Repair Asphalt Walking Trail Statement of Work

At

J.N. “Ding” Darling National Wildlife Refuge

1 Wildlife Drive, Sanibel FL 33928

April 2021

Purpose: The purpose of this SOW is to Repair 4-mile long levee/walking trail at the J.N.

“Ding” Darling National Wildlife Refuge.

Background: The Refuge’s main attraction is a 4-mile auto tour route along a levee that was constructed in the early 1960s. This levee fluctuates in width between 25-40 feet wide, and is approximately 3-4 feet above mean high tide. Numerous improvements have been made to the levee since it was constructed including the installation of 8 box culverts that are approximately 10’ wide along the drive that serve as water control structures. The top of the levee is a paved asphalt service that measures 20-to 30 feet wide for the length of the levee. Mangroves and other vegetation line most of both sides of the one-way drive. Riprap, in the form of limestone rocks measuring 8’-12”, was installed to prevent erosion on the majority of the levee. In 2001, a 0.75 acre asphalt parking lot at the beginning of Wildlife Drive was constructed and repaved in 2013.

Work to be Performed:

1. Repair parking area surfaces on the shoulder of wildlife drive by filling pot holes with a crushed limestone matrix with finer materials to aid in binding these treatments and compacting materials.

2. Repair Levees:

a. Sever tree roots along wildlife drive where roots that have cause upheaves in the asphalt road .

b. Install an 18 inch deep root barrier linearly along wildlife drive to prevent roots from further damaging the asphalt surface. Approximately 14,900 linear feet of root barrier is needed.

c. Fill asphalt road shoulders flush to within 1” of the road surface with top soil and Seashore Paspalum Sod. Sod should be 2 feet wide from the edge of the asphalt where feasible along the road. Approximately 16,800 square feet of sod will be needed in the identified areas.

d. Fill parking areas along the right side of the Wildlife drive with a crushed limestone mix stone. Compacted fill to be flush or slightly above the road grade surface. Approximately 54 cubic yards of FDOT approved crushed limestone will be used for this treatment. Crushed stone size should not be larger than 1.5” and should also contain fines to allow the proper setting of this material.

e. Limitations: Work NOT to be performed under this contract include work on the water control structures, or the asphalt road and parking lot surfaces unless damaged as a result of work done for this contract.

Contract Type: This contract is a Firm Fixed Price construction contract.

Period of Performance: to be completed by Dec. 1, 2021

Work hours: The Refuge is open 7 days a week; however, Wildlife Drive is closed on Fridays. Regular (normal) working hours are from 7:30 AM to 4:00 PM, Mondays through Fridays except (a) Federal holidays and (b) other days specifically designated by the Contracting Officer. Traditionally the majority of work on Wildlife drive has been accomplished during regular working hours;

except work that involves heavy equipment that may impede traffic is typically done on Friday’s when Wildlife Drive is closed to public access.

Closures: Facilities, roads, parking areas, view platforms and other facilities occupied and used by the public or refuge staff shall not be obstructed by the Contractor without prior written approval from the CO. Public access closures of Wildlife Drive need to be planned no less than two weeks in advanced and shall not last more than 3 consecutive days.
