3.0 Introduction:
NCTS HR DET Cutler is located in the coastal village of Cutler, Maine. Sixty-eight towers are located on-site. The towers range 90 feet to 1000 feet in height and require periodic inspection and maintenance. There are no elevators; thus, antenna mechanics (riggers) physically ascend the towers using stationary ladders and personal fall protection equipment.
4.0 Background:
4.1 Competent person training is needed to qualify new employees.
4.2 Competent tower-rescuer is needed to provide initial qualification for new employees and provide retraining for veteran rescue team members.
4.3 DET Cutler’s fall protection program is well equipped with personal protection equipment and tower rescue equipment. The program has a 30-plus year history. Navy firefighters and navy riggers train together and will respond together in the event of an actual at-height or tunnel rescue. The Fire Captain is the on-scene commander. All trainees are end-user qualified. All riggers and half of the emergency responder team are experienced tower climbers. Notably, DET Cutler has a sterling safety record for accomplishing at-height work. No at-height event has occurred in DET Cutler’s history that required deploying the rescue team and executing a tower rope rescue; however, the navy is still committed to ensuring the team is trained and equipped to the highest standards to respond, if needed.
