About this file
This is a Request for Information (RFI) issued by the United States Coast Guard (USCG) to identify potential vendors and gather market research for campaign-level modeling and simulation (M&S) tools to support long-term fleet design. The USCG seeks vendors with experience in implementing campaign-level M&S tools for military fleet design, focusing on tools that can analyze future Coast Guard fleet performance, support planning scenarios, and operate on commercially available hardware without proprietary licensing. The RFI targets vendors who can help develop, sustain, and operate M&S tools that will support fleet design efforts for a Coast Guard fleet operating in the mid-2040s.
Key requirements include developing tools that leverage Coast Guard Planning Scenarios, utilize existing campaign frameworks, and build upon collaborative relationships with DoD and other government agencies. Respondents are asked to provide detailed information about their M&S capabilities, including experience with similar tools, potential development and sustainment approaches, and considerations for configuration, quality control, and cost-effectiveness. All responses must be submitted electronically to the Acquisition Technical Director by 4 PM Eastern Time on July 15, 2025, with a point of contact for follow-up questions. The USCG emphasizes that this is a market research effort only and does not constitute a solicitation or guarantee of future contract award.

The United States Coast Guard (USCG) is issuing this Request For Information (RFI) in order to better understand the current marketplace, solicit additional information and search for possible alternative solutions for an upcoming requirement. This is NOT a solicitation and is only intended as an RFI.
United States Coast Guard Overview The U.S. Coast Guard (USCG) is part of the Department of Homeland Security team protecting America and one of the six military services and part of the joint force defending it. For over 234 years, the American people have depended on the Coast Guard as an instrument of national power to assure our economic prosperity and national security. With its people, ships, aircraft, boats, and technology, the Coast Guard controls the U.S. border and maritime approaches, protects America’s Ports and Waterways, and conducts military operations to defend the Nation every day. The Coast Guard also maintains the flow of maritime commerce to ensure America’s economic prosperity, enforces federal law, leads in national emergencies, and saves lives.
USCG Fleet Analysis Overview The Coast Guard plans to expand its current campaign-level modeling & simulation (M&S) toolset to support long-term fleet design and inform the planning, programming, budgeting, and execution (PPBE) process. USCG will use these tool(s) to conduct campaign-level M&S of
Coast Guard Planning Scenarios (CGPS) (akin to Defense Planning Scenarios) supporting the design of future fleets beyond current Programs of Record (POR).
USCG currently uses Coast Guard Maritime Operational Effectiveness Simulation (CGMOES) as its primary campaign M&S tool. CGMOES uses the underlying code of the Naval Simulation System (NSS).
Fleet Analysis Objectives The USCG will build an authoritative and accepted tool(s) to evaluate USCG campaign-level M&S analysis. The fleet design tool(s) will:
A. Leverage Coast Guard Planning Scenarios (CGPS);
B. Utilize existing campaign frameworks, methods, and databases for analyzing Coast
Guard operations;
C. Expand the use of current Coast Guard campaign M&S tools; and D. Build upon the established cooperative and collaborative relationships for the development of analytical frameworks and M&S between the USCG and peer organizations in Navy (N81), OSD (CAPE), Air Force (SAF), United States Marine
E. Corps, Army (Center for Army Analysis), and others.
RFI Overview A. RFI Target Audience
a. This Request for Information (RFI) seeks vendors with experience implementing campaign-level M&S tool(s) for US military fleet design, supporting planning scenarios and fleet design or DoD or equivalent civilian efforts (surface, aviation, space assets, cyber, etc.).
B. RFI Objectives:
a. Identify state of the market campaign M&S tools to analyze future Coast Guard fleet design and model fleet performance.
b. Identify business partners that could support development, sustainment or operation of a modern fleet design toolset.
c. Identify operational and sustainment costs associated with a state of the market campaign M&S toolset.
d. Identify business partners and best practices for creating campaign M&S development roadmaps, employing rigorous agile software engineering processes and procedures that incorporate analytically driven enhancements to existing tools without compromising the conceptual model’s integrity;
i. Ability to, or ability to modify source code to, ingest/integrate digital asset models in SysML format; and
ii. Ability to output campaign M&S results data to business intelligence tools.
e. Identify and implement a strategy to develop, deploy, operate, and maintain campaign-level M&S tool(s) providing the greatest overall benefit to the USCG future fleet design efforts.
f. Identify best practices to support recurring planning, programming, and budgeting of USCG fleet design efforts for a Coast Guard fleet operating in the mid 2040’s.
g. Identify collaborative partnerships and with DoD, DHS, and other government agencies using current, validated for government use campaign-level M&S tools is highly encouraged.
C. Fleet Design Toolset Requirements:
a. Campaign M&S tool(s) shall be owned and operated by the USCG. Operation of the tool, input files, and simulation data shall operate on commercially available hardware and operating systems without the need for an proprietary support, equipment or licensing.
b. M&S tool(s) support for development, sustainment, and operation will be available for at least 8 years.
Instructions to Respondents Respondents to this notice are asked to provide a Point of Contact (POC) with an accompanying job title, company name and department, email address, and telephone number so that the Government team can follow-up with additional questions, if required. All responses MUST be submitted electronically (phone calls will not be accepted) directly to the Acquisition Technical Director no later than 4pm Eastern Time (ET) on July 15, 2025, to the following email:
