About this file
This document is an Information Security Brief (Version 6) issued by Empire State Development (ESD) that establishes mandatory security standards and compliance requirements for all vendors, contractors, and third-party partners engaged in contracts involving data or IT components. The brief outlines comprehensive security protocols that must be implemented within 30 days of contract signing and integrated into project plans as documented milestones. All parties working with ESD or ESD's contracted vendors are required to comply with ISO Standards 27001, 27005, and 27035 concerning the protection of ESD's network, data, and information systems. Additional requirements include establishing monitoring processes for third-party compliance, implementing Identity Access Management with authentication and transaction auditing capabilities, providing documentation certifying supply chain vendor compliance with applicable ISO standards, adhering to GDPR standards for data collection and protection when applicable, complying with New York State and Federal Cyber Security and Information Security Policies and Laws, documenting all third-party access to ESD data or information systems, and managing information communications to maintain data security.
The document permits vendors to demonstrate compliance using comparable security standards subject to approval by ESD's Chief Information Security Officer (CISO). The brief also establishes that all use of artificial intelligence must comply with applicable State and Federal Laws and ESD policies. This security framework applies specifically to the Quantum Technology Commercialization Hubs project, under which ESD anticipates awarding up to $60,000,000 in total funding (approximately $15,000,000 per award) to up to four qualified organizations selected to establish regional quantum technology commercialization hubs. The complete IT Deliverables Standard providing additional specific requirements will be provided to prospective vendors upon request.
