Amendment No.01 - NOFO 72060821RFA00001

Religious and Ethnic Minorities (REMA)

Attachment 1 - Questions & Answers

Question 1: Are PPI forms sent to USAID by the Applicant with the overall Technical

Approach portion of the application, or is each one sent to USAID directly from the

Reference?

USAID Answer 1: Each Past Performance Questionnaire Template should be sent by the

Reference directly to USAID/Morocco. As mentioned on Page 26 of the NOFO: “the information must be sent to the email address specified for receipt of applications in

Section D of this NOFO, in advance of the application submission date and time. Please note that it is the applicant’s responsibility to ensure that USAID/Morocco receives the requested information.” The applicant must request that referees send the information directly to USAID using the format provided in Annex 4 Past Performance Questionnaire.

Question 2: If we currently administer an award from USAID, is it allowable for us to ask our grant officer to provide a reference for us for the REMA application?

USAID Answer 2: Yes, this is allowable.

Question 3: Should references be able to speak to a completed project, or is a current / ongoing project sufficient for the purpose of evaluating organizational capacity?

USAID Answer 3: The preference is that references be able to reference a completed project, but an ongoing project may be considered.

Question 4: Is there a suggested template or guidance for completing the Draft First-year

Implementation Plan?

USAID Answer 4: There is no suggested template or guidance for completing the Draft

First-year Implementation Plan.

Question 5: For verification purposes, is the Marking and Branding Plan only to be completed if selected as the recipient of the award? In other words, is this not a required part of the application due March 22?

USAID Answer 5: As mentioned on Page 33 of the REMA NOFO, only the apparently successful applicant will be requested to submit a draft Branding & Marking Plan. So, at this stage of the application, the applicant does not need to submit a Marking and Branding

Plan as part of their Application submission due March 22, 2021.
