The contract is structured as a term contract with an initial term and the potential for renewal for up to five successive one-year periods or multiple renewal periods totaling no more than five years, subject to mutual written consent and Attorney General approval.
Pricing must be submitted on a separate sealed cost proposal using a blended hourly rate that includes all travel costs, with a minimum acceptable technical score of 70 percent (49 of 70 possible technical points) required for proposal qualification. The vendor must provide a flat annual rate for the common shared GIS platform and separate billing for hours worked supported by different funding sources. Evaluation will be based on a total of 100 points: 70 technical points allocated across Major Goals and Objectives (23 points), Supplemental Goals and Objectives (5 points), Special Projects Goals and Objectives (2 points), Mandatory Project Requirements (10 points), Qualifications and Experience (20 points), and Online Presentations (10 points); and 30 cost points. The vendor must provide documentation of experience managing federally funded broadband infrastructure programs of comparable scope and complexity within the past three years, obtain necessary state and federal debarment clearances, register with SAM.gov, maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, and comply with all applicable federal, state, and local laws. All records, information, documents, data, maps, materials, and reports generated under the contract remain the property of WVDED/Office of Broadband, and the successful vendor's entire proposal and resulting contract are public documents subject to disclosure under West Virginia Code and Freedom of Information Act provisions.
