About this file
This is Amendment One to an Invitation for Bid issued by the South Carolina Department of Health and Environmental Control (DHEC) for corrective action and site rehabilitation services related to ACA Cleanup UST Permit #08424 located at 8910 Highway 9, Inman, South Carolina 29349. The solicitation seeks South Carolina-Certified Class I Site Rehabilitation Contractors to perform corrective action activities at the contaminated site. A non-mandatory pre-bid conference was held on August 18, 2022 at 10:00 AM ET via Microsoft Teams. Offers were due on September 13, 2022 at 2:30 PM ET, with award notification scheduled for September 27, 2022. Offerors were required to acknowledge receipt of amendments and submit offers online through the South Carolina procurement website. The contract term and renewal options are not specified in this amendment document.
Approximately $845,645.83 remains available for site rehabilitation activities from the SUPERB Account, with $154,354.17 already expended to date. All offerors must hold current South Carolina Class I Site Rehabilitation Contractor certification in accordance with R.61-98 regulations; primary contractors maintain responsibility for the quality of work performed by subcontractors. The site contains multiple monitoring wells, including an inactive water supply well (WW-1), and no corrective action or Aquifer Free Vent and Recovery (AFVR) events have been performed to date. The solicitation acknowledges that Site-Specific Target Levels (SSTLs) may be revised if deemed appropriate, and corrective action technologies or natural water table fluctuations may cause elevated Contaminant of Concern (CoC) concentrations in wells during the contract period.

(a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. QUESTIONS FROM OFFERORS – AMENDMENT (JUN 2017)
This solicitation is amended as provided herein, information or changes resulting from questions will be shown in a question–and-answer format. All questions received have been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all, of existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
The following prospective offeror questions and agency responses are hereby incorporated into the solicitation.
VENDOR QUESTION 1: How much money has been spent on this release and how much is remaining?
STATE’S RESPONSE: To date, approximately $154,354.17 has been expended from the SUPERB Account and approximately $845,645.83 remains for site rehabilitation activities.
VENDOR QUESTION 2: Has there been any correction action performed to date?
A review of historic files on DHEC’s website didn’t indicate corrective action.
STATE’S RESPONSE: Corrective action, including AFVR events, has not been performed at this site.
VENDOR QUESTION 3: Will the logs or obstructions on top of PW-2 be removed? If this is a SSTL well, it will require sampling and appears it isn’t accessible.
http://www.procurement.sc.gov/
STATE’S RESPONSE: The property owner may move the logs/obstruction to make the well accessible. The contractor can work with the property owner to make the well accessible. If the well remains inaccessible, PW-2 may be removed as an SSTL well.
VENDOR QUESTION 4: The plume appears to stretch a significant distance over a partially wooded area. Will any land clearing be performed around SSTL wells or other wells in the monitoring well network.
STATE’S RESPONSE: DHEC does not plan on conducting land clearing activities.
Historically, the wells in the wooded area have been located so land clearing is not believed to be necessary.
VENDOR QUESTION 5: Concentration data for the 2022 sampling event appears to be significantly lower (i.e. non-detect) for some SSTL wells as compared to historic data. Since no corrective action was performed, concentrations will presumably increase at some point during the contract and could make it difficult to reach payment milestones. Has DHEC considered setting initial concentrations to the highest historic concentrations, or even using an average?
STATE’S RESPONSE: DHEC has evaluated the data and the SSTL will not be modified at this time. Please be aware, that the application of corrective action technologies or natural fluctuations in the water table can cause elevated CoC concentrations in wells and sampling points. In addition, the solicitation does allow for a revision of the SSTLs if deemed appropriate.
VENDOR QUESTION 6: Please confirm there are not any water supply wells in the sampling network. It is assumed the PWs are not water supply wells.
STATE’S RESPONSE: There is one inactive Water Supply Well (WW-1) behind the house. The wells designated ‘PW’ are not Water Supply Wells.
VENDOR QUESTION 7: Is this an owner/operator bid or DHEC?
STATE’S RESPONSE: The Underground Storage Tank (UST) Management Division of DHEC’s is seeking services of a South Carolina-Certified Class I Site Rehabilitation Contractors to perform the corrective action activities. Therefore, this is a bid solicitated by DHEC not the owner/operator.
VENDOR QUESTION 8: We would like to know if as a firm or individual withing the firm are required to apply for the Certified Class I Site Rehabilitation Contractor prior to submitting the proposal.
Under R.61-98 the firm and our staff qualify for Class I and Class II, could this be verified via our projects and team resumes or is certification required? In addition, would a SC subcontractor have to be certified as well in accordance with R.61-98?
STATE’S RESPONSE: All Offerors must be South Carolina-Certified Class I Site Rehabilitation Contractors. In accordance with R.61-98, the primary contractor maintains responsibility for the quality of work performed by individuals or companies sub-contracted to them.
