Performance Work Statement

Environmental Laboratory Services for

Bioenvironmental Engineering Flight (86 OMRS/SGXB)

Ramstein AB, Germany

29 July 2022

1.0 Introduction: In October 1992, the Overseas Environmental Baseline Guidance Document

(OEBGD) became effective and was later updated in 2007. This guidance document establishes environmental compliance standards based on minimum United States (U.S.)

standards and provides implementation guidance. In addition, the Department of Defense

Instruction (DoDI) 4715.05 establishes procedures for developing country-specific final governing standards (FGS).

The designated Lead Environmental Coordinator is tasked with developing and updating the Final Governing Standards (FGS) for all Department of Defense (DoD) components in that host nation (HN). The FGS is developed through a comparative analysis of HN and

OEBGD standards. The FGS includes only substantive criteria that are typically the more protective of the HN and OEBGD standards. Sampling is required by AFI and FGS to ensure environmental compliance.

The guidance set forth in Chapter 3 of the Final Governing Standards Germany (FGS-G) was followed to develop this Bioenvironmental Engineering annual environmental sampling plan. When no specific sampling/analytical methods were identified, appropriate

U.S. or “Standard Methods” were utilized in accordance with current professional practices.

2.0 Background: DoDI 4715.05, Environmental Compliance at installations outside the

United States, establishes policy and assigns responsibilities for managing environmental compliance to protect human health and safety outside the United States on installations under DoD control.

3.0 Description of Services, Period and Place of Performance: Services performed are the

FY22-25 sampling requirements in addition to any unscheduled sampling required for the missions. These services will be performed at Ramstein AB and additional sites that

Bioenvironmental Engineering (BE) supports. For unscheduled sampling events please base the price off the unit price listed in the sampling estimate (information only) worksheet. BE will notify the lab at least 3 weeks before sampling is required, to order a sampling kit for the FY22-25 schedule. For all other unscheduled sampling kits BE will notify the lab or contractor at least 1 week in advance. Once sampling has been completed

BE will schedule a time that the lab/contractor will pick up the samples from Ramstein

AB. This will be no earlier than 24 hours after sample collection, and no later than 48 hours after collection. Sample results should be sent to roderick.k.williams8.mil@mail.mil, brooke.a.tjulander.mil@mail.mil, and rebecca.m.peltzer.mil@mail.mil in English no later than 30 days after sample submission to the lab. The lab needs to be ISO 17025 certified as well to ensure compliance with government standards.

The only sampling services BE will not conduct are those required for Legionella sampling. This needs to be conducted and collected by a certified lab technician only, Ramstein AB does not have a certified person to conduct this sampling. BE will escort a contractor or lab technician around Ramstein AB to complete this sampling.

The kits/media will be mailed or delivered to:

4.0 Performance Objectives: Provide sample kits or media so BE can conduct FY22-27 sampling requirements and unscheduled sampling requirements. Legionella sampling will be conducted by a certified lab technician or contractor only, provided by the lab. BE will sample environmental health samples based on the sampling methods listed below. The lab will analyze environmental health samples based on the sampling methods listed below.

5.0 Deliverables / Schedule: The tables below show the complete breakdown of sampling requirements and needs. The FY22-27 sampling requirements samples are based on the BE sampling analysis plan. Some samples repeat on a non-yearly basis. This is noted in the number of samples/locations column. All unscheduled sampling is conducted yearly, these number of samples may increase due to the increase in government missions, and prices need to be based off the unit price listed on the sampling estimate (information only) worksheet.

6.0 The results need to be reported in English by a certified laboratory according to the method outlined in the environmental sampling method guide listed below. Sample results should be sent to roderick.k.williams8.mil@mail.mil, brooke.a.tjulander.mil@mail.mil, and rebecca.m.peltzer.mil@mail.mil, in English no later than 30 days after sample collection. The lab needs to be ISO 17025 certified as well as analyzing the results according to the method in the attached environmental sampling method listed below.
