Portable Toilet Rental Services Wind Cave National Park, Hot Springs, SD

STATEMENT OF WORK (SOW)

Background – In anticipation of peak visitation periods, special and/or scheduled events and the uncertainty of facility use during the COVID pandemic, the park requires portable toilets to meet visitor demands.

Objectives – Provide rental and service of portable toilets at locations listed below, for Wind Cave National Park operations. The Government will issue task orders for individual requirements.

Place of Performance: Wind Cave National Park, Hot Springs, South Dakota.

Period of performance –The contract includes the base year and 4 option years. The performance period shall begin on the date of award for 1 full year plus four option years. *Actual dates will be based on contract award date. *

Scope – To provide portable toilets for visitor use and to remove waste on a weekly basis. The established ceiling amount represents the maximum value of awards of task orders for the life of the contract. The ceiling amount represents estimated units but includes anticipated peak visitation period events that may occur over the life of the contract. Once the ceiling amount is reached, the contract shall end.

Task Requirement-Portable Toilets:

· Vendor will supply portable toilets. Each unit will be supplied with a hand sanitizer dispenser.

· The contractor shall deliver portable units to Wind Cave National Park and place at locations identified by the Government. Task orders shall state the required delivery date. The Government shall provide notice of at least 7 calendar days in the task order.

· Services shall include liquid extraction, liquid servicing, adding standard odor reducing chemicals/deodorizer, replenishing toilet paper & hand sanitizer solution, general cleaning inside unit, and an inspection for safety/serviceability of unit(s) and related repairs/adjustments.

· If the toilet paper dispenser is secured with a locking mechanism, the contractor shall provide a key for access during the rental period. The purpose of providing access is to replace toilet paper rolls with product purchased by the government. Replacement should only be necessary on rare occasions due to vandalism or other anomalies and shall not circumvent the need for servicing.

· The contractor will take appropriate action during freezing temperature months to minimize freezing of waste, so removal is possible.

· The contractor shall service the portable toilets located at Visitor Center and Campground between 7:00 a.m. – 10:00 a.m. or 4:00 p.m. – 6:00 p.m. to avoid visitor traffic and truck servicing congestion. Portable toilets at other locations may be serviced at any time throughout the day. Toilets should be serviced at least once per week. Contractor will provide the ability for park staff to secure the toilet if it becomes full before the service date.

Septic Disposal—Shall be in accordance with EPA guidance:
