Attachment 4: EVALUATION FACTORS FOR AWARD
Title: Completion of Fabrication, and Installation of Exterior Interpretive Exhibits and Visitor Amenities
BASIS OF AWARD
This solicitation will result in the award of one (1) Firm Fixed-Price Construction contract in accordance with the provisions herein this section. Award will be made on a best-value, trade-off process pursuant to FAR subpart 15.101-1.
This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror when it is in the best interest of the Government. Technical (non-cost) evaluation factors, when combined, are approximately equal to price. The Government intends to award, without discussions, but reserves the right to conduct discussions if the Contracting Officer deems necessary. The Government intends to award to the responsible Offeror whose quote complies with the solicitation requirements and is determined to be the best value to the Government.
QUOTE FORMAT: Only quote submissions in electronic form, via email are acceptable. Offerors are to submit an email with the subject line: “QUOTE – Completion of Fabrication, and Installation of Exterior Interpretive Exhibits and Visitor Amenities RFQ # 140FC323Q0012.” Font and other page formatting is at the discretion of the contractor, but must be legible. Please separate your electronic quote submission into two (2) volumes as follows:
VOLUME 1 - Price Volume: Includes pricing for all bid schedule line items, along with a detailed price breakdown.
VOLUME 2 – Technical Volume: Include responses to the two non-cost evaluation factors identified below for experience (factor 2) and past performance (factor 3).
EVALUATION FACTORS FOR AWARD. There are two (2) non-price/cost evaluation factors along with price as follows:
VOLUME I – Price Volume
Evaluation Factor 1, Price Proposal. Price will be evaluation for fair and reasonableness but not rated.
The offeror shall provide detailed price quote. Quote shall include breakdowns in accordance with the bid schedule
VOLUME II – Technical Volume
Evaluation Factor 2, EXPERIENCE completing complex outdoor interpretive projects that include outdoor amenities such as seating, fencing, signage, and shade structures, which includes installation and/or construction of mounts, stands, concrete walkways, and informational panel pedestals. Experience will be evaluated based upon information provided in the technical proposal. Government records may be reviewed (i.e. CPARS) and references other than those listed may also be contacted.
1. The purpose of evaluating an offeror’s experience is to enable the USFWS to determine if the offeror has the appropriate and relevant proficiency to successfully perform the required work.
2. Experience Past Performance shall provide government an indication that the offeror can provide the services and resources needed to accomplish the required work independently and in an effective and efficient method.
3. Experience will be used as an indicator to assist the govt in determining if the offeror can consistently deliver a best value product for construction services.
Evaluation Factor 3: PAST PERFORMANCE - Offeror’s past performance shall be reviewed to determine relevancy and confidence assessment. To be considered similar in scope, submit at least one (1) similar in nature for graphic design services. In addition to scope, project shall have a current or final contract value greater than $15,000 and have been completed within the past five past five (5) years or be currently ongoing (but at least 25% complete).
Furthermore, for the project to be considered, the offeror shall have been the Prime Contractor on it. Projects do not have to have been with a Federal Agency to be considered. Offerors may submit the same project as those proposed for FACTOR 2 (Experience). Past performance will be evaluated as a measure of the Government's confidence in the offeror’s ability to successfully perform based on previous and current contract efforts and the offeror’s effectiveness in performing similar service contracts. For the purpose of this evaluation, the “offeror” includes the prime contractor’s bidding organization as complemented by the prime’s team (subcontractors and other operating units of the prime, for example). The recency and relevancy of past performance information is critical to the Government’s evaluation. As such, current performance will have a greater impact in the performance confidence assessment than less recent performance.
The Government reserves the right to visit/revisit any or all offerors and to contact any and all references. This assessment will be accomplished using both data provided by the Offeror and data obtained from other sources. The assessment of past performance as a specific evaluation factor is separate and distinct from the Determination of Responsibility required by FAR Part 9.
IAW FAR 15.305(a)(2), firms lacking relevant past performance history will receive a neutral evaluation for past performance.
In addition to the above, the Government may review any other sources of information for evaluating past performance.
Other sources may include, but are not limited to, personal knowledge of contractors past performance and information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contract Performance Assessment Reporting System (CPARS), using all CAGE / Unique Entity Identifiers (i.e. DUNS) of team members (i.e.
partnerships, joint ventures, teaming arrangements or parent companies / subsidiaries / affiliates) identified in the offeror’s proposals, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontracting Reporting System (eSRS) and any other known sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
