking water sources, surface water or desirable trees and shrubs.

The contractor shall perform all work necessary to complete application of herbicide and surfactant in accordance with all federal, state and local laws and regulations, the detailed specifications of this solicitation, the herbicide labels and any supplemental product labels. All herbicide containers shall be removed from Reclamation facilities by the contractor and shall be disposed of according to federal and state law.

The contractor shall place signs at the entrance of all sprayed areas stating the applied chemical and the restricted-entry interval as required on the chemical labels. The contractor shall not treat in areas if the contractor observes recreation activities in the treatment area. The contractor shall return to treat such sites without additional consideration.

The contractor and its employees shall take all precautions necessary to prevent the start of wildfires during the performance of this requirement.
