EC – Vegetation Management Question and Answer – Solicitation 140R4022Q0012

Q1. Does woody vegetation include species like sagebrush and mountain mahogany? Or is this just referring to invasive woody species that could have negative ecological impacts, like tamarisk or Russian olive?

A1. All woody vegetation on dams and dikes or were indicated in the SOW or maps.

Q2. What is the water availability at each of the 16 sites? We will need to fill spray tanks and I need to know if there's a hose outlet, irrigation mainline, lake, etc. we can fill from or if we need to truck water in.

A2. Yes, there is water available at all sites, free of charge.

Q3. 25 business days after the notification of an herbicide application (potentially an extra 15 calendar days) is plenty of time for new weeds to germinate and grow with adequate moisture, which could make our application seem less effective than it actually was. I'd like some reassurance that factors like the maturity of treated plants and environmental conditions will be taken into account, and that before determining whether an application was "90%" effective (which is pretty subjective) we will have an opportunity to discuss this with whoever is making the judgment call on application effectiveness.

A3. We can tell the difference between a dead weed and a new seedling. Has never been a problem in previous contracts.

Q4. Several of the listed tasks/project sites require a certain amount of visits each year during specific times of the year - if we encounter a project site that would benefit from more than one visit per year (based on the species that are growing there) and the Work Statement only calls for one visit, is there an option to communicate this to the point of contact and increase the number of visits per year?

A4. If the contract needs to be modified, we can do that and have done that over the years depending on availability of funds. Modifications can occur, but usually the next year.

Q5. Is there a possibility for seeding/revegetation efforts on any of these sites within the next 5 years?

This may impact herbicide selection. If there is an interest in mapping/reporting potential seeding sites throughout reclamation areas (where there's a high erosion potential or previous seeding efforts have clearly failed) along with mapping our weed control work, we can add that to the proposal.

A5. Seeding is not part of this contract.

Q6. Please confirm that we are NOT to send any pages about the subcontractor portion and the FAR questions in section 52.212-3?

A6. The solicitation identifies all requirements that must be submitted for the solicitation. Prime contractors are required to submit FAR 52.212-3 required assertions and information. Contractors must submit Attachment D Subcontracting Percentage Worksheet as part of the quotation.

Q7. Surveying/spraying will be required only once a year or multiple times throughout the year? The documents did not specify.

A7. Please thoroughly read the PWS. The PWS defines "coverage" and there are tasks that describe the number of treatments.
