PERFORMANCE WORK STATEMENT (PWS)
DMEA 21-1F3
15 April 2021
1.0 SCOPE:
1.1 TITLE: Printed Circuit Board Reverse Engineering Support by SPEA America, LLC (SPEA).
1.2 APPLICABILITY: Printed Circuit Board (PCB) and mounted semiconductor parts analysis and activities.
1.3 BACKGROUND: Due to DMEA’s current heavy customer workload, DMEA/MEBE requires contractor support to perform nondestructive reverse engineering to provide: Netlists, Bill of Materials, CAD files, and electronic circuit Schematic drawings generation of Printed Circuit Boards (PCBs). Destructive reverse engineering cannot be used due to the hardness of the ceramic PCB materials, and the contractor must require zero knowledge from DMEA on the layout of the boards in order to generate Schematics. The contractor performing this work shall be certified to receive export-controlled hardware by being International Traffic in Arms Regulations (ITAR) registered with the United States Department of State and must not sub-contract out any of the work. This effort is in direct support of DMEA WR20-0110 PRC117, the customer of which is the United States Marine Corps (From agency agreement tracking number . Funds will be taken from provided to DMEA by the USMC in support of this agreement (funds are CAT-I, Reimbursable). The use of these reverse engineering services through SPEA America, LLC (SPEA) is critical for timely and accurate completion of PCB reverse engineering work for the USMC customer.
1.4 PURPOSE: The purpose of this task is to reverse engineer PCB’s, providing Netlists of all board routing, complete Circuit Schematics, and complete Bills of Materials (BOM) for each PCB.
NOTE: The information described within paragraphs 1.0 through 1.4 above is given for information only and has no contractual effect.
2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES: The government will provide two (2) PCBs of each type to the contractor SPEA America, LLC (SPEA) at the start of the effort for nondestructive reverse engineering. The PCBs will be returned to DMEA at the completion of the effort.
2.1 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL (GFE/GFM): The government will provide two (2) PCBs of each type to the contractor (SPEA) at the start of the effort for nondestructive reverse engineering. The PCBs will not be consumed at the completion of the effort and will be returned after completion of the PCB specific data in section 3.3. The following table lists the hardware to be provided to the contractor for nondestructive reverse engineering:

2.2 GOVERNMENT FURNISHED ACCESS: N/A
2.3 GOVERNMENT FURNISHED INFORMATION: At the start of the effort, coincident with the shipping of the above GFE PCB hardware to the contractor (SPEA), DMEA will provide Assembly Diagrams in PDF format containing FIND numbers for each part on the three (3) PCBs. The provided nomenclature shall be used by the

The contractor shall provide services subject to review by DMEA as described below, based upon the required specifications provided by DMEA. The contractor shall complete the work for each PCB and make delivery of the data package to DMEA for approval prior to starting the next PCB.
3.1.1 TRAVEL: No travel is authorized for the execution of the requirements of this contract by the contractor.
3.1.2 NOTIFICATION OF RIGHTS: The contractor (SPEA) shall identify and receive written government approval from the Administrative Contracting Officer (ACO) prior to committing to the use of any privately developed items, components, processes, computer software, and/or technical data relating to this effort which they:
(i) intend to deliver with Limited Rights
(ii) intend to deliver with Government Purpose Rights
(iii) intend to deliver with Restricted Rights
(iv) have not yet determined if such rights should apply.
3.1.3 DISPOSITION OF MATERIAL: All provided material shall be returned upon completion of the reverse engineering process back to the government.
3.1.4 SECURITY: All data acquired under this effort shall be treated as proprietary, and is not to be disseminated to any entity without prior written authorization from DMEA.
3.1.5 US BASED AND OWNED: The contractor shall be United States (US) based and US owned and shall provide evidence of being a US based service provider without foreign ownership, and shall not subcontract any of the work.
3.1.6 ITAR: The contractor shall be certified to receive export-controlled hardware by being International Traffic in Arms Regulations (ITAR) registered with the United States Department of State..
3.2 PROGRAM MANAGEMENT: None
3.2.1 TECHNICAL INTERCHANGE MEETINGS (TIMs): After reverse engineering the first PCBs PCB3a and PCB3b furnished by DMEA, the contractor (SPEA) shall conduct a technical interchange meeting to brief DMEA MEBE on the exact methods and workflows used to reverse engineer the PCBs with Flying Probe Testers, Leonardo software, and other software and hardware. SPEA shall brief DMEA on how their proprietary suite of hardware and software were used to generate Netlists, Schematics, CAD files, and a Bill of Materials of the PCBs furnished by DMEA, and shall provide a Microsoft PowerPoint presentation to DMEA with this information via DoD SAFE (Secure Access File Exchange). After this first meeting, SPEA may conduct technical interchange meetings (TIMs) with the government as they deem necessary in the performance of tasks. The content of the meetings can include the discussion of any information that has impact upon the task activities, including documentation contents or format. (A001).
3.3 TASK REQUIREMENTS: The contractor (SPEA) shall provide nondestructive Reverse Engineering services to DMEA, based upon the required specifications provided below.
3.3.1 NETLIST GENERATION: The contractor shall nondestructively provide a complete Netlist representing all metal traces and their connections, routing, vias, solder pads, and through holes in each PCBfurnished by the government to the contractor, subject to review by DMEA. The contractor shall deliver Netlists that are compatible with Altium Designer 20.0 software versions and above in a period of time not to exceed six (6) weeks from the date of receipt of the first pair of GFE PCBs, and six (6) weeks thereafter upon receipt of each subsequent pair of GFE PCBs. The contractor shall deliver Netlists to DMEA through DoD SAFE (Secure Access File Exchange) or a contractor proposed format agreed upon by DMEA. All components in the Netlist shall be correlated with a location on a digital map or image of the associated PCB. (A002).
