About this file

This is a Pharmacy Benefit Claims Monitoring Questionnaire appendix for the Kentucky Employees' Health Plan (KEHP), designed to evaluate vendors bidding to provide pharmacy benefit claims analysis and monitoring services. The questionnaire seeks comprehensive information about prospective vendors' organizational structure, financial stability, experience, and qualifications to perform near real-time analysis of pharmacy claims to validate accuracy and identify errors. Vendors must demonstrate a minimum of five years of experience in pharmacy claims analysis, and those with less experience are automatically disqualified. Additionally, vendors must have previously performed this service for at least one client with prescription claim volumes equivalent to or exceeding KEHP's volume, and the questionnaire requires vendors to disclose their current portfolio of employer clients served directly for this type of service, broken down by employer group size.

The questionnaire includes mandatory disqualification criteria that eliminate vendors meeting certain conditions, including those currently performing annual retroactive audits for KEHP, those affiliated through common parent companies or shared board members with potential KEHP contractors (including insurers, third-party administrators, pharmacy benefit managers, or related entities under Kentucky Revised Statutes), and vendors unwilling to provide two years of audited financial statements and recent financial disclosures. Vendors must also disclose significant organizational changes from the past 24 months, anticipated ownership or business developments, and any structural changes that could impact service delivery, while providing an organizational chart with their proposal submission. The questionnaire further inquires whether vendors perform drug utilization reviews and requests a detailed history of experience with similar client bases comparable to KEHP.
