("Non-collusion Affidavit")

RETURN OF PROPOSAL GUARANTEE: Within ten (10) working days after award of the contract, the City of Whittier will return all proposal guarantees, except bonds, to their respective bidder except those accompanying proposals submitted by the three lowest responsible bidders. Failure to serve the protest upon the bidder subject to the protest is grounds upon which the City may deny the protest.

4. The protested bidder may submit a written response to the protest, provided the response is received by City before 5:00 p.m., within seven (7) calendar days after the Bid Protest Deadline or after receipt of the bid protest, whichever is sooner (the “Response Deadline”).
