Statement of Work (SOW)
Mexican spotted owl (MSO) Surveys for MSO surveys on Springerville and Alpine Ranger Districts
Introduction
USDA-FS Apache-Sitgreaves National Forests has a requirement to complete Mexican Spotted Owl (MSO) surveys for PACs
(Protected Activity Centers) and inventories of other areas within timber and fuels management units. Survey areas in this contract would be on the Springerville District (see attached map).
The following statement of work describes each required task in detail including background statements, statement of work, methodologies, required qualifications/certifications/permits, Forest Service furnished items, contractor furnished items, and timelines for completion of each task.
We will consider any proposal that attempts to specify a number or percent of PACs or inventory area units as limiting the flexibility of the Government, and we will exclude these proposals from consideration.
Given the inherent need for animal survey data to be accurately inventoried, with the contractor understanding that unknown conditions may exist and arise across a national forest from season to season, the Government will make its best attempt with current available information and access to survey sites. Notwithstanding the Government attempts, the contractor shall be ultimately responsible for gaining access to the survey sites designated. For example, contractors may experience downed trees on roads and need to be prepared to access sites regardless. Access may require the Contractor to remove fallen debris
(trees, rocks, etc.) from the access roads to the survey areas, at Contractor expense. Some of the survey area is in a Wildlife
Quiet Area that does not allow motorized vehicle use without permit. The roads may not be drivable with a high clearance vehicle or an ATV. Other roads may be closed to vehicular use (maintenance level (ML) 1) or inaccessible by motorized vehicles for other reasons. Contact the contracting officer (CO) to request removing trees with the decimal degree location of the trees, and the Contractor shall notify the COR, district biologist, and the Ranger District Fire Management Officer (FMO), see if this is an action the District will allow. If the CO indicates use of chainsaws to remove trees is permissible, the
Contractor shall have personnel trained in proper use of chainsaws, with the proper protective equipment (see Section H).
If the survey sites are less than two miles from the debris blocking the road, the Contractor may elect to properly park a vehicle and walk to the survey site rather than remove the fallen tree from the road. All such activity is at no additional cost to the Government. The Contractor is responsible for factoring into their total price the occasional need to remove debris from a roadway or walk to the survey site.
Please include your surcharge for walking into a survey site more than 2 miles (pre-award).
Please provide a copy of your permit from the U.S. Fish and Wildlife Service for Mexican spotted owl surveys. Crew leaders must be on the permit.
BACKGROUND
Mexican Spotted Owl Monitoring – Mexican spotted owl primary activity centers (PACs), habitat not previously surveyed using the U.S. Fish and Wildlife Service survey protocol, and un-inventoried potentially suitable habitat within the Districts boundary. Survey efforts are required to comply with law, regulation, and policy. Due to the large size of the area, the limited capacity of the existing workforce, and limited time prior to implementation to meet the requirements of the MSO recovery plan and survey protocols, it is necessary to seek outside sources to assist in completing the large survey workload associated with this project.
Location: Apache-Sitgreaves National Forest, Springerville/Alpine Ranger Districts
LOCATION AND DESCRIPTION
The Apache Sitgreaves National Forests (ASNFs) is located in east-central Arizona approximately 220 miles northeast of
Phoenix, Arizona. Please also see maps in this statement of work.
TECHNICAL SPECIFICATIONS
Mexican Spotted Owl Monitoring and Habitat Assessments - The work to be completed would be to use the protocol in the
2012 recovery plan protocol (available here:
https://www.fws.gov/southwest/es/NewMexico/documents/SP/Mexican_Spotted_Owl_survey_protocol.pdf), to survey PACs and inventory areas outside of PACs on the Alpine, Black Mesa, Lakeside and Springerville Districts. See attached maps with a description of survey effort. Please note that estimated/mapped call points are preliminary, but survey effort will not vary more than 10% from what is presented. This work must be completed during the 2021 and 2026 MSO breeding season from
March 1 through August 31. Work includes performing 4 nighttime visits to a PAC to confirm absence.
The monitoring crews will coordinate with the appropriate Ranger District Biologists prior to starting work on their Districts.
