About this file

This is a Request for Information (RFI) from the Army Transportation Command (ARTRANS) seeking industry input on Commercial Off-the Shelf (COTS) solutions for vetting freight carriers in the Freight Carrier Registration Program (FCRP). ARTRANS manages approximately 1,000 registered transportation service providers (TSPs), including over 800 commercial motor carriers, of which approximately 50% are brokers, logistics companies, or freight forwarders. The RFI aims to identify viable COTS systems that can modernize and streamline the vetting, registration, and audit processes for domestic freight carriers supporting the Department of War, with the goal of providing ARTRANS personnel near-real-time information on TSP operations and compliance.

Responding entities should address COTS solutions that facilitate initial vetting of asset-based motor carriers, brokers, logistics companies, and freight forwarders by assessing USDOT operating authority currency and history, FMCSA safety ratings, current liability insurance, SCAC Online registration, and operational history including fraud indicators. Solutions must eliminate manual processes and hard-copy certificate use, ensure ongoing compliance monitoring, consolidate multi-source data, provide real-time notifications of compliance changes or disqualifying events, integrate with the Global Freight Management System, and offer metrics and fraud identification capabilities. Required data elements include SCAC codes, USDOT operating numbers, proof of insurance, performance bonds, Unique Entity Identifiers, FMCSA safety ratings and CSA compliance, hazmat certifications, power unit counts, broker fraud indicators, SAM.gov Excluded Parties List crosschecks, and small business status verification. Solutions must rely on legally accessible commercial data sources without requiring new federal data sharing agreements and must comply with DoD cybersecurity requirements including RMF, FedRAMP Moderate/High for cloud solutions, zero trust architecture, and Privacy Act requirements. Responses are due by September 1, 2026, in PDF format and should include company name, point of contact, relevant experience, solution overview, availability details, customization capabilities, integration requirements, security features, support and maintenance options, and indicative pricing information. Respondents should direct questions to usarmy.scott.artrans.mbx.carrier-registrations@army.mil. This RFI is for informational purposes only and does not constitute a solicitation or binding commitment.

Request for Information (RFI): Commercial Off the Shelf (COTS) Solutions for Freight Carrier Vetting in Support of the Army Transportation Command’s (ARTRANS) Freight Carrier Registration Program (FCRP).

1. Purpose

The Army Transportation Command (ARTRANS) is seeking information from industry regarding Commercial Off the Shelf (COTS) systems, software, or programs capable of assisting in the vetting of commercial transportation service providers (TSP) for participation in the ARTRANS Freight Carrier Registration Program (FCRP). The purpose of this RFI is to identify viable solutions that can enhance the registration, vetting and audit processes for domestic freight carriers supporting the Department of War (DoW).

2. Background

The FCRP ensures only qualified and compliant commercial TSPs participate in DoW domestic transportation operations. This program currently encompasses approximately 1,000 registered TSPs, including more than 800 commercial motor TSPs. All DoW shipments moving under the Domestic Tender Program are required to utilize one of these approved providers.

Of the 800+ registered motor TSPs, approximately 50% are brokers, logistics companies, or surface freight forwarders. These TSPs may utilize subcontractors who are not FCRP approved.

ARTRANS seeks to modernize and streamline vetting and auditing processes by leveraging COTS solutions that can provide ARTRANS personnel with critical information related to TSP operations and compliance in near-real time.

All FCRP-approved TSPs must meet the requirements of the program laid out in the FCRP Welcome Package and the Military Traffic Unified Rules Publication (MFTURP-1), both located on the ARTRANS public website at https://www.army.mil/artrans#org-industry.

Upon approval to participate in the program, TSPs are subject to regular audits to ensure registration information is accurate and the TSP remains in compliance with FCRP requirements. Non-compliant TSPs are removed from the program and cannot move DoW freight until all programmatic requirements have been met and reverified.

3. Scope

Responding entities are requested to provide information on COTS solutions that:

https://www.army.mil/artrans#org-industry

• Facilitate the initial vetting of commercial TSPs, to include asset-based motor carriers, brokers, logistics companies and freight forwarders. Initial assessments need to include:

o Currency of USDOT operating authority o Length of time the company has held its USDOT operating authority to include a history of any lapses in authority o Assessment of the company’s FMCSA safety rating o Current liability insurance coverage o Registration in SCAC Online and verification is linked to the applicant o Assessment of the company’s operational history and broker/carrier fraud indicators.

• Eliminate manual processes, use of hard copy certificates, and need to access multiple external systems and/or websites by ARTRANS personnel.

• Ensure ongoing compliance with program requirements for FCRP-approved TSPs (listed above and in Paragraph 4).

• Gather and consolidate information from a variety of sources to accurately reflect TSP compliance.

• Push information related to and provide notification of changes in documentation, disqualifying events, and/or inability to meet program requirements for registered TSPs to ARTRANS in real-time.

• Support integration with current government transportation systems and program requirements.

• Are available as subscription services or through direct electronic links to the existing Global Freight Management (GFM) System Freight Carrier Registration Program application.

• The service should provide metrics and notifications for user-selected TSPs.

• Help identify and prevent fraud.

• The system is intended to support program compliance monitoring and risk identification; it does not replace law enforcement or investigative processes.

4. Required Data Elements

To participate in the FCRP, TSPs must have:

• Standard Carrier Alpha Code (SCAC)

• US Department of Transportation (DoT) issued Operating Number with active authority to operate as a motor carrier for hire

• Proof of insurance

• Performance bond

• Unique Entity Identifier (UEI) issued by SAM.gov

• Federal Motor Carrier Safety Administration (FMCSA)-issued Safety Rating for asset-based TSPs

• FMCSA Compliance, Safety and Accountability (CSA) Program threshold compliance

• Hazmat certification information (if applicable)

• Power Unit count from FMCSA SAFER

Additionally, ARTRANS seeks:

• Safety-related analysis for non-asset based TSPs (e.g., broker fraud indicators, poor carrier selection patterns, subcontractor vetting, etc.).

• SAM.gov Excluded Parties List (EPL) crosscheck

• Small Business status crosscheck

• Fraud protection and data discrepancy identification

Solutions should rely on legally accessible, commercially available data sources and must not require new federal data sharing agreements
