About this file

This is Amendment 6 to a Request for Qualifications (RFQ #26-1363580) issued by Connecticut State Colleges and Universities (CSCU) for electricity supply services. The amendment addresses supplier questions and answers regarding fuel cell installations and usage credits across multiple CSCU facilities. The document confirms the operational status and projected timelines for behind-the-meter generation assets, specifically detailing usage credit adjustments for the Housatonic fuel cell facility expected to go live by the end of 2026 or early 2027. The amendment also verifies the presence of a 630 kW fuel cell at 201 Wintergreen Avenue in New Haven that was energized in March 2022. The original submission deadline was February 24, 2026, at 3:00 p.m., with the reverse auction scheduled for March 5, 2026. Bidders are required to acknowledge receipt of Amendment 6 along with all other amendments as part of their technical submission through the EnelX exchange portal.

The amendment provides specific consumption data across six metered service locations showing current and projected annual kilowatt-hour usage with corresponding credit adjustments. No pricing information, set-asides, incumbent vendors, or funding sources are detailed in this amendment. The document serves as a clarification mechanism within the broader procurement process and does not establish pricing terms or contract award conditions, which are addressed through the primary RFQ documentation and the reverse auction process. All qualified vendors remain eligible to respond regardless of disadvantaged enterprise status or prior CSCU supplier relationships.
