SECTION 1

DESCRIPTION OF SERVICE

1.1 GENERAL REQUIREMENTS

Provide all items, articles, materials, operations, or methods listed, mentioned or scheduled on the drawings and/or as specified herein, including all labor, materials, equipment, and incidentals necessary and required for completion of the scope of this project.

1.2 SUMMARY OF WORK

1.2.1 The Contractor shall provide all labor, equipment, and materials to replace the antiquated air conditioning system responsible for AHU-1 and ACCU-1 cooling room 249 in Building 500. The project shall include replacing the air conditioning unit, the roof mounted condenser, the associated controls, condensate piping, electrical supply, piping (up from the second floor mechanical room, through the third floor, to the condenser on the roof), and mechanical room ducting to adapt to the replacement unit as required. The existing air conditioner is a Data Aire 8-ton unit, manufactured and installed circa 1988, and shall be replaced with a new system of equivalent capability and capacity.

1.2.1.1 The new air conditioning system shall utilize R-410 refrigerant.

1.2.1.2 The new control system shall be capable of communicating with the base wide

Energy Management Control System (EMCS) and provide the following data points:

Occupancy, supply air input/output, compressor status, fan status input/output, Outdoor air input, DX cooling status input/output, and AC-1 enable.

1.2.1.3 The Contractor shall evaluate the existing electrical supply powering the current equipment to determine if it is sufficient and of the correct voltage to support the new equipment. The existing AHU-1 circuit is on MCC-E, 8B 277/480 Volt Motor Control Center with 100 Amp frame set to 60 Amp trip. The ACCU-1 is on the same panel, but in 9A with 100 Amp frame set to 15 Amp trip.

1.2.1.4 The Contractor shall coordinate all roof penetration and repair activities with

Bioseal LLC and J and B Contracting to ensure the existing roof warranty remains valid and intact. Contact information will be supplied after award.

1.2.1.5 A pre-renovation asbestos inspection was conducted 07 January 2020 (see

Attachment 2). To summarize the recommendations, the roof membrane (R1.1) is presumed ACM. No other areas of ACM were identified. The Category I roofing material is non-friable and, if maintained in a non-friable state, may be removed in an unregulated fashion under state and federal law in both commercial and residential settings. Any grinding, sawing, abrading, or pulverizing of the Category I PACM will render it friable and regulated (RACM).

1.2.2 The Contractor shall dispose of all materials, removed during repair, off base and legally. This includes, but not limited to, the existing air conditioning equipment and associated controls, piping, and mechanical room transition ducting.

1.2.2.1 The Contractor shall recover the existing refrigerant (R-22) in accordance with all applicable laws and regulations and return it to the Government (specifically the 341st Civil Engineer Squadron) for accountability and further use/disposal.

1.2.3 The Contractor shall submit a detailed report of work accomplished. The Contractor shall provide all documentation and inspections in accordance with State and Federal requirements.

1.2.4 Installation shall be conducted in accordance with manufacturer’s specifications and recommendations.
