About this file
This document is a Statement of Objectives (SOO) for an Autonomous Mobile Robot (AMR) Sorting solution to process Non Machinable Outside (NMO) parcels that are too large or heavy for traditional parcel sorting equipment. The United States Postal Service (USPS) is seeking an already developed and proven AMR Sorting solution that can be deployed with minimal infrastructure requirements beyond electrical and data connections.
The key requirements for the AMR Sorting system include processing up to 1,200 parcels per hour, handling parcels up to 70 pounds with no maximum dimensions, sorting to 300 unique destinations, and supporting Postal Service Material Transport Containers. Suppliers are required to provide a system overview, cost information including equipment, installation, and support costs, as well as estimated lead times. Interested suppliers must register in the USPS eSourcing portal and submit responses by August 29, 2024.

1. Introduction
This Statement of Objectives (SOO) defines the United States Postal Service (“Postal Service” or “USPS”) objective of an Autonomous Mobile Robot (“AMR”) Sorting solution for sorting Non Machinable Outside (“NMO”) parcels that are too large (total volume) or heavy for traditional parcel sorting equipment. This system will be referred to as an AMR Sorter throughout this document. The Postal Service is requesting already developed and proven solutions from the industry that can be implemented with little to no infrastructure requirements outside of electrical and data connections.
2. General Overview
The Postal Service is looking for an alternative sorting solution using the latest AMR technology to process NMO’s. Currently the Postal Service utilizes traditional parcel sorting systems or manually sorts NMO parcels. Traditional systems are large, expensive, and not cost effective for high-volume sorting operations.
3. Scope
The scope of this SOO is to outline potential AMR Sorter solutions for the Postal Service to review and consider for further investigation. Suppliers are to provide the best possible solution that aligns with the General System Requirements in Section 4.
4. General System Requirements
The supplier shall supply an AMR sorting system that meets or exceeds the requirements listed below.
• 1200 Parcels Per Hour (PPH)
• Up to 300 unique sortation destinations.
• The system must be able to handle parcels typical of the USPS mail stream. All machinable mail and a majority of Non Machinable Outside pieces.
o No max volume dimensions.
• Max weight: seventy (70) pounds.
• Sort to standard Postal Material Transport Containers (MTE)
• Scan Postal Barcodes
