Amendment 5 addresses two substantive matters raised by vendors. First, it clarifies the instructions for submitting confidential and trade secret information by referencing the updated clause "DISCLOSURE OF YOUR BID/PROPOSAL AND SUBMITTING CONFIDENTIAL DATA (FEB 2021)," which replaced previous guidance. Second, the amendment confirms that the State will not modify the customer service performance standards for the EBT call center help desk operations. The performance standards remain: 95% of all calls must be answered within 4 rings (25 seconds), measured over a three-month period, and 97% of all calls for Customer Service Representatives must be answered within 2 minutes, measured over a three-month period. The State declined the vendor's request to relax the CSR standard to 85% of calls answered within 2 minutes, citing current performance standards as appropriate. All other terms, conditions, bidding instructions, and specifications from the original RFP remain unchanged.

AMENDMENTS TO SOLICITATION (MODIFIED):
(a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov(b) Offerors shall acknowledge receipt of any amendment to this solicitation by identifying the amendment number and date in the space provided for this purpose on Page Two and returning with solicitation response (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
QUESTIONS FROM OFFERORS - AMENDMENT (REVISED)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does.
Vendor Questions with Answers:
1. The “Submitting Redacted Offers (MAR 2015)” section on page 107 of the RFP states if offers include confidential information, it is to be submitted in accordance with a clause titled “Submitting Confidential Information”. In addition, the Offeror Checklist on RFP page 170 also instructs Offerors to comply with the instructions contained in the “Submitting Confidential Information” section. However, no such clause exists in the RFP.
Could you provide the specific instructions Offerors are to follow in submitting redacted versions on offers that contain confidential and/or trade secret information?
State’s Response:
“SUBMITTING CONFIDENTIAL INFORMATION (FEB 2015)” [02-2A125-2] and SUBMITTING REDACTED OFFERS (MAR 2015) [04-4030-2] were both replaced by “DISCLOSURE OF YOUR BID / PROPOSAL AND SUBMITTING CONFIDENTIAL DATA (FEB 2021)” [02-2A125-3].
2. RFP Section III. Scope of Work/Specifications, SNAP Requirements (Specifications), #53 Service Requirements (Standards) includes the following requirement. To be more inline with call center industry standards, would the State consider modifying this requirement to state 85% of all calls for Customer Service Representatives (CSR) answered within 2 minutes?

a) 95% of all calls answered within 4 rings, measured over a 3-month period. (4 rings are defined as 25 seconds.)
b) 97% of all calls for Customer Service Representatives (CSR) answered within 2 minutes, measured over a three-month period.

State’s Response:
No, the state is not be willing to modify the requirement. This is our current performance standard and we have seen no evidence to suggest that it is too stringent.
All other terms, condition, bidding instruction, and specifications remain unchanged. If there are any question or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the Offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment reference the “Duty to Inquire” in the original Request for Proposal (RFP).
