The contractor will provide all supervision, labor, equipment, tools, materials, and supplies for pruning and removing trees and palms within city rights-of-way, streets, alleyways, parks, and designated areas. Services may be performed near energized power lines and require properly trained and equipped personnel capable of working from hydraulic lift bucket trucks. Minimum requirements for proposal responsiveness include W-9 documentation, Sunbiz registration information, equipment lists, ten projects of similar scope completed within the past three years, staff resumes, and safety record documentation. Selection criteria allocate 30 points to cost, 20 points to location (with preference for vendors within 50 miles), 10 points each to staffing resumes, relevant experience, safety record, equipment, and arboriculture knowledge including continuing education. Proposers must provide certificates of insurance with minimum coverage of $1,000,000 commercial general liability and business auto liability, $2,000,000 excess liability, and appropriate workers' compensation coverage, along with a notarized indemnification agreement and human trafficking affidavit. The Contractor is solely responsible for establishing and maintaining safe detours and lane closures per FDOT MOT/TTC requirements. The Contractor is responsible for timely informing property owners when private drives will be closed or redirected. The City’s Safety Representative reserves the right to inspect all worksites and advise the Contractor or their representatives on adjusting the work zone, if needed.

The free arm shall be held with the palm of the hand above the shoulder level toward approaching traffic.
b. To direct stopped motorists to proceed, the flagger shall stand parallel to the road user movement and with flag and arm lowered from the view of the road users and shall motion with the free hand for road users to proceed. Flags shall not be used to signal road users to proceed.
c. To alert or slow traffic, the flagger shall face road users and slowly wave the flag in a sweeping motion of the extended arm from shoulder level to straight down without raising the arm above a horizontal position. The flagger shall keep the free hand down.
