About this file
This is Amendment No. Three to a Request for Proposal issued by the South Carolina Department of Health and Environmental Control (DHEC) for hemoglobin analyzer systems and supplies. The solicitation requests pricing for hemoglobin analyzers, cuvettes, control materials, and docking stations. Specific quantities include 138 HB201+ analyzers, 40 HB201 DM analyzers, and associated supplies across four health regions: Lowcountry, Midlands, Pee Dee, and Upstate. The original submission deadline was August 13, 2020, with Amendment Three extending it to August 20, 2020, at 2:30 PM ET. Questions from offerors were due by July 27, 2020, at 5:00 PM. No pre-bid conference or site visit is required. Award was scheduled for October 1, 2020. The contract term begins July 1, 2021, with replacement of existing HemoCue analyzers and microcuvettes to be completed within six months from the final award date if a vendor other than HemoCue is selected. Purchases of supplies are made on an as-needed basis during the contract period.
Offerors must submit unit pricing for analyzers, cuvettes, and tri-level control materials (6-vial and 3-vial packages), with pricing specified per vial for controls. A firm fixed price is required for initial purchases and replacements of each analyzer type, with provisions for additional analyzers needed during the contract term at potentially different pricing. Products offered must meet the general performance and quality levels of HemoCue items specified in the solicitation. Current inventory of control materials will continue to be purchased under the existing HemoCue contract, which expires April 14, 2021. Offerors must be registered with the South Carolina Enterprise Information System (SCEIS) prior to purchase order issuance. Submissions require an online response plus hard copies including one original marked "ORIGINAL," one copy on USB drive, a separate sealed hard copy price proposal, a USB drive copy of the price proposal, and a redacted hard copy if applicable, all delivered to DHEC's Division of Procurement Services in Columbia, South Carolina.

The following prospective offeror question and agency response is hereby incorporated into the solicitation:
Question: Do they use barcodes for patients and operators? Are they doing any manual entries on the display of the HemoCue 201 DMS now? And if so, which?
State’s Response: Barcode is used for operators, but not yet for users. The client ID is all that is needed to be entered manually.
Question: How relevant is the ´QC Lock function´? (it´s speed and the long open shelf-life of the cuvettes with no need to worry about closing canisters carefully etc.)
State’s Response: QC Lock prevents client tests from being run without controls having already passed. This is an essential quality control function.
Question: Also, why are the other Regions not using DM Analyzers? Does the State not require all to be on the same system?
State’s Response: The DM Analyzers are viewed by Lowcountry as the same system all regions are using, with an additional feature.
Question: If we have questions regarding any part of the process of submitting the offer online, would we address those to you or would we ask for assistance/clarification from the SCEIS administration?
State’s Response: For assistance with bidding online contact SCEIS Help Desk at (803) 896-0001, Select Option 1, then Option 2.
Question: In regards to the price proposal for the 6 and 3 vial boxes of the Tri-Level controls, are we correct to assume that the “Unit Price” is the price per vial and the “Extended Price” is the price per box?
State’s Response: No change. Unit price is price per vial. Extended price may be left blank.
**Question: The amount of Analyzers that are requested is based on current inventory. What if the State wishes to add additional Analyzers over the contract period (maybe a new clinic opening or additional Analyzers need for a busy clinic).
How will the state purchase additional Analyzers? Should we include pricing for additional analyzers?
State’s Response: No change. Purchases shall be made as-needed, as stated in specification 3.8.1., on Page 18. Pricing shall be included for Analyzers, per specification 3.10., on Page 19.
**If we are to offer one set price for the initial analyzers requested below as stated on the RFP:
Below are the analyzer quantities currently in use by Health Region:
Lowcountry
Hb 201+
Hb 201 DM
Midlands 38 0 Pee Dee 50 0 Upstate 48 0
TOTAL 138 40
and then offer a different price for additional analyzers needed during the term of the contract. If so, how should this be proposed? As Option 1 for the initial 138 and 40 analyzers and then Option 2 for additional analyzers needed over the contract period? Or use the same pricing sheet and add a second line item for the new price for the additional analyzers that may be needed?
**State’s Response: For clarification, a firm fixed price shall be for initial purchase and/or replacement for each type analyzer.
Question: Are the current Analyzers going to be replaced with all new Analyzers regardless of who is awarded the RFQ?
State’s Response: Existing Analyzers will only be replaced if a vendor other than HemoCue is awarded.
Question: If we want to offer different products, do they need to be submitted in a separate Bid response? Or should we give you Option 1, Option 2, etc.?
State’s Response: No change. Products offered other than specified in the solicitation must meet general performance and quality levels of HemoCue items specified under Section III. Scope of Work/Specifications.
