Issues addressed may include disputes over real property valuation, declarations of marriage and common law marriage assertions, failure to file inheritance tax returns, failure to pay inheritance tax due, validity of wills, and asset distribution and resulting taxability.

Prospective law firms must demonstrate a minimum of ten years of experience with Pennsylvania inheritance and estate tax law and general competency in estate and probate matters. All attorneys providing services must be admitted to practice before the Supreme Court of Pennsylvania and maintain good standing. Firms must confirm litigation experience with the Inheritance and Estate Tax Act of 1991, the Probate, Estates and Fiduciaries Code, the Wrongful Death Act and Survival Act, and demonstrated familiarity with Orphans' Court practice and federal estate tax law. Law firms must disclose all existing or potential conflicts of interest, maintain professional liability insurance in amounts customary for their size and practice area, and acknowledge compliance with the Office of General Counsel's Conflict Waiver Policy and Standard Contract for Legal Services. The questionnaire also requires firms to describe their use of artificial intelligence and automated technologies in legal service delivery, including data security measures and protections ensuring Commonwealth data ownership.
