2nd Space Launch Squadron

MINOTAUR I/IV LIFTING EQUIPMENT SUPPORT

STATEMENT OF WORK

1. GENERAL DESCRIPTON:

The 2nd Space Launch Squadron will need support for the following tasks: Annual Proof loads, Annual Non-Destructive Inspections (NDI), and other services as requested.

2. GENERAL REQUIREMENTS:

a. Contractor shall provide to the government experienced labor and all equipment, material, and transportation to perform annual proof loads.

i. Contractor shall provide certified proof load to 200% rated capacity on the following:

1. Toe Fittings

2. 10’ Poly Slings

3. 35 ton Sling Saver Shackles

4. 35 ton Chain Shackles

5. 24’ Poly Slings

6. 20’ Poly Slings

7. Lifting Beam Assembly

8. 55 ton Shackle

9. 12’ Poly Sling (45 ton)

b. Contractor shall provide to the government experienced labor and all equipment, material, and transportation to provide annual non-destructive inspection (NDI), in accordance with industry standards, on equipment. NDI techniques to be used include but are not limited to a magnetic particle inspection per ASTM-E1444-1, acceptance MIL-STD-1907, grade C.

i. Contractor shall provide NDI on the following:

1. Toe fittings

2. 35 ton Sling Saver Shackles

3. 35 ton Chain Shackles

4. Lifting Beam Assembly

5. 55 ton Shackle

6. Master Links

c. Contractor shall provide other services as requested:

1. Visually inspect Synthetic Slings per OSHA and ASME Standards

2. Paint RSLP Lifting Beam Assembly per USAF Color Code

3. Provide documentation to include but not limited to proof load tagging on all equipment

d. Contractor shall schedule and coordinate all inspections of their work with the appropriate 2nd Space Launch Squadron (2SLS) personnel. All corrections to Contractor’s work required for compliance shall be the responsibility of the Contractor at no additional cost to the Government.

e. The Contractor shall comply, and their subcontractors, shall comply, with the most stringent environmental federal, state, and local laws and regulations; and Air Force Policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Vandenberg Air Force Base (VAFB). The Prime Contractor shall ensure their sub-contractors comply with these specifications.

f. The 30th Civil Engineer Squadron, Environmental Flight, 30 CES/CEV, (805) 606-1921/605- 7924 is the single point of contact for all environmental regulatory agency issues for activities on VAFB. The Contractor shall coordinate all environmental regulatory agency environmental issues through the 30 CES/CEV Flight. The contractor shall provide all copies of any regulatory agency notifications, regulatory reports, consultations, permits, or regulatory documents to 30 CES/CEV. The contractor may use the 30 CES/CEV intranet website or CD to obtain VAFB environmental documents and plans. For a copy contact (805) 606-0016 or 606-2122.

g. The Contractor shall promptly support the government through 30 CES/CEV with all federal, state, local, and Air Force environmental inspections, audits, or assessments.

h. Contractor shall comply with all applicable laws and regulations governing work performed under this contract including, but not limited to the most recent adopted editions of the Uniform Building Code (UBC), National Fire Protection Association (NFPA), Uniform Plumbing Code (UPC), National Electric Code (NEC), Sheet metal and Air Conditioning Contractor’s National Association (SMAC) and the Uniform Mechanical Code (UMC) as applicable to this contract.

i. Regarding access to VAFB, permission for contractor personnel and vehicles to enter VAFB is subject to Approval of the contracting officer and 30 Security Forces Squadron. The Contractor shall be responsible for obtaining all necessary cards, passes, buttons, decals or other items (as necessary) for access to the areas in which the work will be performed. Identifications medial shall be surrendered to the Visitor’s Center upon completion of the contract.

3. SPECIAL REQUIREMENTS:

a. Contractor shall comply with all applicable provisions of the McNamara-O’Hara Service Contract Act.

b. Contractor shall allow representatives from 30th Space Wing Safety and/or the 2 SLS to observe work when requested

c. Contractor shall not admit to unauthorized persons to the work sites.

d. Contractor shall comply with all applicable regulations and requirements in AFSPCMAN 91-710, Volume 3.

4. MANAGEMENT CONTROL:

a. For operations on Vandenberg AFB, contractor shall provide to the 2SLS a competent, English speaking ”working foreman” to supervise the work crew(s) and be on site at the facility at all times while work is in progress.

b. Contractor’s “working foreman” shall maintain a consistent relationship with the

2SLS.

5. ADDITIONAL REQUIREMENTS:

a. Contractor shall provide certified/trained personnel for all required tasks.
