No hard budget has been allocated for this project at the time of the solicitation, though price is identified as a factor in the evaluation and selection process. The Division of Procurement Services has previously participated in trials of three LMS platforms: Absorb, Tovuti, and TalentLMS. Off-the-shelf content courses will be offered free of charge to Division of Procurement Services staff only; if offered externally, costs would apply. Virtual platform integration, such as WebEx, is considered a "nice to have" feature but not required unless the system lacks other live-online delivery methods. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted copies of both, unless the offeror indicates that no redacted copy is necessary. AMENDMENTS TO SOLICITATION (JAN 2004):
(a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov(b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two,
(3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.[02-2A005-1]
Questions and Answers
· Would you consider extending the timeline a few weeks? Given the requirement for the Department to receive the USB by the due date, this will limit the time we have to prepare the response. The solicitation date remains the same.
· For the off the shelf content library, would you be charging your external users for these courses, or would you be providing free of charge? (i.e. Ethics, Leadership, Customer Service, Time Management, etc.) These courses would be offered free of charge for Division of Procurement Services Staff only. If they are offered externally, it would be for cost.
· If you were to scale from 400 to 1500, what is the approximate timeline for this ramp in users? (1 year? 2 years? Etc.) At the moment, there is no real way of knowing how quickly the LMS will catch on, or a timeline for things ramping up. 2 years is probably reasonable, but it may be faster than that.
· Can NASPO/NIGP provide their courses in SCORM so that you can load and track in the LMS? NASPO/NIGP courses are proprietary and offered at cost, so I doubt that they would give us the SCORM files. We would probably just need to be able to link to the courses in the other LMS’ and allow the user to register, attend, and upload their certificate on their own.
· Is a virtual platform integration required? i.e. WebEx? Virtual integration would be considered nice to have, but not considered required unless the system has no other live-online delivery methods.
· How will you get the users into the LMS- do you have a centralized database? Will they self-register? Depending on timeline, the agency may be able to provide information to pre-load some information, but the ability to self-register will definitely be necessary.
· How many folks will need access to the content creation tool? No more than 15.
· Have you had a chance to see any Learning Platforms? If so, could you share which ones? The Division of Procurement services has participated in trials of Absorb, Tovuti, and TalentLMS.
· Is there budget allocated for this project and are you able to share the budget? At the moment there is not a hard budget set aside for the project, but price will be one of the factors considered for purchase.
TERM OF CONTRACT -- TERMINATION BY CONTRACTOR (JAN 2006)
Contractor may terminate this contract at the end of the initial term, or any renewal term, by providing the Procurement Officer notice of its election to terminate under this clause at least One Hundred and Twenty days (120) days One Hundred Days (100) prior to the expiration of the then current term.
