By statute, that support also includes safekeeping, repair and disposition of Wyoming Military Department real estate, equipment, facilities and buildings; publishing necessary regulations, orders and reports; maintaining records;
and hiring personnel to carry out those missions.
General Statement of Work and Specifications:
Contractor must be able to provide services personnel, equipment and supplies in and around the WYANG installation in Cheyenne, Wyoming.
The purpose of this project is to remove sediment that has accumulated in the pond portion of the installation storm water drainage system and replace the existing pond liner to ensure discharge remains in compliance with state
SEDIMENT REMOVAL & STORM WATER LINER REPLACEMENT Page 4 of 14 environmental regulations. After liner installation, a new interceptor ring will be placed around the high-level outlet replacing the existing deteriorating ring.
The pond is oval in shape with overall dimensions of 145’ long by 101’ wide for the upper water level. There is an additional 10’ of exposed liner above the water level to the trench anchor making the overall exposed liner dimensions 165’ long by 121’ wide. The pond is 8’ deep with a side grade of 5:1. Refer to the drawing below for overall shape. The pond is surrounded by a 7’ chain link fence with an access road to the west coming from the installation. The west section of fence facing the installation may be removed to facilitate work as long as it is reinstalled to the original condition following the required pond work. There is no vehicle access directly off Dell Range Boulevard.

Coordinating with the proposer, the WYANG will lower the water level of the pond to the top of the sediment layer in advance of work commencing. After the pond is turned over for work, the proposer is responsible for the removal of any water that flows to the pond inlet. The WYANG will discontinue water use contributing to the storm water system that is not necessary. The remaining water flow can be pumped to the adjacent riprap lined ditch to the northwest of the pond, but no electric power is available at the work site. No shut off valve upstream of the pond exists, so drainage cannot be shut off entirely. Due to the large amount of impervious ground on the installation, small quantities of precipitation can fill the pond which would impact the project progress. In addition, rainfall can make the entrance accessing the pond wet and difficult for vehicles to navigate. The WYANG will coordinate with the proposer to schedule work during favorable weather conditions and during a time period that will have minimal impacts to installation operations. The contractor may close off the upstream storm sewer with approval from the Base Civil Engineer, his designee, or project Contracting Officer Representative (COR).
It is estimated that 450 cubic yards of material has accumulated across the pond varying from 12” to 24” in depth.
Sediment sizing varies from small gravel at the west inlet to fine silt around the east outlet. In the summer, pond weed growth occurs across the pond from this sediment layer. The selected contractor must remove all sediment, debris, and existing pond liner from the site and dispose of in accordance with state and federal regulations.
The storm water drainage system pond is currently lined with a PPL-30 mil liner that is nearing the end of its expected lifespan. The replacement liner is required to be a reinforced polyethylene material with a minimum thickness of 40 mil, and minimum 10 year exposed UV rating. It is not necessary for the replacement liner to have a chemical resistance or wastewater containment rating. An underlayment material shall be used to prevent punctures if its installation is required by the liner manufacturer. For reference, the existing liner does not have underlayment and punctures have not been an issue. A sand bed was put in place beneath the current liner’s installation, to an unknown depth. All connections made between liner sections and around penetrations must be done to the manufacturer’s specifications.
The current liner is held in place by way of a trench anchor along the pond perimeter and a 6” sand bed. A trench anchor should be used for the new liner and installed in accordance with the manufacturer’s specifications. There is a 20’ concrete emergency spillway off the east edge of the pond that currently uses a trench anchor to hold the liner adjacent to the concrete. A sand bed will not be put in place with the new liner and instead filled ballast tubes shall be used to prevent the liner from shifting. The ballast tubes will be at least 36” in length with a filled diameter of not less than 6” and placed in an arrangement similar to that shown in Image 6. It will be up to the proposer to ensure adequate ballast tubes are put in place to prevent movement of the liner and tearing around penetrations.

Image 5: Pond emergency spillway
Image 6: Ballast tube layout
There are three penetrations through the liner including one inlet on the west end and two outlets on the east end. All are reinforced concrete pipe. The inlet pipe is 84” outside diameter and extends 30” above the pond floor. The two outlet pipes are 72” outside diameter. The southern low level outlet extends 30” above the pond floor and the high level pipe is 72” above the pond floor. The pond liner will extend from the floor and attach to the concrete penetrations (one on inlet and two ont eh outlet) according to the liner manufacturer’s specifications terminating not more than 12” from the top of each concrete pipe. All manufacturer’s instructions for liner installation shall be followed and all liner connections will be done in accordance with manufacturer’s specifications. The proposer shall ensure all outlets remain undamaged during construction. Any damage caused by construction activities must be repaired by the proposer at no expense to the Government.

Image 8: East pond outlets. High level shown outlet on the right with separator ring and low level on the left.
The high level outlet pipe has a section of corrugated pipe surrounding it with X’ dimeter 9’ and x” height 4’-6”.
This surround is placed unattached on four concrete blocks measuring 24” x 24” and 36” high. The corrugated pipe has become corroded and is to be replaced as part of the scope for this project. The replacement pipe must be a corrugated steel pipe of similar specifications as the existing pipe. The liner will need to be protected under the supporting concrete blocks to prevent shifting and tearing of the liner. The selected contractor shall provide shop drawings detailing this configuration, liner, stabilization, connection, and sealant. The WYANG must approve prior to performing work on the outfall.
After the site is released to the proposer, the work should be completed and ready to return to service within 30 days.
All individuals requesting access to the installation will be required to pass a background check conducted by the 153d Security Forces Squadron prior to entry. Their name, driver’s license number and state, and birthdate must be provided for a background check. Any large vehicles will also be searched each time they enter the installation.
WYANG will provide a staging area for vehicles and equipment in support of this project. There is no electric or water hook-ups at the staging area Water can be provided by the WYANG through a ¾” hose connection at Building 31 and use will be coordinated through the Civil Engineering Squadron. However a continuous hose will not reach the pond from Building 31.
