DESCRIPTION/WORK STATEMENT/SPECIFICATION
FOR
Vapor Degreasing Solvent Contract
1.0 Scope:
This contract establishes the use of one product that is a vapor degreasing solvent. Material is to be used base wide with a primary focus on its effectiveness in Building 31 Small Arms Repair Facility, building 409 Component Paint Facility, Turbine Shop building 128, and building 5 Maintenance. This material uses the industry standard three step method for vapor degreasing in a Barron Blakeslee machine with a boil sump, cold ultrasonic sump and vapor phase cleaning section. Distillation cleaning of the solvent will occur. This contract solicitation is for one year with the potential for an annual renewal for up to four additional years.
2.0 Background:
The need for improved cleaning on weapon systems and vehicle components with heavy grease and oil is critical. Aqueous based cleaning has proven to be costly, uses excessive water, and is time consuming to our limited human assets. This is a new process for Anniston Army Depot.
3.0 Contractor Requirements:
3.1 The contractor shall provide a vapor degreasing solvent material that will have the following characteristics:
1. *Vapor Degreasing solvent material must have been a part of the joint National Aeronautics and Space Administration (NASA) and the United States Army study conducted in 2018 “Development of Sustainable Vapor Degreasing Solvent, Phase 1 and 2” or provide equivalent testing data conducted by a United States government agency.
2. Must have a Global Warming Potential (GWP) below 25.
3. Must have a solvency percent above 90% and solvency at vapor phase above 95%.
4. Must have 97% soil cleaning test or better. Based on Federal Standard (FED STD) 791, Method 7502 and an independent government third party study proving results.
5. Must have a Kari-Butanol (Kb) value above 100.
6. Must be a 100% true azeotrope.
7. Boiling point must be 117°F ± 1°F to match Anniston Army Depot’s current equipment.
| 3.2 | Material must be provided in 55 gallon drums. |
| 3.3 | Contractor must provide the following documents for material: |
| 3.3.A Universal Safety Data Sheet. | |
| 3.3.B Exact Full formula disclosure. | |
| 3.3.C Technical Data Sheet with operating parameters. |
3.3.D A copy of the government study if different from the NASA/ Army study conducted in 2018 to prove the solvent meets requirements.
3.4 Material must not have any component listed in the ANAD RED BOOK for prohibited items.
Must not contain trichloroethylene or Perchloroethylene.
3.5 Material must be a single component product (all in one container).
3.6 Materials must not have any Superfund Amendments and Reauthorization Act (SARA) 311, 312, or 313 Reportable agents or Hazardous Air Pollutants (HAPs).
3.7 Material must not have any component that is listed by: United States Federal Government, or the International Agency for Research on Cancer as a recognized Carcinogen.
3.8 Contractor must be able to supply materials within 25 calendar day from time of order.
3.9 Contractor must be capable of providing material in 550 gallon increments.
Note* NASA study is not allowed to be released to general public as part of the solicitation. All products submitted and the results to the study are known by the individual manufacturers.
