Chapter 5. Parking Spaces (access-board gov)
The term "parking facility" is used Section 208.2 instead of the term “parking lot” so that it is clear that both parking lots and parking structures are required to comply with this section. The number of parking spaces required to be accessible is to be calculated separately for each parking facility: the required number is not to be based on the total number of parking spaces provided in all of the parking facilities provided on the site.
For every six or fraction of six parking spaces required by 208.2 to comply with 502, at least one shall be a van parking space complying with 502.
Car parking spaces shall be 96 inches (2440 mm) wide minimum and van parking spaces shall be 132 inches (3350 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 502.3
EXCEPTION: Van parking spaces shall be permitted to be 96 inches (2440 mm) wide minimum where the access aisle is 96 inches (2440 mm) wide minimum.
Access aisles serving parking spaces shall comply with 502.3. Access aisles shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle.
Parking spaces complying with 502 that serve a particular building or facility shall be located on the shortest accessible route from parking to an entrance complying with 206.4. Where parking serves more than one accessible entrance, parking spaces complying with 502 shall be dispersed and located on the shortest accessible route to the accessible entrances. In parking facilities that do not serve a particular building or facility, parking spaces complying with 502 shall be located on the shortest accessible route to an accessible pedestrian entrance of the parking facility.
EXCEPTIONS: All van parking spaces shall be permitted to be grouped on one level within a multi-story parking facility.
Parking spaces shall be permitted to be located in different parking facilities if substantially equivalent or greater accessibility is provided in terms of distance from an accessible entrance or entrances, parking fee, and user convenience.
Total number of parking spaces & minimum number of accessible parking spaces:
1 to 25 =1 accessible
26-50 =2 accessible
Accessible spaces must be identified by signs with the International Symbol of Accessibility (ISA) (§703.7.2.1). Signs identifying van spaces must include the term "van accessible." This designation is informative and does not restrict use of such spaces to van users only. No other text or content is required by the Standards.
Signs must be at least 60-inches high measured to the bottom edge so that they are visible while vehicles are parked in a space. Signs can be on posts, or where feasible, on walls or suspended from ceilings (an 80-inch minimum headroom clearance is required at signs suspended from ceilings above circulation paths (§307.4)). ISA designations on the parking surface, even if required by a state or local government, cannot substitute for above-ground sings that remain visible at all times.
State or local codes and regulations may address other sign characteristics including size color, and additional content, such as "reserved" or violation fines, but the ABA Standards do not.
NPS will install and/or replace any signage.
13.QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will penod1cally evaluate the contractor's performance in accordance with the statement of work.
Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO/COR the following items (Electronic submission in PDF or MS Office format IS acceptable)
1. Safety Plan
2. Proof of Insurance

52.232-1 PAYMENTS (APR 1984)
The Government shall pay the Contractor, upon the submission of proper invoices or vouchers, the prices stipulated in this contract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this contract. Unless otherwise specified in this contract, payment shall be made on partial deliveries accepted by the Government if-
(a) The amount due on the deliveries warrants it; or
(b) The Contractor requests it and the amount due on the deliveries is at least $1,000 or 50 percent of the total contract price.

Adjustment for Inadequate Performance
• Well maintained buildings are the National Park Service's goals. Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately completed by the contractor.
• In the event the contractor falls to successfully perform the required work. The National Park Service has the right to withhold partial payment.