All monitoring work will be documented on data forms provided by the Forest Service.
A copy (digital or paper) monitoring data forms must be submitted within a week of fieldwork, with final scanned versions and the originals submitted by December 31, 2021 and 2022 and following option years of the applicable survey year to the Contracting Officer.
• All fields of the data forms must have an entry, including the comments field.
• Owl detections must describe detections in comments, and no detections must describe survey effort.
• Species, sex and age of owls detected, bearing and coordinates of all response locations, time owl was first detected and type of call heard
• Each survey form must include a map with call points GPS’ed
• All daytime follow up visits must include of map of area search
• Preference will be given to a contractor who can also provide time stamped track lines.
• Data forms must include all known owl locations and locations of where surveyors detected owls and the detection method.
• Locations of active MSO nest and roost sites shall be plotted on the topographic map and shall be crossed-referenced in the summary report and documented on roost or nest form provided by the Forest.
• Habitat assessments will include the following:
- Photopoints
- General description of the habitat type (major plant species, vegetation structure, elevation, slope)
- List of plant species within survey plot area
- Canopy Cover
- Ground Cover
- Basal Area
The number of habitat assessment points will vary across a survey area. No less than 4 habitat assessment points will be done per survey area/PAC.
Contractor must submit a final report to Contracting Officer by December 31, 2021 and December 31 of the following applicable survey years. Components of the report must, at minimum, include:
• GIS locations of detections in the written report
• Modifications of call points with rationale
• Suggested boundaries of newly-suggested PACs or PAC modifications with nest cores
• Habitat description
• ship file in decimal degrees NAD 83 with modified points, owl detection locations, nests, roots, suggested PAC and core boundary changes or additions (if applicable), with the following text for PACs:
o Field: PAC name or inventory area name as provided
Location: Apache-Sitgreaves National Forest, Springerville/Alpine Ranger Districts o Field: date of confirmed occupancy or no occupancy with most up-to-date-sighting/audio o Field: Occupied, Unoccupied o Field: decimal degree locations of audio response, roost, nest, or visual of owl (2 fields, x, y) o Field: Site type: Audio, Roost, Visual. Nest, Nest stand (priority: nest, then roost, then visual, then audio) o Field: Age/sex of the owl. Male, female, or Pair.
o Field: Reproductive status- number of nestlings or fledglings (descriptive text)
Contractor must submit digital GIS data in decimal degrees in NAD 83 for the data described above for the datasheets and report by December 31, 2021 and December of the applicable survey years.
**Owl detections in PACs shall be reported to the district wildlife biologists within 24 hours.
**Contractor must notify district wildlife biologists and the COR if an owl or nest outside of a PAC is found that would trigger forming a new PAC within 24 hours so arrangement can be made for Forest Service personnel to accompany the contractor in the field and check this location within the required 24 hours.
Field crews need to obtain permission from district rangers to exceed the 14 day camping limit on the ASNFs.
Field Crew need to obtain permission to access closed roads.
If fire conditions become extreme the Districts may be under total fire closure during the 2020 and 2021 MSO field season. In that case, the contractor may be given specific written permission to continue survey work during a potential closure.
Methodology
Mexican Spotted Owl Monitoring - All monitoring will be completed according to established protocol (available here:
https://www.fws.gov/southwest/es/NewMexico/documents/SP/Mexican_Spotted_Owl_survey_protocol.pdf) to determine occupancy/absence, nesting status and reproductive success.
All required forms shall be completed in accordance with the protocol requirements and as stated above.
Any spotted owl nest or roost trees located shall be photo-documented in daytime on digital format and labeled with Ranger
District, decimal degrees in NAD83, content of photo and date. Photographs must have time and date stamp and preferably GIS location stamp. Nest form must be complete.
Forest Service personnel will accompany the contractor in the field to verify any new owl/nest locations and/or verify occupancy for up to 10% of occupied PACs.
All incidental detections of active raptor nests where the nesting species can be is confirmed should be GPS’d and documented on the daytime or nighttime form.
All original digital data/photos shall become property of the Government.
