Project Title: Install Mass Notification Systems (MNS) at AETC Campus Buildings Project Location: Vandenberg SFB, CA Base Project Number: XUMU 15-1068C
Date: 21 February 2024
1.0 INTRODUCTION
The Architect-Engineer (A-E) shall conduct field investigation and prepare a complete and usable Concept Design (35% Design) with all relevant design contract documents for the Government. This Statement of Work (SOW) sets forth the requirements for a full and complete design delivery method for this effort at Vandenberg SFB, CA. The A-E shall provide the Government with an engineering design for a Mass Notification System (MNS) at Air Education and Training Command (AETC) Campus Buildings 7425, 8173, 8175, 8195, 8250, 8290, 9190, 9192, 9334 and 9340.
1.1 CURRENT SITUATION
The group of buildings included in this project requires a means of distributing messages and notifications across the campus in emergency situations; the occupants [533 Training Squadron (TRS)] currently use a “runner” between buildings. The “runner” system has caused 533 TRS to fail safety inspections. This project involves the concept design for a Mass Notification System (MNS) in each of the listed buildings on the campus. The MNS shall connect Buildings 7425, 8173, 8175, 8195, 8250, 8290, 9190, 9192, 9334 and 9340, distributing messages, notifications, and instructions to personnel during emergency events.
There is existing communication ducting running to the individual facilities from the main communications line (see attached “Duct_Paths_Comm.pdf” map), but coordination with the Communications Squadron will need to be conducted to determine if there is space in the existing ducts to install the proper communications wiring for this project. Additionally, coordination with the Communications Squadron will be required to determine whether there is existing communications ducting running from Building 7425 to the main communications line.
2.0 SCOPE OF WORK
The A-E shall perform the services described in this document.
2.1 GENERAL DESCRIPTION OF PROJECT
The A-E shall investigate, research, and design a solution to bring the below issues up to code compliance and to meet all base, state, federal, and user requirements and standards. This is not a description of construction, rather a statement of performance. The A-E shall develop a Concept Design that researches the current situation and provides an engineering solution to meet these performance requirements with sufficient information to perform a Cost Analysis, Environmental Analysis, and Design Specifications.
The A-E’s scope includes all research, investigation, and design to:
2.1.1 Design to install MNS speakers for all areas where students and faculty need to be reached in Buildings 7425, 8173, 8175, 8195, 8250, 8290, 9190, 9192, 9334 and 9340. The A-E shall develop a phased work approach that will allow the buildings to remain occupied during construction.
