About this file
This document is an Appendix outlining electronic transaction fee requirements applicable to Department of General Services (DGS)-controlled procurements in Maryland, including statewide and agency-specific contracts. The appendix establishes mandatory reporting and payment procedures for contractors engaged in sales under DGS contracts, with an effective date of January 2026. The specific contract referenced involves construction services at the BWI MARC Station, encompassing pavement improvements to the bus loop, installation of concrete speed humps, inlet and culvert repairs, as well as installation of a draft air curtain and ten automatic door openers at station entrances.
Contractors are required to remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount within forty-five (45) calendar days following each reporting period. The fee must be calculated on gross invoice amounts minus returns or credits, and contractors are prohibited from charging this fee separately or identifying it as a distinct line item on customer invoices; instead, the fee must be incorporated into contract unit prices. Payment may be submitted via ACH transfer to the Comptroller or by check to the Department of General Services Fiscal Services Division at the specified Baltimore address. Simultaneously with payment submission, contractors must provide a Monthly Usage Report in Microsoft Excel format documenting all contract sales to the designated email address. Failure to timely and accurately remit the electronic transaction fees constitutes default under the contract.
