ARV Contract Walkthrough
Outline
• Contract Vision, Strategy
• Section B: Possible CLIN Schedule and Order Arrangement
• Section C: Statement of Work and Project Execution Plan
• Section F: Key Deliverables
• Section H: Special Contract Requirements
Note: The content of each section, as presented, is not final. It is subject to change based on internal NSF decision and industry feedback. Example items are for demonstrative purposes only.
NSF is considering an Indefinite‐Delivery, Indefinite‐ Quantity (IDIQ) Contract
Federal Acquisition Regulation IDIQ Requirements:
• Minimum Order: Fulfilled by Final Design Phase.
• Maximum Ceiling: To Be Determined.
• Contract Types: Order dependent.
Rationale:
• IDIQ orders can align with requirement phases.
• Provides flexibility in fulfilling future requirements.
• Negotiation, award, administration, of orders versus singular, larger contract.
Potential Timeline:
• RFP Release: 3rd‐4th Qtr CY2023
• Award: Ensuing Qtr

Section C: SOW Overview
1) Design Stage: Final Design Phase
a) Complete the Final Design, including advancing the Preliminary Design to a Bid Design and eventually the Contract Design.
b) Select and Engage a Ship Builder for value engineering during the Final Design Phase and an option to construct the ARV.
c) Update the Project Execution Plan (PEP) and Support the Final Design Review (FDR).
d) Prepare and submit proposals for specific construction stage task orders as requested by NSF.
2) Construction Stage – Advancement to this stage is subject to NSF approval to advance and Congressional Appropriation of Funds.
a) Assemble the team to manage and oversee all phases of the construction stage.
b) Detail Design Phase
a) Contract with Ship Builder, Sub‐contractors and Vendors.
b) With Ship Builder – complete Detail Design, 3‐D Modeling and Construction Drawings.
c) Submit design to regulatory bodies for approval.
d) Ensure long lead‐time procurements completed per schedule.
e) Prepare for and participate in a Production Readiness Review.
2) Construction Stage
c) Construction (Fabrication) Phase
a) Ensure Quality Control with appropriate on‐site team to carry out inspections and support the construction schedule.
b) Manage Ship Builder Contract and construction activities with oversight, progress meetings, reporting and change control processes.
c) With the Ship Builder, hold appropriate ceremonies for Keel Laying, Launch and Christening.
d) Ensure Test and Trials plan is in place and executed to support delivery of a completed ARV that meets all specifications, regulatory and contract requirements.
e) Support preliminary acceptance by NSF and delivery of ARV to NSF and the NSF selected Vessel Operator.
2) Construction Stage
d) Transition to Operations & Warranty Period Phase
a) Assemble appropriate team for management of the Warranty Period, sea trials, ice trials, post shake down availability and delivery to home port in Chile.
b) Work with Vessel Operator to ensure ARV is properly outfitted and prepared for crew training, sea trials and ice trials.
c) Coordinate with NSF and Vessel Operator to plan for and ensure appropriate expertise and resources are available for Science Sea Trials and Ice Trials.
d) Track Warranty issues and support Ship Builder and Vendor efforts to correct issues.
e) Work with Vessel Operator to plan for and conduct a Post Shakedown Availability (PSA) prior to end of Warranty Period.
f) Support delivery of ARV transit to home port and final acceptance by NSF.
Section F: Key Deliverables & Performance
• Service Contract Labor Standards and Wage Determinations
• Furnish applicable wage determinations for each task order.
• Update these determinations annually, where required.

• Configuration Controls
• Governs how changes are made to the project plans.
• Provide appropriate flexibility at the appropriate level of responsibility
• Processed in the “Change Management System”
• Section H: Special Contract Requirements Ship Builder Competition
(Subject to Change) Process and Approvals
• Integrator: responsible for administering, conducting competition.
• Furnish a competition plan for NSF approval.
• Market research, draft contract document, competition method.
• Execute the plan.
• Evaluate offers, prepare a recommendation with rationale.
• Submit to NSF for approval. Pending approval, subcontract is awarded.
Oversight, Privity of Contract
• NSF, the Integrator, and Ship Builder are present and participate in relevant discussions.
• NSF requires the ability to, when necessary, speak to the Ship Builder directly.
• NSF will not have privity of contract with the Ship Builder, technical direction flows from the
Integrator.
Flow‐Down Clauses: process to address prohibitively burdensome flow‐down requirements.
Research Infrastructure Guide (RIG) Overview ARV Industry Day
Matthew Hawkins, Head, Research infrastructure Office
July 12, 2023
Research Infrastructure Guide (RIG) ‐ Overview
• ARV is considered a Major Facility (TPC > $100M):
oRIG applies > requirements documented in contract terms & conditions o2024 update will make RIG “award instrument neutral”
• Final Design Phase and Construction Stage Remain:
o2.3.3 – Final Design Phase o2.4 ‐ Construction Stage o3.4 ‐ Project Execution Plan (PEP) o4.2 ‐ Cost Estimating and Analysis; Risk & Contingency Planning (GAO Guide) o4.3 ‐ Schedule Development, Estimating, and Analysis (GAO Guide) o4.6.6 – Project Personnel and Competencies o6.2 ‐ Risk Management, Quantitative Risk Analysis o6.8 – Guidelines for Earned Value Management Systems
* https://www.nsf.gov/pubs/2021/nsf21107/nsf21107.pdf
Major Facility Performance Oversight
RIG Section 4.6
• Final Design Review (FDR) ‐ Project Management & Technical
• Independent Cost Estimate (ICE) – Conducted by NSF
• EVMS Reviews – “Verification & Acceptance” prior to construction start
• Monthly Reporting – Standard format for Construction Stage
• Annual Construction & EVMS “Surveillance” Reviews
• Incurred Cost Audits – Cognizant Audit Agency
Cost, Schedule & Risk Management – Key Points
• Cost ‐ “Well Documented, Accurate, Credible & Comprehensive”
• Schedule ‐ “Well Constructed, Comprehensive, Credible, Controlled”
• Known Risks & Contingency:
oContingency – “A budget held separately (from the baseline) to manage known risks in aggregate” oConsider known risks (known‐unknowns) and cost uncertainties oProbabilistic risk analysis (Monte Carlo) in 70‐90% confidence range oNSF may hold up to 100% of the budget contingency
• Scope Management ‐ Reductions (total 10% of baseline) & Opportunities
• NSF holds the risk for unforeseen events (unknown‐unknowns)
Earned Value Management System (EVMS)
RIG Section 4.6.3.6
• EVM is Vessel Integrator’s Project Management Tool:
oWhole project > Subcontractors provide monthly cost & schedule data
• If constructed and utilized properly, it will satisfy NSF oversight
• Transparency and reliability of metrics > No contract penalties for negative CPI/SPI/Variances
• NSF does not recognize EVMS “certification”:
oMay be beneficial in meeting NSF EVMS Verification, Acceptance and Surveillance requirements, if leveraged o Establish the EVMS during the Final Design Phase
• Standard Industry 32 guidelines (EIA‐748):
o Tailored application encouraged and expected!
