Limited Sources Justification EPIC Bridge Task Order (AT 25412)
I. Contracting Activity:
This Limited-Sources Justification (LSJ) supports a procurement action to be conducted under the authority of the Multiple Award Schedule Program (FAR 8.405-6). The procurement action is generated by the Office of Personnel Management (OPM) Office of Procurement Operations (OPO).
II. Nature and/or Description of the Action Being Approved:
The Office of Personnel Management (OPM) National Background Investigations Bureau (NBIB) provides background investigations (BI) for federal employees and contractors. OPM NBIB and the CIO NBIB Information Technology (IT) Program Management Office (PMO) utilize a suite of business applications that have different platforms and frameworks that allows for external federal employees and contractors, as well as NBIB staff and contractors, to manage the entire life cycle of investigative services.
NBIB is continuously modernizing and expanding this automated suite of systems (collectively referred to as EPIC) designed to support the investigative processes of NBIB and the personnel security processes of the Federal Government. Collectively referred to as “EPIC”; this represents the four core e- Government systems (E for e-QIP, P for PIPS, I for Imaging, and C for CVS), however, the EPIC suite includes all systems developed to meet current and future business and personnel security process needs.
NBIB has a recurring need for support in the areas of EPIC Operations to include production support, application integration and customization services as part of the Operations and Maintenance (O&M) application updates. These services are vital to maintain the security and functionality of the suite of systems within EPIC support related to enhancements to resolve defects and operational issues, implement patches and upgrades, implementation of Security Technical Implementation Guide (STIG) configuration standards, configuration and customization services, optimization of product performance to enhance end user experience, and additional technical services.
The services are currently provided under OPM Information Technology Support Services (ITSS) Blanket Purchase Agreement (BPA) Call OPM32-12-A-0024 / W0005 with Booz Allen Hamilton (BAH).
This competitively awarded BPA Call was issued for a one-year base period of performance and four (4) one-year option periods. The period of performance was extended at no additional cost to the government, and services will expire on December 21, 2017.
OPM requires these services be continued for a period of performance (12/22/2017 – 9/21/2018) of nine (9) months (six-month base period and one (1) three-month option period) commencing on December 22, 2017. In addition to FAR 52.217-9 Option to Extend the Term of the Contract, the resulting task order will include FAR 52.217-8 Option to Extend Services which, if exercised, could extend the period of performance by up to six (6) months at a value consistent with the task order’s established FFP.
A lapse in service would be detrimental to the mission of OPM, specifically to NBIB’s systems that support the process of conducting background investigations.
III. Supplies or Services Required to Meet the Agency's Needs (including estimated value):
The services required under this bridge effort are to maintain the viability and efficacy of the EPIC suite of tools. The O&M technical support services provided includes, but is not limited to, defect fixes and resolutions of operational issues. The O&M team responds to defects and operational support issues submitted through the OPM approved incident management system or change management system, Limited Sources Justification EPIC Bridge Task Order (AT 25412)
Other activities include, but are not limited to, the following:
Provides statistical analyses based on system performance and activities Assists in implementing system and application maintenance; Commercial-off-the-shelf (COTS)
; application modifications; user accounts; SAN and EMC monitoring and maintenance (as requested)
Provides information relating to management inquiries Assists in the transfer of software applications between development, test, and production environments
The aggregate estimated value of this procurement is .
IV. Authority and supporting rationale, and a demonstration of the proposed contractor’s unique qualifications to provide the required service:
FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The services required under this bridge effort are to maintain the viability and efficacy of the EPIC suite of tools. Booz Allen Hamilton (BAH) is the only source who can provide the continuation of these services ensuring no break in services provided and minimizing the risk to the EPIC suite of tools based on the following:
BAH is proficient in the suite of tools that encompass the EPIC system. The core services being provided is centered on providing operations and maintenance to these systems to ensure their functionality. BAH is the only source capable of providing these services at this time without significantly risking the operations of these systems as transition would require the new vendor to be fully vetted and versed in the current state of EPIC with the OPM framework.
The BAH workforce is fully trained, dedicated and familiar with all OPM policies and procedures and thus would require no transitional support to continue providing these services during the shortened bridge period represented herein. Additionally, by providing staff on site the incumbent has a fully functional workforce within OPM with the proper certifications and security clearances necessary to provide the entirety of the scope of work services.
The time and effort required to competitively award for a bridge of such short duration would not be recouped through competition; and would result in a significant risk to the agency in terms of time, cost and break in services being performed. The incumbent has provided the required services for numerous years via a competitively awarded task order. No other contractor has the capability to continue to provide OPM with these critical services with no transition time required.
V. Determination by the Contracting Officer that the Anticipated Order Represents the Best Value:
Based on the nature of the requirement, the solicitation will be issued to a single source, BAH, under GSA Schedule Number GS-35F-386DA. Competition will not be sought. In order to determine that the anticipated order will represent the best value, the contracting officer and requesting activity will compare the requirement and subsequent pricing to historical pricing. Additionally, the vendor will be requested to provide any discounts available beyond the published GSA price. Per FAR 8.404(d) pricing provided on the Federal Supply Schedule are already determined to be fair and reasonable.
