About this file
This document is a pre-bid meeting agenda and amendment for the Kansas Department of Aging and Disability Services (KDADS) Parsons State Hospital Education Building Waterproofing Project (Project Number X-1494). The project involves waterproofing multiple buildings, including the Education (16), Art & OT (2), Coordination Center (14), and Music (24) Buildings, with specific tasks including installation of roof drain leaders, storm structures, storm sewer piping, roof drain piping, inlets, junction boxes, backflow preventer, and rerouting of downstream storm sewer systems. The mandatory pre-bid meeting was held virtually on September 24, 2025, with a bid opening scheduled for October 15, 2025, at 2:00 PM through the Department of Administration Procurement office. The project requires field verification of measurements, temporary utility disconnection and reconnection, and coordination with a separate roofing project (A-015372) set to bid on September 30, 2025.
The project is deemed tax-free, with no published budget available to bidders. Testing will be arranged independently by the owner, with associated costs borne by the contractor or manufacturer. Erosion control measures are required for existing and proposed stormwater inlets. The project has minimal security requirements, with no campus entry restrictions beyond standard safety procedures. Substitution requests for equivalent products must be submitted to the architect/engineer no later than 10 days before the bid date, and all approvals will be released via addendum. The contract award timeframe is estimated at a minimum of two weeks, and contractors may call in to listen to the bid openings. A land surveyor (Cornerstone Regional Surveying) is available for topographical survey, with construction staking being the contractor's responsibility.
