Responses to Written Questions Received:
1. As to Items not Covered by Contract (under 3.6), would mechanical replacement parts such as compressors, relays, fan motors, coils, etc. (and related labor) be considered Non-Maintenance items?
What isconsidered Non-Maintenance items?
Answer: The state considers compressors, fan motors, and coils to be non-maintenance items and we would ask the vendor to provide a quote with recommendations for us to consider.
2. As to items Emergency Services (under 3.3), will emergency calls be billable?
Answer: Yes, emergency calls shall be billable.
3. Is this a full maintenance contract? If not, could you clarify if the contractor is responsible for preventative maintenance such as providing filters, cleaning coils and replacement of belts only? Thus, all other components will be quoted for repairs, correct?
Answer: Yes, this is a full service contract as described in Section III, Statement of Work. You are correct in that all other services will be quoted, for which the state reserves the right to receive competitive quotes or to perform said services in-house.
4. Does this contract include any VAV boxes where applicable?
Answer: Yes; Conway, Orangeburg and Beaufort locations only.
5. Who was the last contractor and what was the yearly price of that contract?
Answer: W. O. Blackstone and Company, Inc. and the most recent annual price is approximately
$16,500 for labor and $5,383 in materials.

6. The bid solicitation references an “Equipment List” in “Attachment A” – it is blank in the bid package.
Can you provide the list?
Answer: We are happy to re-publish this information and apologize for the inconvenience. It will be attached to this Amendment.
7. Can we be allowed to visit each site to see the equipment?
Answer: We are not offering site visits. Please refer to the Equipment List, attached hereto, for details regarding all the HVAC equipment at each location.
8. Our Corporate office is in Raleigh, NC but we have maintained an office in Little River, SC for several years – is that acceptable?
Answer: Yes. Please be mindful the state requires the successful bidder to be able to fully perform all aspects of the services listed out in Section III, Scope of Work, to include response times.
9. Can you clarify if this is a “Full Service” agreement, meaning we are responsible for all repairs including refrigerant? In other words, we would NOT invoice SFAA for any repair made on these systems or are repairs separately invoiced once approved by SFAA (or the Contract Administrator).
Answer: Please see the response for Questions #1 and #3 above. Invoices will not be mailed to SFAA but to the Using Governmental Unit, Department of Employment and Workforce.
