About this file

This request for information solicits proposals for a three-phase cockpit avionics demonstration program for CH-47F/MH-47G Army helicopters. The demonstration seeks remote large format displays, adjunct and mission processing units, a flight control computer, sensor control software, and tablet support hardware with cybersecurity capabilities. Responses are due 3 April 2024 with evaluations complete by May 2024. Phase one involves a palletized demonstration in 2024 and phase two includes a prototype installation on a CH-47F by April 2025. The technical readiness of proposed solutions should be TRL 5 or higher. Respondents should provide details on solutions, timelines, costs, and data assurance levels in a 25-page white paper following the specified format. The demonstration aims to evaluate options for modernizing cockpit systems with open architecture solutions.

Appendix A

Desired Specifications and Requirements

In addressing the PEO Aviation Reference Architecture, all specifications and requirements here are negotiable and are provided to inform the respondents of a proposed framework of the architecture. Questions regarding any specification or requirement contained in this appendix should be directed to the POC(s) listed in the RFI.

A: Remote, Large Format Multifunction Displays

• <20 lbs. each, Redundant (If Applicable)

• Input power +28 VDC display power or 115 3Ph VAC

• Power dissipation 150 W maximum, 350 W maximum (if an LCD heater on)

• Mounting compatibility with MH/CH-47 structures

• Cooling: internal fans

• Storage temp. -54° C to 95° C, Operating temp. -40° C to 71° C

• MTBF >15,000 operating hours (AIF environment)

• Brightness 0 - >300 fL

• NVG compatibility MIL-STD-3009, Class B and MIL-L-85762A, Class B

• Certification Developed to ARP-4754, DO-254 DAL A, DO-178C DAL A/B, TSO (If applicable)

• Video inputs: Redundant ARINC 818, SMPTE 292/424, DVI or display port, or propose video architecture compatible with adjunct and mission processing.

• Connector(s) I/O and power MIL circular connectors or proposal should indicate intent of other solution.

• User Interface: Bezels, Rocker, Knob, Touchscreen or propose other solutions.

B: Adjunct High DAL and Data Assurance processing: I/O by type (Minimum Requirements listed).

Basic intent is obsolescence mitigation, replacement of the GPPU (PSM/VPM) and increased technological capabilities, and MOSA principles.

ARINC-818 Tx 4 SMPTE 292 Rx/Tx 8/5

Adjunct High DAL and Data Assurance processing/video capabilities:

• Safety Critical Processing

• ARINC 653 Partitioning Capable

• Processing DMIPS >87000

• 3U CCAs

• RTOS Capable: Propose solution.

• Safety Critical Ethernet Switching

• Safety critical graphics processing and rendering: 2D/3D GPU as defined by the proposed architecture.

• Safety Critical A661 Cockpit Display System (CDS)

• Platform shall be capable of internal/external simultaneous Video and Graphics fusion/merge capability.

• Streaming Video input/output (Option/Required)

C: Low DAL and Data Assurance Mission Processor:

This will be a less hard requirements driven request, and will focus more on MOSA enablers, 3U form factor card server computers, with many of the same physical I/O and protocols as above, but the intent of this portion of the RFI is to seek more open competitive approaches, than dictate by requirement of the high DAL/DAL LRU above. Intent is to seek information on an LRU which enables rapid “function on card” capability insertion, and open systems third party access.

D: High DAL and Data Assurance Flight Control Computer:

The RFI seeks a form fit function replacement/alternative part/LRU for the current CH-47 flight control computer. (125-VR100-14) The LRU will have to have a DO-178 certified (or artifacts supporting certification) RTOS and be capable of hosting Boeing DAFCS software (ICD and ability to enter NDA working agreements with the Boeing will be required).

E: 3rd party COMM/NAV/Surveillance/DVE sensor control software:

Proposed Solution(s) should be a highly modular open systems approach, using microservices, rapid integration capabilities, and be vendor agnostic. The preferred solutions will have software that can adapt to new capabilities, and functions, from multiple vendors, and facilitate seamless integration, while being in the host environment(s) of the adjunct processor and mission computing environments of B and C above. For control of the DVE sensor integration, this should be able to interface with the SNC DVEPS system software, while being hosted within the aircraft’s computing environment, and be able to be modified using the Collins Aerospace ARINC 661 3rd party integrator tool kit.

F: Tablet support hardware and software with cybersecure data transferring and network data exchange capabilities:

The solutions should enable communication to and from mission planning and situational awareness tablets. They should be cyber security enabled, allow situational awareness data to pass from the aircraft to the tablet, and mission plans, and other data to be passed from planning software to the aircraft OFP, and SA software. Solutions may be hard wired/cabled, Wi-Fi, Bluetooth, etc, as long as cybersecurity and data handling requirements can be met. ARINC 615 processes and others may be considered.
