About this file
This document is Amendment 2 for a Building Waterproofing Project issued by the Kansas Office of Procurement and Contracts for Parsons State Hospital. The amendment provides details for a mandatory virtual pre-bid meeting scheduled for September 24, 2025, at 10:00 AM via Microsoft Teams, with a bid closing date extended to October 15, 2025, at 2:00 PM. The project involves waterproofing work that is intended to align with a concurrent re-roofing project, with a target completion by January. The amendment includes a comprehensive question and answer section addressing technical specifications such as erosion control, seeding requirements, tax exemption status, and project-specific details.
The project is tax exempt and requires the contractor to prepare a Stormwater Pollution Prevention Plan (SWPPP), perform weekly erosion control inspections, and implement specific landscaping and seeding protocols. Seed specifications include tall fescue at 8-10 lbs per 1,000 square feet, with a 20-10-10 fertilizer application rate of 3-5 pounds per 1,000 square feet. Alternative methods such as hydroseeding are permitted. The project emphasizes erosion control, requiring contractors to maintain written logs of construction activities and implement erosion and sediment controls, with inspections required weekly and within 24 hours after significant rainfall events.

Questions and Answers
· Does this project have any wage rates?(davis bacon, etc) No wage rates.
· What are the estimated working/calendar days for this project? Example: 150 calendar days.
This is not defined yet – it is intended to line up with the re-roofing project that is happening on these buildings. But I think the overall goal would to be done by January.
· Is this project tax exempt?
Yes.
· Does this project require the contractor to perform swppp inspections?
The contractor should keep a written log of when construction activites begin, erosion and sediment controls are installed, inspected and repaired. Copies of the log should be sent to the engineer upon request. All erosion measures should be inspected weekly, and within 24 hours after a rainfall event of 0.5 inches or more.
· Does this project require the contractor to put together the SWPPP Design(SWPPP Book)?
Yes
· On page C400 of the plans I noticed it mentioned the NOI already being filed. Is this correct? See note #3.
The disturbed area is under 1 acre, so no NOI is needed.
· Can you provide install details for the silt fence or refer me where to find this information? Would KDOT specifications suffice?
KDOT Specs are great.
· Does the landscaping line item include permanent seeding only?
It includes both temporary (if needed) and permanent.
· Can you provide specifications for the erosion mat required with the final seeding and install details for the erosion mat?
Either Straw Mats or Excelsior Mats are acceptable.
· I see this project is wanting to utilize tall fescue for the permanent seeding. Can you provide application rates for the seed? Example: 10 lbs per 1000 SF.
8-10 Lbs/1,000 SF
· What type of fertilizer and application rate is needed for the permanent seeding?
An N-P-K ratio of 20-10-10 fertilizer at a rate of 3-5 pounds per 1,000 sq. ft. is good.
· Would hydroseeding be allowed in lieu of erosion mat on this project?
Yes, that would be a suitable alternative.
· If temporary seeding is needed what specifications do we refer to for this to find the seed/fertilizer/mulch type and application rate?
The contractor should temporary seed and mulch or otherwise stabilize if the land disturbance activity has ceased and will not resume for 14 days or more.