Question: Page 16, (C) States each part should be bound in a single volume. Can you please explain?
State’s Response: No change. Page 16, (C) is applicable to your hard-copy offer.
**For clarification, the technical proposal shall include DESCRIPTIVE LITERATURE as referenced on Page 16 of the solicitation document and Specification 3.1.7. , Page 17, and INFORMATION FOR OFFERORS TO SUBMIT - EVALUATION as referenced on Page 21 of the solicitation document. The Business Proposal shall include INFORMATION FOR OFFERORS TO SUBMIT - GENERAL as referenced on Page 21 of the solicitation document.
Question: Page 16, Opening Proposals. Will a Bib Tab be available after the award is made?
State’s Response: Upon request, a bid tab may be made available after the statement of award is final.
Question: Pages 17, The Analyzers currently in use at Lowcountry are: 40 Hb 201 DM; can you explain in detail how they are using the DM device, and which department is using them. Example, are they collecting data, enabling QC lock outs, trending, or just downloading results. What data and how are they used so that we can better understand the requirement for Data management. 3.2.3 DM Shall have data self- storage and data management capability. What are the requirements for data storage usage?
State’s Response: The DMs in Lowcountry are used for Quality Control locks and trending, as well as for quarterly lab audits in which collected data is compared to documentation in the client’s electronic record for accuracy. The data compared are the Hgb measurement in the client’s record to what is recorded in the analyzer; and were Hgb measurements repeated when indicated as per WIC state guidelines. Results storage should be equivalent to 4,000 client/STAT tests, 500 QC tests, 500 analyzer logs, and 200 client IDs.
Question: Page 18, 3.5 Estimated Annual Usage: 3.5.3 Purchases of Tri Level Controls will begin after the current contract expires in April, 2021. What controls will be used before this happens if another vendor is awarded the contract?
State’s Response: No change. DHEC will continue to purchase Tri Level Controls from HemoCue on the contract that expires in April, 2021.
Question: Page 18, 3.7 Product Evaluation 3.7.1 upon request, up to 8 complete systems including testing materials shall be provided for evaluation. What time frames will this most likely happen if requested?
State’s Response: The evaluation of complete systems will be conducted after Phase I of the evaluation process is completed. A time frame is not available at this time.
Question: Page 18, 3.7 Product Evaluation 3.7.1.2 Testing materials are for 200 tests X 8 locations for a total of 1,600 tests?
State’s Response: No change. Product Evaluation will be conducted in two (2) locations per Region.
Question: Page 18, 3.7 Product Evaluation 3.7.3 Offeror shall provide on-site training for end user of system offered. Due to COVID 19 restrictions, when requested training takes place, is the State open to use of video conferencing for training?
State’s Response: No change. As indicated in specification 3.6.1., the State is open to use of online [video conferencing] for training.
Question: Page 18, 3.8 Delivery Analyzers and Microcuvettes shall be ordered on an as-needed basis. Will there be an initial order up front for Analyzers and microcuvettes and then on an as needed basis?
State’s Response: No change. Reference 3.11. Replacement Schedule if new vendor awarded: Replacement of existing HemoCue analyzers and microcuvettes will be completed within 6 months from date of final award, if another vendor is awarded.
Question: Page 19, 3.8.3: States that the shipment schedule for the initial contract starts July 1, 2021 and not October 15, 2020? Why are there two different dates listed?
State’s Response: No change. 3.8.3. refers to Tri Level Control shipments. The controls contract expires April, 2021, as stated in specification 3.5.3.
Question: Page 37, under the Question Column, after #2, It says: Number of Tests per Package? The Analyzer is being referenced here not tests? Please explain.
State’s Response: A Revised Bidding Schedule is included at the end of the Amendment to correct the error of Number of Tests per Package on Bidding Schedule #2.
Question: What is the number of unused boxes of microcuvettes that are in current inventory?
State’s Response: To provide this information, the opening date of the solicitation would require a delay.
Question: If another manufacture is awarded the RFQ, when will the old contract expire?
State’s Response: To combine the procurement of analyzers and supplies, DHEC anticipates extending the current HemoCue contract for analyzers and microcuvettes to expire at the same time as the current HemoCue contract for Tri Level Controls, in April, 2021.
Question: When will the SC Dept of Health stop ordering their current product?
State’s Response: DHEC will stop ordering current contract products on April 14, 2021.
Question: Are you able to provide or direct me to the correct person to get a copy of the last Bid/Contract that was awarded to Hemocue?
State’s Response: Below and on Page 8 are copies of the current HemoCue Contracts for analyzers and supplies.
**Question: Where does those (technical and business) documents fall under the requirements listed below: Which section 1 or 2 or both?
