About this file

This is a Vendor Accessibility Checklist document from a state or local government entity establishing digital accessibility requirements for contracted vendors and service providers. The checklist outlines mandatory compliance standards that vendors must meet when providing documents or digital content to the State, specifically requiring adherence to Web Content Accessibility Guidelines (WCAG) 2.1 Level A and AA standards, with PDF documents meeting PDF/UA compliance requirements. Vendors are required to demonstrate their accessibility commitment through a formal statement and must detail their assessment methodologies, which may include automated testing tools, manual testing, or screen reader software such as JAWS, JawsInspect, or CommonLook. Additionally, vendors must be prepared to provide compliance reports documenting the accessibility of products they create and designate a specific contact person within their organization responsible for addressing accessibility-related inquiries.

The checklist serves as a pre-award evaluation tool to ensure vendors have the capability and commitment to deliver accessible digital products and services throughout the contract term. Vendors are expected to reference the accompanying Vendor Accessibility Guide and Web Content Accessibility Guidelines 2.1 documentation when responding to these requirements. This accessibility verification process appears to be a standard prerequisite for contract award, establishing baseline expectations for digital content and service delivery that comply with applicable accessibility standards and regulations.
